There are many excellent countries for international students wishing to pursue their PhD studies on a scholarship. Canada is one of them – it has been voted the most attractive study destination by agents in the 2021 survey , thanks to how well the Trudeau administration took care of international students at the height of the pandemic last year.

Canada is well-known for being a safe, stable, open and welcoming country as well. In the same 2021 survey, Canada emerged as tops for safety and openness – factors that are critical to all migrants seeking a life in a foreign land, especially for international students.

Understandably, a PhD can involve great costs since it takes on average three to four years to complete; if you are an international student, from a country with less global spending power, living and travel costs, will add up too.

Fortunately, Canada has several scholarships that can help alleviate these, offered by provinces and universities alike – both provincial and university-specific ones. We round up a list of six Canadian PhD scholarships to help you start your application for the 2022 academic year.

Ontario Trillium Scholarship – Western University

The Ontario Trillium Scholarship (OTS) aims to attract outstanding candidates to come to Ontario for their PhD studies. Particularly, if you want to apply to Western University , you should express your interest to the graduate programme chair (Director or Associate Dean) of your admitting programme in order to be nominated for the OTS.

To be eligible for applying, you should be an international student, be willing to be physically present at the university at the time of studies, is not registered with any other Canadian institution, have an excellent academic record and research experience, and need to have achieved a minimum of 80% in two of your most recent years of full-time study. You may be required to demonstrate English language proficiency as well.

Successful applicants starting their PhD programme will get 40,000 Canadian dollars each year, which can be renewed for up to four years.

University of Alberta

Next on the list of Canadian PhD scholarships is the University of Alberta Graduate Entrance scholarship . Located in Alberta, the Faculty of Graduate Studies and Research at  University of Alberta disburses around CA$26 million in scholarships every year. 

If you plan to register for doctoral studies at the University of Alberta, you are eligible for this one-off Graduate Entrance scholarship worth CA$21,000. This may commence either on Jan. 1 or Sep. 1, and cannot be renewed at all.

You are allowed to hold any number of University of Alberta awards concurrently with this scholarship but not the Tri-Council Top-up awards at the same time. Examples include the Walter H Johns Graduate Fellowship and President’s Doctoral Prize of Distinction and the Graduate Entrance 14 Scholarship tuition fee top up at the same time.

University of Montreal

The third Canadian PhD scholarship offering is administered by the University of Montreal in Quebec. Ranked 88th in the world (Times Higher Education ranking 2022) and fourth in Canada for volume of research activities, this university attracts over 45,000 students out of which 8,500 are international.

In addition to the Doctoral Scholarship (CA$7,000 – renewable once, for students who have done their master’s degree at this university), you can apply for the Mackenzie King Scholarship (CA$8,500 for one year – application deadline is Feb. 1, 2022). You can submit an application for the University of Montreal exemption grant (ranging from CA$ 2,078.10 to CA$12,465.60 depending on your academic record, no separate application needed) as well.

University of British Columbia

One of the top 20 public universities in the world, the University of British Columbia is ranking 37th by the Times Higher Education rankings 2022, and one of three Canadian universities to make it to the top 50. Over 56,000 students study at the University’s two campuses in the Okanagan Valley and Vancouver.

For students wanting to do a PhD at this University, the Four Year Doctoral Fellowship (4YF) is an outstanding choice. You will receive CA$18,200 as your annual stipend, and full tuition coverage for up to four years of your PhD studies.

You can apply to your preferred Graduate Programme; all PhD applicants are qualified to apply for this Scholarship. Upon selecting the best applicants, the Graduate Programme will inform Graduate and Postdoctoral Studies about their choices.

University of Lethbridge

Located in Southern Alberta, the University of Lethbridge is one of Canada’s top three research universities, a record they have held for the past four consecutive years. The University is ranked among the 6% of world universities for research performance as well.

That is why the University of Lethbridge Graduate Research Award has been designed for incoming graduate applicants of all disciplines except Education. With a value up to CA$21,000, you can combine this Award with the Graduate Assistantship and/or any Research Stipend provided by a Faculty Member, but not with other scholarships such as the Dean’s Scholarship.

University of Windsor

The University of Windsor is the final university on this list of Canadian PhD scholarships. As a comprehensive university located in Canada’s southernmost city overlooking the Detroit River, the University of Windsor offers their 16,000 students a wide variety of courses.

