Introduction to the Humanities (b-057)

Introduction to the Humanities offers a broad exploration of human culture and creativity. Students delve into art, literature, philosophy, and music, gaining a deeper appreciation of human expression and the diversity of human cultures.

Social and Cultural Geography(aas-085)

This course delves into the dynamic relationship between place and culture. Students explore how societies shape and are shaped by their environments, addressing issues of identity, migration, and globalization in a spatial context. English Composition (b-158)

Art Appreciation (b-460)

About the PhD in Health Policy and Management Program

The PhD in Health Policy and Management is a full-time doctoral program that trains its students to conduct original investigator-initiated research through a combination of coursework and research mentoring. The curriculum includes core coursework that is common across the four concentrations and courses specific to each individual concentration. Applicants to the PhD in Health Policy and Management apply directly to one of four concentrations. All four options have the same deadline, structure, and funding.

Concentration Areas

This concentration is designed for students interested in conducting independent research on ethical issues in public health policy, research and practice such as domestic and international research ethics, learning health systems, emerging biomedical technologies, ethics and public health genetics, national and global food policy, access to care and health care priority setting. By the end of their training, students are equipped to function as independent researchers, conducting empirical research related to bioethics, public health and health policy, as well as prepared to provide practical and normative recommendations regarding ethics and public health policy.

This concentration is designed for students interested in preventing leading public health problems through the development, analysis, implementation and evaluation of public health policies. Students affiliated with this concentration employ an interdisciplinary approach to their research in areas such as environmental and occupational health policy, injury prevention and control, social policy, and health and the practice of prevention.

This concentration prepares doctoral students for conducting innovative and rigorous research on the economics of health and healthcare. The curriculum stresses a solid grounding in applied modern microeconomic theory, quantitative methods, and econometrics applications. Students take courses through the Department of Economics in the Krieger School of Arts and Sciences.

This concentration prepares doctoral students for conducting innovative and rigorous quantitative and qualitative research and evaluation in health services delivery. Per the Collective Bargaining Agreement (CBA) with the JHU PhD Union, the minimum guaranteed 2025-2026 academic year stipend is $50,000 for all PhD students with a 4% increase the following year. Tuition, fees, and medical benefits are provided, including health insurance premiums for PhD student’s children and spouses of international students, depending on visa type. The minimum stipend and tuition coverage is guaranteed for at least the first four years of a BSPH PhD program; specific amounts and the number of years supported, as well as work expectations related to that stipend will vary across departments and funding source. Please refer to the CBA to review specific benefits, compensation, and other terms.

Need-Based Relocation Grants Students who  are admitted to PhD programs at JHU starting in Fall 2023 or beyond can apply to receive a need-based grant to offset the costs of relocating to be able to attend JHU.   These grants provide funding to a portion of incoming students who, without this money, may otherwise not be able to afford to relocate to JHU for their PhD program. This is not a merit-based grant. The USC Doctorate in Regulatory Science (DRSc) program is the only doctoral program in regulatory science in the world. The program of study is designed to cultivate research, leadership and inquiry skills for advanced students in the emerging profession of global regulatory science. It is designed to produce graduates who have a particular expertise in strategic management, policy development and research assessment and who will work in senior positions in the public sector, academia and the medical products industry.

Participants in this program take a set of interdependent courses that extend from a strong core of basic regulatory science coursework and additionally focus on three main areas—global product strategy, product lifecycle strategy, and project and personnel management.

The program is designed to meet the needs of individuals who are already working full-time outside of the university in positions in which they have substantial leadership or managerial responsibilities. A typical student in the program has somewhere between 10 and 15 years of experience in the regulated product industry with several years of experience managing or directing regulatory or quality departments.

What is the difference between a DRSc and PhD in Regulatory Science?

The DRSc is classified as a professional doctoral degree. USC does not offer a PhD in regulatory science.  However similar to the PhD, the DRSc includes a research-based dissertation and bestows the title of “Doctor” on its recipients. The key difference between the degrees is that the research for the PhD is more “lab-based” and most students who receive the PhD are interested in an academic career path of teaching and research. The benefit of the DRSc is the potential of our graduates to work in both professional (government, industry) and scholarly/academic capacities.

Why a Doctorate in Regulatory Science?

