Typically, a project management methodology provides a skeleton for describing every step in depth, so that the project manager or program manager will know what to do in order to deliver and implement the work according to the schedule, budget and client specification.

Methodology in Project Management Framework

Project management (the acronym “PM”) provides the framework of planning, doing and delivering projects of any kind, size, nature and type. PM framework identifies and defines how to best manage change. And methodology serves as the “way” to systematically realize change in terms of time, cost and quality.

Traditional Approach

If you've been in project management for a while, you must’ve encountered the Waterfall methodology. It's an old-school software development method from the 1970s.

In a Waterfall process, you must complete each project phase before moving to the next. It's pretty rigid and linear. The method relies heavily on all the requirements and thinking done before you begin.

Don't worry if you haven't heard of it. Let’s break the Waterfall method down and see how it works.

What is the Waterfall methodology?

Waterfall methodology is a well-established project management workflow . Like a waterfall, each process phase cascades downward sequentially through five stages (requirements, design, implementation, verification, and maintenance).

The methodology comes from computer scientist Winston Royce’s 1970 research paper on software development. Although Royce never named this model “waterfall”, he gets credit for creating a linear, rigorous project management system.  

Unlike other methods, such as the Agile methodology, Waterfall doesn't allow flexibility. You must finish one phase before beginning the next. Your team can’t move forward until they resolve any problems. What are the stages of the Waterfall methodology?

Five phases comprise the Waterfall methodology: requirements, design, implementation, verification, and maintenance. Let's break down the five specific phases of Waterfall development and understand why it’s critical to complete each phase before progressing to the next.

Requirements

The requirements phase states what the system should do. At this stage, you determine the project's scope, from business obligations to user needs. This gives you a 30,000-foot overview of the entire project. The requirements should specify:

  • resources required for the project.
  • what each team member will work on and at what stage.
  • a timeline for the entire project, outlining how long each stage will take.

  • Longer delivery times : The delivery of the final product could take longer than usual because of the inflexible step-by-step process, unlike in an iterative process like Agile or Lean.
  • Limited flexibility for innovation : Any unexpected occurrence can spell doom for a project with this model. One issue could move the project two steps back.
  • Limited opportunities for client feedback : Once the requirement phase is complete, the project is out of the hands of the client.
  • Tons of feature requests : Because clients have little say during the project's execution, there can be a lot of change requests after launch, such as addition of new features to the existing code. This can create further maintenance issues and prolong the launch.
  • Deadline creep : If there's a significant issue in one phase, everything grinds to a halt. Nothing can move forward until the team addresses the problem. It may even require you to go back to a previous phase to address the issue.

Below is an illustration of a project using the waterfall approach. As you can see, the project is segmented into rigid blocks of time. This rigidity fosters an environment that encourages developers, product managers, and stakeholders to request the maximum amount of time allotted in each time block, since there may be no opportunity to iterate in the future.

Agile project management and the Waterfall methodology have the same end goal: crystal clear project execution. Definition of project management.

Project Management is the application of knowledge, skills, tools, and techniques to project activities to meet the project requirements. It is an organized manner of managing a project from its beginning to a defined ending.

History of Project Management [1]

Until 1900, civil engineering projects were generally managed by creative architects, engineers, and master builders themselves, for example, Vitruvius (first century BC), Christopher Wren (1632–1723), Thomas Telford (1757–1834) and Isambard Kingdom Brunel (1806–1859). In the 1950s, organizations systematically applied project-management tools and techniques to complex engineering projects.

Henry Gantt (1861–1919) was the father of planning and control techniques. As a discipline, project management developed from several fields of application, including civil construction, engineering, and heavy defense activity. Two forefathers of project management are Henry Gantt, called the father of planning and control techniques, who is famous for his use of the Gantt chart as a project management tool (alternatively Harmonogram first proposed by Karol Adamiecki), and Henri Fayol , for his creation of the five management functions that form the foundation of the body of knowledge associated with the project and program management. Gantt and Fayol were students of Frederick Winslow Taylor's theories of scientific management. His work is the forerunner to modern project management tools, including work breakdown structure (WBS) and resource allocation.