PhD applicants can apply for the Graduate Entrance Scholarship worth CA$7,500 for up to four years. This Scholarship has three application deadlines: the first day of January, May and September – you must have achieved a minimum of 80% average as well.

Other awards for international PhD applicants include the Ontario Graduate Scholarship . Depending on how many months you have completed your PhD studies at the time of application, you may receive up to CA$15,000 (three terms of CA$5,000 each) of funding – the application deadline is Jan. 12, 2022.

Additionally to the required documents please submit: C.V. or resume Dissertation Proposal: PhD degrees in the Allard School of Law at UBC are dissertation-based degrees involving original research. Dissertation (PhD) proposals form an important part of the admissions process and help to guide the assignment of supervisors and supervisory committees. A proposal should outline a research project that could reasonably lead to a dissertation that makes an original scholarly contribution in the chosen field of legal study. The PhD dissertation proposal is approximately 10 pages (2,500 words), excluding bibliography. Clarity of expression is important. Please upload your thesis proposal under "Writing Sample". List of possible thesis supervisors: All applicants must submit a list indicating your first and second choice for a thesis supervisor, this list should be uploaded to your application form. There is no need to secure a thesis supervisor nor is it is necessary to contact potential thesis supervisors prior to submission of an application as many faculty members prefer that applications are referred by the Graduate Committee for their review.

Research facilities.

Allard Hall, the home of the Peter A. Allard School of Law, was opened in 2011. The latest technology connects the Faculty with campuses, courthouses and offices around the world, and a new, state-of-the-art UBC Law Library serves as a vital academic hub for students and the legal community. Natural light, contemporary classroom designs, expanded student service spaces, a student forum space at the centre of the building, and new research spaces are all part of the new facility. The Law Library has a research collection of approximately 225,000 volumes.

Applicants to UBC have access to a variety of funding options, including merit-based (i.e. based on your academic performance) and need-based (i.e. based on your financial situation) opportunities.

Program Funding Packages

From September 2024 all full-time students in UBC-Vancouver PhD programs will be provided with a funding package of at least $24,000 for each of the first four years of their PhD. The funding package may consist of any combination of internal or external awards, teaching-related work, research assistantships, and graduate academic assistantships. Please note that many graduate programs provide funding packages that are substantially greater than $24,000 per year. Please check with your prospective graduate program for specific details of the funding provided to its PhD students.

Scholarships & awards (merit-based funding)

All applicants are encouraged to review the awards listing to identify potential opportunities to fund their graduate education. The database lists merit-based scholarships and awards and allows for filtering by various criteria, such as domestic vs. international or degree level.

Graduate Research Assistantships (GRA)

Many professors are able to provide Research Assistantships (GRA) from their research grants to support full-time graduate students studying under their supervision. The duties constitute part of the student's graduate degree requirements. A Graduate Research Assistantship is considered a form of fellowship for a period of graduate study and is therefore not covered by a collective agreement. Stipends vary widely, and are dependent on the field of study and the type of research grant from which the assistantship is being funded.

Graduate Teaching Assistantships (GTA)

Graduate programs may have Teaching Assistantships available for registered full-time graduate students. Full teaching assistantships involve 12 hours work per week in preparation, lecturing, or laboratory instruction although many graduate programs offer partial TA appointments at less than 12 hours per week. Teaching assistantship rates are set by collective bargaining between the University and the Teaching Assistants' Union .

Graduate Academic Assistantships (GAA)

Academic Assistantships are employment opportunities to perform work that is relevant to the university or to an individual faculty member, but not to support the student’s graduate research and thesis. Wages are considered regular earnings and when paid monthly, include vacation pay.

Financial aid (need-based funding)

Canadian and US applicants may qualify for governmental loans to finance their studies. Please review eligibility and types of loans .

All students may be able to access private sector or bank loans.

Foreign government scholarships

Many foreign governments provide support to their citizens in pursuing education abroad. International applicants should check the various governmental resources in their home country, such as the Department of Education, for available scholarships.

Working while studying

The possibility to pursue work to supplement income may depend on the demands the program has on students. It should be carefully weighed if work leads to prolonged program durations or whether work placements can be meaningfully embedded into a program.