Foods, drugs and medical devices have been regulated for more than a century. In the last decade, however, we have seen dramatic change in the level of preparation needed for effective management in this sector. Societal concerns over safety, globalization and technological innovation have increased the amount and detail of administrative law in the U.S. and other areas of the world. At the same time, the increased sophistication of medical products has driven out the generalist; now regulatory leadership depends on a constellation of skill sets in science, law and management. Individuals who will lead the regulatory teams of the future must possess critical thinking skills and research acumen to be able to evaluate their own product and position it in a crowded marketplace. At the same time, they must possess a strong knowledge of policy and law, and must be able to work with large and diverse teams of individuals with different specializations and work cultures.

In a recent market survey in which industries were asked what were the skill sets that need to be developed in regulatory leaders, attention was drawn to three types of capabilities: outstanding people and project management skills, a good capability to understand and work within transnational organizations to make globally relevant decisions, and a broader knowledge of policy and business than is typically acquired at junior and mid-levels of the regulatory career structure. A further pressing problem is the graying of the current high-level regulatory professional. Most of the current leadership in regulatory science comes from individuals on the verge of retirement. These individuals learned on-the-job slowly as the regulations developed and now are leaving the field; the next generation of leaders will not have the same luxury.

Up to the present, a number of master’s programs in regulatory science have been developed, but these are designed to educate practitioners in early career stages. What is needed now is a more advanced program that generates leaders equipped with tools and knowledge appropriate to individuals in the upper echelons of the profession where they command many subordinates and take responsibility for decisions that steer policy or company strategies. We are responding to the needs of industries who are interested in recruiting and further training regulatory talent and from the professional organizations with a strong need for strategic and research training to support policy and business decision-making. Our goal is to develop individuals who can serve as leaders. However, in this case, those leaders are needed as a part of the health care system, where they will oversee the development and commercialization of medical devices, pharmaceuticals and foods, and will lead companies and government agencies concerned with regulatory planning and policy. These are the individuals who will replace the previous generation of regulatory experts, but they must be broader than most current experts. The products that they will foster, and the culturally and economically diverse countries in which they must operate, present a paradigm shift of a kind that this industry has not seen before. If we are to assure that new technologically sophisticated products make it to the marketplace, we must find new ways of benchmarking best practices and shortening the critical path that now exceeds a decade for most innovative pharmaceuticals and devices. Our vision is coherent with that of the NIH and FDA whose Roadmap Initiative and Critical Path activities stem from strong concern about the ability to sustain growth in this sector using old methods.

About the Program

The School of Pharmacy offers a graduate program leading to the PhD in Pharmaceutical Sciences with a concentration in Regulatory Affairs and Quality Assurance (RAQA). Emphasis is placed on combining scientific principles and methodology with regulatory and quality practices to streamline the discovery, manufacturing, safety profiling and post-approval processes. The program applies academic research methods to current industry regulatory issues, enabling candidates to pursue a dissertation that helps to define and resolve regulatory or quality problems with data research and scientific methodology. The goal of each dissertation is to present new and thoughtful answers to industry questions and problems that result in cost savings, safer and/or more effective products, better safety profiles, and other benefits for patients and manufacturers.

The RAQA concentration is designed for professionals who have a minimum of 15 years of relevant work experience, including supervisory responsibilities, in pharmaceutical and related sciences and/or regulation in such areas as analytical methods, clinical and pharmacovigilance supervision, corporate drug development or manufacturing science, quality practices, validation implementation, and other pertinent industry practices that draw heavily on regulatory policy and quality assurance. Work experience must be applicable to the topic candidates plan to investigate for their dissertation.

Selection is highly competitive as a very limited number of candidates is accepted each year. Successful candidates are expected to have:

  • a master’s degree or the equivalent in a pharmaceutical, science, medical, engineering or related field;
  • a minimum of 15 years of work experience in the field related to their PhD dissertation;
  • current work experience that can be applied to the regulatory/quality topic to be investigated for their PhD dissertation;
  • the ability to work both independently and as part of a team, displaying recognizable initiative;
  • a willingness to pursue original, independent research, utilizing a multidisciplinary approach to problem solving;
  • strong communication skills, both verbal and written, including the ability to write academic research papers containing original thought and cogent arguments;
  • basic knowledge of data analysis, having completed at least one course in statistical methods; and
  • the ability to accept constructive criticism and welcome feedback provided by the Dissertation Advisor and Dissertation Advisory Committee.