The 1950s marked the beginning of the modern project management era, where core engineering fields come together to work as one. Project management became recognized as a distinct discipline from the engineering model's management discipline. Before the 1950s, projects were managed on an ad-hoc basis in the United States, using mostly Gantt charts and informal techniques and tools. At that time, two mathematical project-scheduling models were developed. The "critical path method" (CPM) was developed as a joint venture between DuPont Corporation and Remington Rand Corporation for managing plant maintenance projects. The U.S. Navy Special Projects Office, the Lockheed Corporation, and Booz Allen Hamilton, as part of the Polaris missile submarine program, developed the "program evaluation and review technique" (PERT).

PERT and CPM are very similar in their approach but still present some differences. CPM is used for projects that assume deterministic activity times; the times at which each activity will be carried out are known. PERT, however, allows for stochastic activity times; the times at which each activity will be carried out are uncertain or varied. Because of this core difference, CPM and PERT are used in different contexts. These mathematical techniques quickly spread into many private enterprises.

At the same time, as project-scheduling models were being developed, technology for project cost estimating, cost management, and engineering economics was evolving, with pioneering work by Hans Lang and others. In 1956, the American Association of Cost Engineers (now AACE International; the Association for the Advancement of Cost Engineering) was formed by early practitioners of project management and the associated specialties of planning and scheduling, cost estimating, and cost/schedule control (project control). AACE continued its pioneering work and, in 2006, released the first integrated process for portfolio, program, and project management (total cost management framework).

In 1969, the Project Management Institute (PMI) was formed in the USA. PMI publishes A Guide to the Project Management Body of Knowledge (PMBOK Guide), which describes project management practices common to "most projects, most of the time." PMI also offers a range of certifications.

The Phases of Project Management

  • Initiation: Initiation is the first phase of the project process. During initiation, you identify stakeholders, gather information (expectations, deliverables, etc.), define the project, define the project’s goals, and set up the specifications and parameters of the project.
  • Planning and Design: The second phase is planning. During this phase, you write out a baseline plan for your project. This plan includes schedules, resource lists, tasks and activities, team members, risk analyses, and reporting structures. The plan then needs to be evaluated and approved by project stakeholders (your client, employer, or even in some cases: the government).
  • Executing: Execution means the implementation of your project plan. The execution phase can take the longest of all the processes, depending on the project: it can be the building of the largest skyscraper in the world, or it can merely be a two-day conference that you are in charge of planning and managing. The performance of the project team is crucial during this part of the process.
  • Monitor and Control: Monitoring and controlling consist of keeping to your schedule, reporting to stakeholders and interested parties, watching the budget, and making sure that the execution of the project matches up to the initial plan. The project process also goes back and forth between planning, executing, and monitoring during this phase. Each time there is a discrepancy during the monitoring phase, the plan needs to be altered and re-implemented.
  • Closing: As the project nears completion, you must close out all contracts, meet the final project goals, and compile all the final reports and documentation. It is important to document everything before closing the project. Evaluating the project results, as well as your project team, is also important.

Every project must follow each of these steps logically. First, it is conducted at a project level and then repeated for each task or sub-task in more detail. Some view these phases as linear, but you may need to adjust to the original plan design as you initiate your project and move into the planning and monitoring phases.

However, project managers must pay special attention when applying to a specific project that includes unique goals, adherence to a strict timeline, and subjection to a set amount of resources.

  • Integration – This knowledge area contains all 5 project stages. During integration, you will develop the plan, assess risks, and make necessary adjustments to ensure successful execution.
  • Scope – Scope outlines stakeholder expectations. Comprehending the desired outcome of your project is fundamental to your success as a project manager.
  • Time – They say timing is everything, and keeping your project on track is of utmost importance. Time management expertise will help you to designate activities and set appropriate project milestones to meet deadlines and successfully allocate resources.
  • Cost – Elements of cost management occur throughout the project. Properly estimating all areas of project cost and overseeing expenses during the project process will help you and your team to stay on budget.
  • Quality – Making sure your PSR (product/service/result) meets the client's expectations is your goal. Your project falls short if your deliverable is anything other than what the customer and/or stakeholders require.
  • Procurement – It may be that you’ll need services that contribute to your project outcome that are outside the expertise of your project team. You should know how to plan for this contingency, choose an external vendor, and create/close out a contract.
  • Human Resources – It may fall to you as the project manager to assemble your team from across your company’s human capital pool and possibly to bring in outside contractors. Regardless of your project size, you’ll need to know how to coordinate and lead your team effectively.
  • Communications – Communication isn’t only about the right information. You must also know how and when to provide information along the way. Learn how to craft an effective message, get that message out, and manage project knowledge.
  • Risk Management – Even the best-laid plans sometimes don’t come off without a hitch. Know how to identify and evaluate those things that can derail your project so that through ongoing response planning and monitoring, you can mitigate delays and resource over expenditure.
  • Stakeholder Management – Stakeholders include people or organizations involved with your project. You should know how to create engagement and management approaches to include your stakeholders in the project outcome.