International students enrolled as full-time students with a valid study permit can work on campus for unlimited hours and work off-campus for no more than 20 hours a week.

A good starting point to explore student jobs is the UBC Work Learn program or a Co-Op placement .

Tax credits and RRSP withdrawals

Students with taxable income in Canada may be able to claim federal or provincial tax credits.

Canadian residents with RRSP accounts may be able to use the Lifelong Learning Plan (LLP) which allows students to withdraw amounts from their registered retirement savings plan (RRSPs) to finance full-time training or education for themselves or their partner.

The University of Ottawa , also referred to as uOttawa or U of O, is a bilingual (English-French) public research university in Ottawa, ON, that accepts international students from more than 145 countries. 

For international students, the tuition fee cost (full-time, flat rate) per term for an undergraduate program depends on the program and the number of units you enroll in. 

The tuition per term for Education is $21,262.54, while the tuition for a Civil Engineering undergraduate is around $31,582.15 per term.

The estimated tuition and fees for undergraduate international students for the academic year 2023/24 are $16,245 (Arts-Low) to $20,599.50 (Business) for a full course load (30 credit hours in any faculty). Brandon University , a regional university in Brandon, MB, offers undergraduate, graduate, pre-professional, and certificate programs to students from five continents and 30+ countries.

7. University of Guelph

8. University of Regina

Established in 1974, the University of Regina is a top mid-sized public research university in Regina, SK, offering 120 undergraduate programs and 78 graduate programs. 

For the Fall 2023 Undergraduate schedule, the total costs for five standard classes (15 credit hours) range from $11,845.20 (Arts) to $13,888.95 (Business Administration) . 

For the Spring and Summer 2023 schedule, the total cost ranges from $11,090.55 (Arts) to $13,036.80 (Business Administration) . The costs are also for five standard classes (15 credit hours) and include tuition and fees. 

The top courses at the university include Nursing and Midwifery, Environmental Engineering, Performing Arts and Music, Human Resource Management, Fine Arts, and Psychology. 

9. Memorial University of Newfoundland (MUN)

The Memorial University of Newfoundland (MUN), Newfoundland and Labrador’s only university, is one of the largest universities in Atlantic Canada. It offers more than 300 programs to academic and professional support programs to domestic and international students from over 90 countries.

10. Carleton University

Carleton University in Ottawa, ON, is a research and teaching institution founded in 1942, with more than 31,000 full-time and part-time students and international students from over 150 countries.

Estimated tuition and living costs of a year at Carleton range from $48,081 to $65,950 if you live on campus and $45,296 to $68,965 if you live off campus. These estimates include tuition and student fees, housing, books and supplies, insurance, and personal expenses.  

Carleton offers undergraduate and graduate programs in various areas, including business, engineering, math and science, public affairs, architecture, industrial design and journalism. 

11. Simon Fraser University

Simon Fraser University is a public research university in Greater Vancouver, BC, founded in 1965 and ranked among Canada’s top research-intensive institutions. It has three campuses, over 37,000 students, with more than 8,600 international students from 132 countries.  

At SFU, the estimated total costs for Undergraduate and Graduate international students are $24,801 and $11,452 , respectively. The costs include tuition and fees, textbooks and supplies, residence with meal plan, and insurance. 

Programs at SFU include Physical Sciences, Education, Arts & Humanities, Psychology, Life Sciences, Social Sciences, Engineering & Technology, Clinical, Pre-clinical & Health, Law, Computer Science, and Business & Economics. 

12. Concordia University

Concordia University in Montreal, QC, is one of Canada’s most diverse and innovative top-ranked universities. Established in 1974, it has two campuses and educates over 51,000 students, with 9,600+ international students. 

The estimated costs (tuition and compulsory fees only) for one year of full-time studies (30 credits) for an undergraduate international student range from $22,899 to $32,120, depending on the chosen degree. 

The university is popular for its Communication Studies programs as well as Education, English language and literature, Accounting and Finance, Linguistics, Psychology, and Sociology.

13. University of Northern British Columbia

The University of Northern British Columbia (UNBC) is one of Canada’s best small and top research-intensive universities. It has five campuses and over 4,200 students enrolled, A total of 466 are international students from over 40 countries.  