Time Limit for Degree Completion:  7 years

Campus Location:  Health Sciences Center, Fort Washington

Courses may also be offered at Main campus. Research must be carried out, however, at the Health Sciences Center campus under the supervision of an advisor who is a member of the Graduate Faculty.

Full-Time/Part-Time Status: The degree is completed on a part-time basis in 2 to 5 years. Successful candidates are expected to pursue the PhD program at least two terms every academic year (Fall, Spring or Summer) until the dissertation is completed. Typically, students pursue the PhD every Fall and Spring term, but a Summer term may be substituted. Note that a minimum of one credit each Fall and Spring term is required to maintain the candidate’s active student status.

Job Prospects: Job opportunities include positions as postdoctoral researchers, scientists in the pharmaceutical industry, and faculty members.

Non-Matriculated Student Policy:  Non-matriculated students are ineligible for participation in the program.

Master's Degree in Discipline/Related Discipline:  A master's degree or equivalent is required in a pharmaceutical, science, medical, engineering or related field. Course credits achieved in the master's degree may be applied toward the PhD program's credit requirements. 

Bachelor's Degree in Discipline/Related Discipline:  A baccalaureate degree is required.

Alternately, unopened official transcripts bearing the school’s seal must be sent directly from the Registrar at each institution to the Regulatory Affairs and Quality Assurance Graduate Program.

Applicants who earned a degree at a non-U.S. institution must submit an equivalency evaluation of their transcript(s) through a third-party provider, either  World Education Services (WES)  or  Educational Credential Evaluators (ECE) .

Statement of Goals:  In approximately 500 to 1,000 words, state your specific interest in Temple's program, research goals, future career goals, and academic and research achievements.

Standardized Test Scores: Applicants who earned their baccalaureate degree from an institution where the language of instruction was other than English, with the exception of those who subsequently earned a master’s degree at a U.S. institution, must report scores for a standardized test of English that meet these minimums:

  • PTE Academic: 58

The School of Pharmacy accepts up to 30 credits. The decision of the School on the number of credits accepted is final.

A minimum of one 3-credit graduate-level course is to be completed. This coursework is related to decision analysis, quantitative methods, research design, scientific decision-making, statistics and probability for data analysis, and the like.

The number of credits accepted toward the PhD and the number required for completion of the PhD are determined by the Dissertation Advisor and the Graduate Committee of the School of Pharmacy. It may be determined that additional coursework is required to prepare the student to write the dissertation. The course grid below lists approved course options.

Other Requirement: Formal evaluation of each PhD student’s progress occurs at the end of the first year and each year thereafter to ensure that the quality of work will result in a fully approved dissertation project. Failure to conduct a reasonable amount of research or writing could result in suspension or dismissal from the program. The following is a typical dissertation schedule:

  • Assess dissertation proposal topic, including candidate’s knowledge span to determine strengths and deficiencies.
  • Determine additional coursework required, if any.
  • Review candidate’s past work and publications as they pertain to the PhD dissertation.
  • Select final dissertation topic and possible research protocol.
  • Outline dissertation proposal, research protocol and introductory chapter by Year 1's end.
  • Meet with research advisor as required and recommended.
  • Pursue research activities to depict quantitative, qualitative and policy analysis methods, including literature review and annotated bibliography.
  • Prepare dissertation introduction, discussion and conclusion.

Final Year:

  • Prepare dissertation material for one or more publications.
  • Defend dissertation as required by the School of Pharmacy.

Culminating Events: Dissertation Proposal: The dissertation proposal demonstrates the student's knowledge of and ability to conduct the proposed research. The proposal should consist of:

  • the context and background surrounding a particular research problem;
  • an exhaustive survey and review of literature related to the problem; and
  • a detailed methodological plan for investigating the problem.

Upon approval of the dissertation proposal, the doctoral student is promoted to PhD candidacy, and a timeline for completing the investigation and writing process is established.