The Elements of a Project [4]

A successful project manager must simultaneously manage four basic elements of a project. These elements are interrelated.

  • Scope: This involves the project's size, goals, and requirements. The project scope is the definition of what the project is supposed to accomplish and the budget of time and money created to achieve these objectives. Any change to the project's scope must have a matching change in budget, time, resources, or all three.
  • Resources: There are three aspects of understanding and managing resources: people, equipment, and material. A successful project manager must effectively manage the resources assigned to the project, including project team members, vendor staff, and subcontractors. He or she must ensure that his or her employees have the skills and tools they need to complete the job, and s/he must continually monitor whether s/he has enough people to complete the project on deadline. It is the Project Manager's job to ensure that each person understands the task and the project deadlines. In a matrix management situation like a project team, the project manager's job is to provide project direction to the line managers. Managing labor subcontracts usually means managing the team lead for the subcontracted workers who manage those workers. A project manager must often procure equipment and materials and manage their use so that the team can operate efficiently. He's responsible for having the appropriate equipment and materials in the correct location at the proper time.
  • Time: This doesn't just address how much time the project will take. The three elements of successful time management are tasks, schedules, and critical paths. Build the project schedule by listing, in order, all the tasks that must be completed. Some must be done sequentially, while others can overlap or be done in tandem. Assign a duration to each task. Allocate the required resources. Determine predecessors—what tasks must be completed before others—and successors, those that can't start until after each other task is completed. This aspect of project management is sometimes referred to as waterfall management because one task follows another in more or less sequential order. Project management software can simplify creating and managing the project schedule. Some tasks have a little flexibility in their required start and finish dates. This is called "float." Other tasks have no flexibility. They have zero floats. The critical path is called a line through all the tasks with zero float. All tasks on this path—and there can be multiple parallel paths—must be completed on time if the project is to come in by its deadline. The project manager's key time management task is monitoring the critical path.
  • Money: The three considerations in managing money are costs, contingencies, and profit. Each task has a cost, whether the computer programmer's labor hours or the purchase price of a cubic yard of concrete. Each of these costs is estimated and totaled when preparing the project budget. Some estimates will be more accurate than others. The project budget should, therefore, include a contingency allowance—money set aside in the budget "just in case" the actual cost of an item is wildly different from the estimate. Profit is the money the company wants to make from the task. It's put on top of the cost. So a project budget is composed of the estimated cost, plus the contingency, plus any profit. The project manager's job is to keep the actual cost at or below the estimated cost and to maximize the profit the company earns on the project.

Project Management Office [5]

The project management office (PMO) is a centralized department that manages projects. The PMO:

  • Central location and authority for providing policies, methodologies, and templates for managing projects within the organization
  • Trains individuals in project management within the organization
  • Assists them with project management tools
  • Provide project managers for different projects; these project managers and the PMO office are responsible for the results of those projects

The project management office is a department of many individuals. The PMO has responsibilities such as:

  • Manage needs and interconnectedness between projects
  • Provide resources
  • Participate in project review meetings
  • Monitor compliance with organizational processes
  • Provide templates
  • Provide centralized communication about projects
  • Be a part of the change control board
  • Help prioritize projects
  • Project Management Body of Knowledge (PMBOK®)
  • Project Management Maturity Model (PMMM)
  • Project Management Office (PMO)

What is Agile Project Management?