Tuition and fees for an Undergraduate international student (full-time based on 30 credits per/year) are $25,812.42, while the basic full-time tuition per/year (3 terms) for Graduate students is $10,993.48. The costs include tuition, fees, and books.

14. Canadian Mennonite University

Canadian Mennonite University (CMU) is a private Mennonite university founded in 2000 and located in Winnipeg, MB. Twelve percent of its student population are international students. 

Tuition fees for Undergraduate and Graduate international students enrolled in a 3-credit-hour course (including health insurance fee) at CMU are $2,745 and $2,810.63, respectively.

CMU offers comprehensive, liberal arts university programming with accredited 3- and 4-year bachelor and graduate degrees. It offers academic programs in business, sciences, the arts, and music. 

15. University of Prince Edward Island

The University of Prince Edward Island in Charlottetown, PEI, is a public university established in 1969 and is the only university in the province. With three campuses, it has over 5,500 students and welcomes 1,700+ international students from over 90 countries each year. 

Depending on the selected faculty and courses, the tuition costs for a full-time Undergraduate international student can range from $14,838 to $74,804.

Estimated costs for Undergraduate programs range from $16,503.83 (Veterinary Technology) to $49,998.43 (Nursing) for one year. The cost of Graduate programs range from $12,382.42 (Computer Science – Doctorate) to $34,964.41 (Engineering – Master).

The education costs for an international student at CBU taking ten undergraduate-level courses per academic year (30 credits) range from $19,474.30 to $20,137.30. The costs include tuition, international differential fees, an international medical plan, and other fees.

18. Dominican University College

Dominican University College (DUC) is a private, first-class bilingual research university located in Ottawa, ON, founded in 1901 and specializes in philosophy and theology.

Tuition fees for international students for the academic year 2022-2023 are $14,440 per year for a full-time Undergraduate, and $21,660 per year for a full-time Graduate. As of January 3, 2023, the DUC board has suspended new admissions to all its programs.

Université de Saint-Boniface (USB) is a French-language public university founded in 1818 in Winnipeg, MB. With a total enrollment of 1,368 students, USB offers university degrees and technical and professional programs. 

For international applicants outside Canada, the estimated cost of full-time studies per year at the Université de Saint-Boniface ranges from $10,570 to $16,850. This includes books and materials and medical insurance.

20. Vancouver Island University

Here's how grocery prices in the Philippines compare to Walmart Canada

Groceries are expensive nearly everywhere, so while in the Philippines in December, we decided to check out a local supermarket and compare prices to Walmart Canada.

Many Filipinos prefer to shop at “wet markets,” where items — including vegetables, fruit, meat, chicken, and seafood — can be bought much cheaper.

However, since they are hardly comparable to the typical Canadian shopping experience, we chose a different route.

We decided to head to Shopwise — a chain of supermarkets that stocks local products and imported items familiar to Canadian shoppers.

To compare, we decided to go with the prices available at Walmart Canada. While some items were surprisingly more expensive ($7/kg for russet potatoes in this economy?), you might be shocked that others were on par with what you’ll find in Canada.

But it’s important to note that while those prices might seem reasonable, they’re high for some Filipinos. In Canada, the federal minimum wage currently stands at $16.65 per hour, while the average monthly salary in the Philippines in 2022 was 18,423 pesos ($439.75), according to the Philippine Statistics Authority .

We used this website to calculate the product’s price per unit for some items to get a more accurate idea of the pricing.

With Canada’s Housing Plan, the federal government is taking a leadership role and making investments that drive the change needed to help solve Canada's national housing crisis.

In the years since the pandemic, Canada’s housing sector has faced increasingly difficult challenges, compounded by high interest rates that slowed the economy and home construction. Today, the national housing crisis presents one of Canada’s greatest social and economic challenges. Canada needs to build more homes, faster, to meet the demand of our growing communities.

Today, the Prime Minister, the Deputy Prime Minister and Minister Fraser announced Canada’s vision and plan to solve Canada's national housing crisis. Through Canada’s Housing Plan, the government is committing to building more homes, faster; increasing housing affordability; growing the community housing sector; and, making it easier to rent or buy a home.