Dissertation: The doctoral dissertation is an original, theoretical and/or empirical study that makes a significant contribution to the field. It should expand existing knowledge and demonstrate the student's knowledge of research methods and a mastery of their primary area of interest. The dissertation should be rigorously investigated; uphold the ethics and standards of the field; demonstrate an understanding of the relationship between the primary area of interest and the broader field; and be prepared for publication in a professional journal. It is expected that the dissertation will consist of an appropriate mix of quantitative and qualitative research methodology and be suitable for publication.

The Dissertation Examining Committee (DEC) is formed to oversee the student's doctoral research. It is charged with evaluating the student's dissertation and oral defense, including the student's ability to express verbally their research question, methodological approach, primary findings and implications. The DEC, which includes the members of the DAC, is comprised of at least three Graduate Faculty members. Two members, including the Chair, must be from the School of Pharmacy. The Chair is responsible for overseeing and guiding the student's progress, coordinating the responses of the Committee members, and informing the student of their academic progress. At least one additional Graduate Faculty member from outside the School of Pharmacy must be included on the DEC. This outside examiner should be identified no later than the beginning of the academic term in which the student will defend the dissertation. The DEC members vote to pass or fail the dissertation and the defense at the conclusion of the public presentation.

Committee compositions must be approved by the departmental graduate committee. If a student needs to change a member of a committee, the new member must be approved by the departmental graduate committee and by the Graduate School. The changes must be documented with the Administrative Assistant and the Graduate School using the "Request for Change in Dissertation Committee" form, found in TUportal under the Tools tab within "University Forms."

Students who are preparing to defend their dissertation should confirm a time and date with their DEC and register with the Office of Graduate Studies at least 15 days before the defense is to be scheduled. The Office of Graduate Studies arranges the time, date and room and forwards to the student the appropriate forms. After the Administrative Assistant has made the arrangements, the student must send the Graduate School a completed "Announcement of Dissertation Defense" form, found in TUportal under the Tools tab within "University Forms," at least 10 days before the defense date. The department posts announcements for the defense.

Rushford offers Recognition of Prior Experience (RPE) and thus a formal master’s degree is not mandatory for entering this program. However, a prior bachelor’s degree is mandatory for entry into this program.

Doctor of Philosophy (PhD) Award:

All doctoral candidates are eligible to apply for the Doctor of Philosophy (PhD) award instead of the Doctor of Business Administration (DBA) award. Only one title can be awarded to the doctoral candidate. This selection is required to be confirmed before or immediately after all the requirements for graduation are completed. Those students who had received an exemption for any prior academic qualification through the Recognition of Prior Experience (RPE) are only eligible to receive the DBA award.

DBA in Quality Management

Students can complete the DBA program through two different pathways.

Mixed Mode 

The DBA in Quality Management mixed-mode pathway focuses on coursework completion and gaining a high level of knowledge and applied research skills before moving to the dissertation phase of the program. This pathway is particularly suited to graduates, junior to mid-level managers with less than 5 years of experience in business and management.

Research Mode

This DBA in Quality Management through research pathway is well suited for candidates who have significant management and business experience, usually over 5 years. A doctoral mentor will be assigned early in the program to work with the student towards the preparation of the dissertation.

The TUM Graduate School (TUM-GS), as the central scientific institution of the Technical University of Munich (TUM), aims to fully develop the talents and abilities of early career researchers at TUM and to further enhance individual research performance. In doing so, the TUM-GS acts on the basis of the regulations for the awarding of doctoratel degrees, which define uniform standards for all doctorates at the university. As an umbrella organization, the TUM-GS forms the organizational framework for the implementation of the goals and for the qualification of doctoral candidates.

PhD program

The Department of Management and Entrepreneurship offers students the opportunity to obtain a PhD in business administration with a concentration in management. Although management is a broad field, our doctoral program is best suited for students interested in specializing in organizational behavior, and/or strategic management — refer to the PhD manual for specific information about all aspects of the program.

The mission of the PhD program is to develop and prepare scholars to assume the diverse responsibilities of positions at leading research universities. The program places primary emphasis on the development of research competence and also emphasizes teaching as a vehicle to academic professionalism. As such, the Department of Management and Entrepreneurship is unable to fully serve the interests of students who do not intend to pursue research careers in the academic community.