Agile project management is a methodology that focuses on breaking the larger project lifecycle into more approachable portions of time and smaller tasks. Rather than delivering project deliverables and products at the conclusion of a project, Agile project management prioritizes the delivery of a working product throughout the process, allowing the project team and all types of stakeholders involved to work closely together during the course of the project execution while providing feedback—not just during the project post-mortem.

According to the Agile Alliance , there are 12 foundational principles of Agile project management:

  • Welcome changing requirements, even late in development . Agile processes harness change for the customer’s competitive advantage.
  • Deliver working software (or products) frequently , from a couple of weeks to a couple of months, with a preference to the shorter timescale .
  • Business people and developers must work together daily throughout the project.
  • Build projects around motivated individuals . Give them the environment and support they need, and trust them to get the job done .
  • The most efficient and effective method of conveying information to and within a development team is face-to-face conversation .
  • Working software (and products) are the primary measure of progress.
  • Agile processes promote sustainable development. The sponsors, developers, and users should be able to maintain a constant pace indefinitely.
  • Continuous attention to technical excellence and good design enhances agility.
  • Simplicity —the art of maximizing the amount of work not done— is essential .
  • The best architectures, requirements, and designs emerge from self-organizing teams .
  • At regular intervals, the team reflects on how to become more effective, then tunes and adjusts its behavior accordingly.

Comparing Agile to Traditional Project Management

Agile vs waterfall: fast facts.

Agile and Waterfall are two of the most well-recognized project management methodologies today. The two methods are often referenced as opposites, but the relationship between Waterfall and Agile is more complex than that. 

Here are a few fast facts about Agile and Waterfall:

  • The Agile methodology was created as a response to some of the limitations that fast-moving project teams faced when navigating projects using more traditional methods, namely, Waterfall.
  • Teams are not exclusively limited to the use of one methodology over another. While one project may require the rigid structure of Waterfall, another may require the flexibility of Agile.

Defining frameworks in project management.

Project management frameworks represent a smaller subset of project management methodologies that provide more room for application. Whereas project management methodologies represent rigid rules and practices for completing a project, frameworks operate as a subset of methodologies, offering more flexible adaptations of how those rules can be applied in project management. Kanban

The Kanban framework is based on the Japanese word kanban , meaning visual card. Fittingly, the Kanban framework uses a card-like layout to represent each task within a project, dividing the project as a whole into three categories: to-do, in progress, and completed. As tasks hit milestones, they are moved under the category that reflects their current status, which makes it easy for project teams to visualize where individual tasks are in the larger project lifecycle. 

Whereas Kanban largely focuses on project visualization and task management strategies for applying Agile, Scrum breaks down projects into smaller “sprints” of time that are isolated from the rest of the project. Once these periods of time are divided, a unique form of project manager, called a Scrum Master, helps guide the team through each Sprint and facilitates significant Agile Scrum ceremonies . • Agile projects have less rigid expectations for project outcomes, which can make Agile teams more susceptible to scope creep.

History of Agile Project Management

Agile project management came about as a response to the 1990s technology boom when developers of new technologies realized the limitations of methodologies, like Waterfall, that were not designed to produce a tangible product quickly. 

In response, a group of 17 developers met in Snowbird, Utah, to discuss ideas together as “organizational anarchists” seeking to find a better way. After three days of discussion, they settled on the foundational ideas of modern Agile project management. 

Agile has gone on to become one of the most frequently methodologies, and at present, several Agile project management software tools are available to help make the application of this approach smooth for project teams.

Who is Agile best for?

While Agile may not be the best choice for every team or every project, there are a variety of situations where Agile practices can be a great fit:

  • When project parameters are uncertain or rapidly changing
  • Ongoing projects without a predetermined timeline
  • For projects or teams that need a high degree of flexibility
  • Software development teams and product developers who need a working product ASAP
  • For teams who are facilitating collaboration between multiple teams (such as developers and marketing personnel)

When should Agile NOT be used?

Agile is a powerful methodology, but it isn’t the best choice in every situation. Here are some examples of situations where Agile should not be used:

  • Projects or teams that need a very predictable project timeline
  • Projects or teams that need clear project outcomes and a high level of documentation
  • Projects with strict budgets
  • Teams that struggle to self-organize or struggle with unpredictable staffing

Can I use the Agile methodology in combination with another methodology?

 In short, yes. Hybrid approaches to projects often happen when a team wants to include certain parameters of a project management methodology, but not others.

What is the Agile Manifesto?

The Agile Manifesto is a document that focuses on four values and 12 principles for Agile software development. It was published in February 2001 by 17 software developers who needed an alternative to the more linear product development process .  

What are the 4 pillars of Agile?

As outlined in the Agile Manifesto, there are four main values of Agile project management:

Individuals over processes and tools: Agile teams value team collaboration and teamwork over working independently and doing things "by the book.”

Working software over comprehensive documentation: The software that Agile teams develop should work. Additional work, like documentation, is not as important as developing good software.

Customer collaboration over contract negotiation: Customers are extremely important within the Agile methodology. Agile teams allow customers to guide where the software should go. Therefore, customer collaboration is more important than the finer details of contract negotiation.

Responding to change over following a plan: One of the major benefits of Agile project management is that it allows teams to be flexible. This framework allows for teams to quickly shift strategies and workflows without derailing an entire project.

What are the 12 Agile principles?

The four values of Agile are the pillars of Agile methodology. From those values, the team developed 12 principles. 

If the four values of Agile are the weight-bearing pillars of a house, then these 12 principles are the rooms you can build within that house. These principles can be easily adapted to fit the needs of your team. 

The 12 principles used in Agile methodology are:

Satisfy customers through early, continuous improvement and delivery. When customers receive new updates regularly, they're more likely to see the changes they want within the product. This leads to happier, more satisfied customers—and more recurring revenue.

Welcome changing requirements, even late in the project. The Agile framework is all about adaptability. In iterative processes like Agile, being inflexible causes more harm than good. 

Deliver value frequently. Similar to principle #1, delivering value to your customers or stakeholders frequently makes it less likely for them to churn. 

Break the silos of your projects. Collaboration is key in the Agile framework. The goal is for people to break out of their own individual projects and collaborate together more frequently . 

Build projects around motivated individuals. Agile works best when teams are committed and actively working to achieve a goal. 

The most effective way to communicate is face-to-face. If you’re working on a distributed team, spend time communicating in ways that involve face-to-face communication like Zoom calls. 

Working software is the primary measure of progress. The most important thing that teams should strive for with the Agile framework is the product. The goal here is to prioritize functional software over everything else.

Maintain a sustainable working pace. Some aspects of Agile can be fast-paced, but it shouldn't be so fast that team members burn out . The goal is to maintain sustainability throughout the project.

Continuous excellence enhances agility . If the team develops excellent code in one sprint, they can continue to build off of it the next. Continually creating great work allows teams to move faster in the future. 

Simplicity is essential. Sometimes the simplest solution is the best solution. Agile aims to not overcomplicate things and find simple answers to complex problems. 

Self-organizing teams generate the most value. Similar to principle #5, proactive teams become valuable assets to the company as they strive to deliver value.

Regularly reflect and adjust your way of work to boost effectiveness . Retrospective meetings are a common Agile practice. It's a dedicated time for teams to look back and reflect on their performance and adapt their behaviors for the future.

What are the benefits of the Agile development methodology?

You commonly find Agile project management used in application development or other types of software development. This is because software is constantly changing, and the needs of the product have to change with it. 

Because of this, linear project management methods like the waterfall model are less effective. Here are a few other reasons why teams use Agile:

Agile methods are adaptable

There's a reason why they call it the Agile methodology. One of the main benefits of using Agile processes in software development is the ability to shift strategies quickly, without disrupting the flow of a project. 

Because phases in the traditional waterfall method flow into one another, shifting strategies is challenging and can disrupt the rest of the project roadmap . Since software development is a much more adaptable field, project managing rapid changes in the traditional sense can be challenging. This is part of the reason why Agile project management is favored in software development.

Agile fosters collaborative teamwork

One of the Agile principles states that the most effective way to communicate with your team is face-to-face. Combine this with the principle that encourages teams to break project silos and you have a recipe for collaborative teamwork. 