Research focus

Doctoral students in our program are encouraged to design an individually meaningful course of study within the larger context of our field. Opportunities for doing this are available through coursework, research with faculty members, and independent research and study. PhD students select a series of modules in organizational behavior, organizational theory, and strategic management — learn more about PhD academics and specializations .

Full-time commitment

We require our PhD students to commit full-time attention to our program at least until they have passed the comprehensive exam and successfully defended the dissertation proposal. Full-time enrollment in the doctoral program is necessary to develop the skills and values for effective scholarship. Consult the PhD manual for additional details regarding full-time enrollment and related requirements.

Faculty collaboration and mentorship

Our program is relatively small, with an emphasis on high quality, which allows faculty members to effectively mentor and provide a great deal of individual attention to each of our students. Students develop additional focus and expertise through collaboration on major papers with individual faculty members. Doctoral students typically have one or more publications prior to graduation.

Doctoral students generally learn research and teaching skills best by serving as apprentices to experienced scholars. Thus, an integral part of doctoral education is employment as a graduate assistant. Students work closely with faculty members both independently and as a part of their assistantship. Refer to page 8 of the PhD manual for additional information regarding graduate assistantships.

Mission statement.

The mission of the school of Applied Engineering and Technology is to provide value to our stakeholders through innovation in applied engineering education.

Graduate work leading to a Master of Science in Quality Engineering and Management is offered by the School of Applied Engineering and Technology. The objective of the program is to develop quality and management professionals who can plan, coordinate, design, implement, and control the quality function in manufacturing and service companies in order to increase productivity, optimize resources, decrease waste, and improve product quality. Course offerings and research are available in the areas of quality assurance, six sigma, lean manufacturing, project management, and reliability. The program provides advanced education for students with baccalaureate degrees in engineering, engineering technology, technology, and also an excellent continuing education opportunity for individuals with technical degrees who wish to expand their education in the area of quality and management systems.

Master of Science (M.S.) in Quality Engineering and Management

Candidates for this program must be accepted by the Graduate School and the School of Applied Engineering and Technology. Candidates should possess a bachelor’s degree with a major in a technical area and have a GPA of no less than 3.0/4.0. A student whose undergraduate training is deficient may be required to take additional courses to compensate for deficiencies identified by the school's graduate program committee.

This program requires a nonrefundable $65 application fee that must be submitted with the application for admission to graduate study in Quality Engineering and Management. Applicants must pay this fee by credit card.

Program Requirements

Graduate students who have been admitted into the M.S. in Quality Engineering and Management program must complete a total of 30 credit hours of graduate-level credit of which 15 credit hours must be at the 500 level. 

Within the 30 credit hour requirement, students must complete the following four core courses:

  • QEM 510: Quality Assurance (3 CH)
  • QEM 525: Six Sigma Black Belt II (3 CH)
  • QEM 530: Lean Manufacturing II (3 CH)
  • QEM 540: Reliability Analysis (3 CH)

The remainder of the 30 credit hours must consist of at least 18 credit hours of QEM and/or IMAE graduate elective courses as specified in the student’s program of study. Elective courses in QEM are:

  • QEM 535: Service Quality (3 CH)
  • QEM 545: Project Management II (3 CH)
  • QEM 550: Project Leadership (3 CH)
  • QEM 555: Human Safety and Risk Management (3 CH)
  • QEM 565: Management of Information Technology Resources (3 CH)
  • QEM 570: Energy Management and Conservation (3 CH)

Students not meeting specific requirements for the above core courses will be required to complete the following list of courses. These specific 400-level courses will count toward meeting the 30 credit hour acceptable graduate credit requirement:

  • IMAE 450/TRM 470: Project Management (3 CH)
  • IMAE 465: Lean Manufacturing (3 CH)
  • IMAE 470A: Six Sigma Green Belt (3 CH)
  • QEM 500: Six Sigma Green Belt II (3 CH)
  • QEM 515: Six Sigma Black Belt (3 CH)

* Note: IMAE courses taken for undergraduate credit cannot be applied towards graduate credit hours, unless the student has been accepted into the accelerated program.

In the thesis option a program of study including the above required courses (12 credit hours), the master’s thesis (six credit hours), and the remaining 12 credit hours will be selected by the graduate adviser and the student.