While technology has changed since Agile’s inception and work has shifted to welcome more remote-friendly policies, the idea of working face-to-face still hasn't changed.

Agile methods focus on customer needs

One of the unique aspects of software development is that teams can focus on customer needs much more closely than other industries. With the rise of cloud-based software, teams can get feedback from their actual customers quickly. 

Since customer satisfaction is a key driver for software development, it’s easy to see why it was included in the Agile process. By collaborating with customers, Agile teams can prioritize features that focus on customer needs. When those needs change, teams can take an Agile approach and shift to a different project. 

Agile methodologies

The Agile framework is an umbrella for several different variations. Here are a few of the most common Agile methodologies. 

Kanban is a visual approach to Agile. Teams use online Kanban board tools to represent where certain tasks are in the development process. Tasks are represented by cards on a board, and stages are represented in columns. As team members work on tasks, they move cards from the backlog column to the column that represents the stage the task is in.

This method is a good way for teams to identify roadblocks and to visualize the amount of work that’s getting done. 

Scrum is a common Agile methodology for small teams and also involves sprints. The team is led by a Scrum master whose main job is to clear all obstacles for others executing the day-to-day work. 

Scrum teams meet daily to discuss active tasks, roadblocks, and anything else that may affect the development team.  

Sprint planning: This event kicks off the sprint. Sprint planning outlines what can be delivered in a sprint (and how).

Sprint retrospective : This recurring meeting acts as a sprint review—to iterate on learnings from a previous sprint that will improve and streamline the next one. 

Extreme Programming (XP)

Typically used in software development, Extreme Programming (XP) is an Agile framework that outlines values that will allow your team to work together more effectively.  

The five values of XP include:

Communication

Similar to daily Scrum standups, there are regular releases and iterations, yet XP is much more technical in its approach. If your dev team needs to quickly release and respond to customer requests, XP focuses on the “how” it will get done. 

Adaptive Project Framework (APF)

The Adaptive Project Framework, also known as Adaptive Project Management (APM) grew from the idea that unknown factors can show up at any time during a project. This technique is mainly used for IT projects where more traditional project management techniques don’t apply.

This framework is based on the idea that project resources can change at any time. For example, budgets can change, timelines can shift, or team members working on the project may transition to different teams. APF focuses on the resources that a project has, as opposed to the resources a project needs. 

Extreme Project Management (XPM)

This type of project management is often used for very complex projects with a high level of uncertainty. This approach involves constantly adapting processes until they lead to the desired result. This type of project involves many spontaneous changes and it’s normal for teams to switch strategies from one week to the next. 

XPM requires a lot of flexibility. This is one of the reasons why each sprint is short—only a few weeks maximum. This methodology allows for frequent changes, trial-and-error approaches to problems, and many iterations of self-correction.

Adaptive Software Development (ASD)

This Agile methodology enables teams to quickly adapt to changing requirements. The main focus of this process is continuous adaptation. The phases of this project type —speculate, collaborate, and learn—allow for continuous learning as the project progresses. 

It’s not uncommon for teams running ASD to be in all three phases of ASD at once. Because of its non-linear structure, it’s common for the phases to overlap. Because of the fluidity of this type of management, there’s a higher likelihood that the constant repetition of the three phases helps team members identify and solve problems much quicker than standard project management methods.

Dynamic Systems Development Method (DSDM)

The Dynamic Systems Development Method is an Agile method that focuses on a full project lifecycle. Because of this, DSDM has a more rigorous structure and foundation, unlike other Agile methods. 

There are four main phases of DSDM:

Feasibility and business study

Functional mode or prototype iteration

Design and build iteration

Implementation

Feature Driven Development (FDD)

Feature Driven Development blends different Agile best practices. While still an iterative method of project management, this model focuses more on the exact features of a software that the team is working to develop. Feature-driven development relies heavily on customer input, as the features the team prioritizes are the features that the customers need. 

This model also allows teams to update projects frequently. If there is an error, it's quick to cycle through and implement a fix as the phases of this framework are constantly moving.

What is Project Management?

When a business has to address a completely new task it is usually necessary that specialists from very different areas and corporate sectors work together. Here the definition of a project would make sense: It ensures a higher degree of flexibility as it goes beyond day-to-day operations. Project work provides the benefit of finding common solutions rapidly and effectively.

On the other hand, success of the project is not guaranteed, since its content is always new, contrary to business operations which are repetitive and have long been practiced in the company. All these activities are summarized under the term "Project management" :

Project management encompasses organization, planning, control and monitoring of all tasks and resources required to achieve the defined project goals and objectives.

Project management is a managerial task and must be distinguished from the practical tasks of the operational project work.

What is a Project?

Frequently, a task is misleadingly classified as a "project" . As a rule, the following general conditions should be fulfilled for tasks to be completed in the form of a project:

  • is unique, i.e. no routine task to be completed as part of the day-to-day operational business,
  • is a novelty,
  • is subject to constraints by timescale, funding and staff,
  • has a complex technical and organizational structure,
  • has clear performance targets with regard to the agreed specification and quality,
  • is implemented in teamwork, generally by cross-disciplinary and cross-hierarchy project teams .

Success Factors

A project can be considered "successful" if the output as defined in the project order has been delivered within the scheduled time frame and budgets and with the planned resources.

But careful: Due to the fact that a project is unique and complex, it also bears the risk of not yielding the desired results.

However, the risk of failing can be considerably reduced through rigorous project management ensuring that

  • the various people involved act in a co-ordinated way,
  • the complexity of the tasks is reduced through structuring,
  • the project contents are subdivided into meaningful units to ensure clarity and ease of handling,
  • the goals are achieved and
  • neither deadlines nor financial limits are exceeded.

Ultimately, very different factors contribute to the success of a project. These factors range from technical issues to organizational agreements and interpersonal aspects.

Project Organization

So as we can see from the above, a project cannot be executed as part of the usual day-to-day business, but has its own rules.

An appropriate project organization helps minimize frictional losses and delays in the project.

It serves to

  • assign authority, tasks and responsibilities clearly,
  • manage the co-operation, communication and co-ordination of all people involved in the project,
  • ensure rapid response to changes in the general conditions or the project goals and objectives.

Organizational Structure (Definition of Project Tasks and Responsibilities)

When it comes to multidisciplinary and multi-department teams working together on individual tasks for a limited period of time, it is essential that the organizational structures in the company are flexible, e.g. to allow direct co-operation between specialists. The inclusion of people from different areas of expertise, organizational structures and hierarchical levels raises the issue of clearly defined project responsibilities. Moreover, a rapid flow of information and close communication is required.

When working together on the successful completion of a project, it is therefore necessary to determine right from the beginning who will participate in the project. It must be defined what their respective functions, responsibilities and competencies will be. Likewise, the information flow between the members of the project team must be determined.

Communication within the project team is often taken for granted; people tend to assume that this will function more or less automatically. However, guidelines may be helpful, here too, and may in the long run help to considerably reduce the amount of time which the members of the project team invest in the project.

It has proved useful to define distinct tasks and responsibilities, i.e. project roles in an organizational structure:

  • The executive is the person or group of persons who allocates funding to the project. He is the key decision-maker and is ultimately responsible for the success of the project.
  • The project board (often referred to as Steering Committee) represents the executive and, as the highest-level body, is responsible for providing guidance on the overall strategic direction of the project. It makes the most important decisions with regard to the goal and the scope of the project.
  • The project manager is responsible for the operational management of the project.
  • The project team is in charge of the technical project work.

Operational Structure (Planning of the Project Structure)

It is proven practice to break down the project cycle into different stages. It is a planning approach that provides the possibility of obtaining measurable interim results during project execution, thus lowering the project risks considerably. Moreover, it is much easier to discuss and decide on the course to be set for the project if data regarding milestone results and deviations from plans are available.

The aim of stage planning is to make the project progress transparent.

Project Management Standards

The following three project management standards have been accepted worldwide:

  • Project Management Body of Knowledge ( PMBOK ), Project Management Institute (PMI),
  • PRojects IN Controlled Environments (PRINCE2), a standard which, like ITIL , was developed by the Office of Government Commerce (OGC)
  • the IPMA Competence Baseline ( ICB ) of the International Project Management Association (IPMA).