Additional Information

Teaching or research assistantships and fellowships are available for qualified applicants. Additional information about programs, courses, assistantships, and fellowships may be obtained from the College of Engineering , Computing, Technology, and Mathematics or from the director of the school.   

Accelerated Master's Program

Industrial Management and Applied Engineering (IMAE) students with senior standing and a GPA of 3.5 are eligible for the Accelerated Master's program. Students pursuing their M.S. in Quality Engineering and Management (QEM) after completing their Bachelor's degree in IMAE will be able to apply up to 9 credit hours of approved IMAE coursework towards the QEM degree. This will allow the student to complete the degree requirements in about a year. Students must complete a Graduate School application and work with the graduate advisor on a program of study. The accelerated master’s program allows students who have advanced degree aspirations the ability to save money by completing their studies quicker and to enter the job market sooner.

The Quality Engineering and Management accelerated program with the non-thesis option requires satisfactory completion of twelve credit hours in core courses: QEM 510, QEM 525, QEM 530 and QEM 540 and eighteen credit hours of elective graduate credit, which may include up to nine IMAE credit hours at the 400-level taken as an undergraduate.

The Quality Engineering and Management accelerated program with the thesis option requires satisfactory completion of twelve credit hours in core courses: QEM 510, QEM 525, QEM 530, and QEM 540, six credit hours of thesis and twelve credit hours of elective graduate credit, which may include up to nine IMAE credit hours at the 400-level taken as an undergraduate.

PhD in Health Sciences

The PhD in Health Sciences is governed by the “QU Health Graduate Studies Office” chaired by the Office of Graduate Studies at QU Health.

The PhD program in Health Sciences has two specialization:

  • Biomedical and Pharmaceutical Research
  • Clinical and Population Health Research

The PhD is to be awarded by QU Health, as a college, which was approved by Qatar University board of regents in April 2021. The program provides students with foundations in biomedical, pharmaceutical, clinical and population health. The PhD program aims to develop scientists who will contribute to the biomedical, pharmaceutical, clinical and population health disciplines through creative research and scholarship. The ultimate goal is to develop future generations of innovative health scientists who will solve pressing health problems and contribute to the Qatar health vision and well-being of the population. The program has an intense research focus and the duration of the curriculum is four years with a total of 60 credit hours. The program admits students on a full-time basis.

Dual PhD degree with RCSI

QU health has signed an agreement with RCSI for a dual PhD degree. Under this scheme, students will spend their first two years of study at Qatar University (and will take the required PhD courses) while the students will continue their third and fourth years of study at the Royal College of Surgeons in Ireland (RSCI). The first enrollment of students under this scheme will be for Fall 2023. Competitive graduate scholarships by QU-RCSI are available. The curriculum incorporates formal lectures, group projects, research presentations, journal clubs and writing review articles, to develop the students’ ability for critical thinking, intensive scientific writing, and problem-solving skills through research. All components of the PhD program are conducted in English. The length of the educational and training components has been benchmarked against well-established international institutions. The educational and research outcomes gained by the students throughout this program will be of a high international standard given the high-quality mentoring opportunities and state-of-the-art research facilities offered by QU Health. The educational content is tailored to address the local needs and the current healthcare environment in Qatar. The program has established links with several educational and medical institutions in the USA, UK, Canada and Australia to facilitate collaboration in the areas of teaching and research. Moreover, the PhD program is closely collaborating with prestigious national research, medical and educational institutions within the State of Qatar, such as Hamad Medical Corporation (HMC), Sidra Medicine, Weill-Cornell Medicine-Qatar (WCM-Q), interim Translational Research Institute (iTRI), the Neuroscience Institute, the Metabolic Institute, Qatar Biomedical Research Institute, Primary Health Care Corporation (PHCC) and the National Center for Cancer Care & Research (NCCCR). The PhD program has established several dual/ joint degree agreements with leading international Universities, including at this stage, University of Alberta (Canada), McGill University (Canada) and Royal College of Surgeons in Ireland (RCSI).

The current program has attracted significant recognition as the main research-based PhD in health sciences in Qatar. Many national, local residents and international students from diverse educational backgrounds have joined the program, including physicians, pharmacists, nurses, biologists and allied health professionals.