Canada is rising to this challenge by:

• Building more homes by bringing down the costs of homebuilding, helping cities make it easier to build homes at a faster pace, changing the way Canadian homebuilders manufacture homes, and growing the workforce to ensure we get the job done.
• Making it easier to rent or own a home by ensuring that every renter or homeowner has a home that suits their needs, and the stability to retain it.
• Helping Canadians who can’t afford a home by building more affordable housing for students, seniors, persons with disabilities, and equity-deserving communities, and eliminating chronic homelessness in Canada.

Building more homes

Making the math work for homebuilders.

• Eliminating GST from new rental apartment construction projects, co-ops, and new student residences built by non-profit universities, and public colleges and school authorities.
• Reforming the Apartment Construction Loan Program (ACLP), and providing a further $15 billion in loans to build a minimum of 30,000 new rental apartments. This brings the program’s total loan funding to over $55 billion with more than 131,000 new rental homes by 2031-32, including $500 million in low-cost financing to support rental housing projects using innovative techniques. This is in addition to the $15 billion announced in the 2023 Fall Economic Statement.
• Launching Canada Builds to leverage funding from the Apartment Construction Loan Program (ACLP) to partner with provinces and territories that launch their own ambitious housing plans, increasing the impact of federal, provincial and territorial investments.
• Launching a Public Lands for Homes plan that will unlock underused public land to build more housing, accelerate the process of making public land available for housing, lease public land instead of selling it off, and create a new mapping tool to keep track of federal lands that can be used for housing.
• Announcing $20 million, through Budget 2024, for Statistics Canada and Canada Mortgage and Housing Corporation (CMHC) for modernizing and enhancing the collection and dissemination of housing data, including municipal-level data on housing starts and completions.
• Introducing the Canada Secondary Suite Loan Program, delivered by the Canada Mortgage and Housing Corporation to provide homeowners up to $40,000 in low-interest loans to add a secondary suite to their existing homes.
• Launching a $4.3 billion Urban, Rural and Northern Indigenous Housing Strategy in 2024 to establish a ‘for Indigenous, by Indigenous’ National Housing Centre, and provide additional distinctions-based investments for culturally appropriate Indigenous housing to be delivered by Indigenous governments, organizations, and housing and service providers.

Working with communities to build more housing, faster

• Providing an additional $400 million dollars to the $4 billion Housing Accelerator Fund (HAF) to incentivize an additional 12,000 new homes in the next three years so more municipalities can cut red tape, fast-track home construction, and invest in affordable housing.
•     Eliminating mandatory minimum parking requirements within 800 metres of a high-frequency transit line;
• Allowing high-density housing within 800 metres of a high-frequency transit line;
• Allowing high-density housing within 800 metres of post-secondary institutions; and,
• Completing Housing Needs Assessments for communities with a population over 30,000.
• $1 billion available to municipalities to support urgent infrastructure needs to enable more housing; and
• Legalizing more housing options by adopting zoning that allows four units as-of-right and that permits more “missing middle” homes, including duplexes, triplexes, townhouses, and small multi-unit apartments;
• Implementing a three-year freeze on increasing development charges from April 2, 2024 levels for municipalities with a population greater than 300,000;
• Adopting forthcoming changes to the National Building Code to support more accessible, affordable, and climate-friendly housing options;
• Providing pre-approval for construction of designs included in the government’s upcoming Housing Design Catalogue; and,
• Implementing measures from the forthcoming Home Buyers’ Bill of Rights and Renters’ Bill of Rights.
• Provinces will have until January 1, 2025 to secure an agreement, and territories will have until April 1, 2025. If a province or territory does not secure an agreement by their respective deadline, their funding allocation will be transferred to the municipal stream.

Changing the way we build homes

• Allocating $11.6 million to the development of a Housing Design Catalogue, which will provide builders and municipalities with a set of standardized designs that will streamline planning, development, and approval processes of new home build.
• Launching the new Homebuilding Technology and Innovation Fund. This Fund will provide $50 million delivered through Next Generation Manufacturing Canada (NGen) to help scale-up, commercialize, and promote adoption of innovative housing technologies and materials in Canada’s homebuilding industry, including for modular and prefabricated homes.
• Investing $50 million over two years for Canada’s regional development agencies to support innovative housing projects, including those in modular housing, automation, and robotics.
• Simplifying the way that Canada builds homes by making specific changes to the National Building Code to support factory build-housing and changes to allow more multi-bedroom apartments in existing neighbourhoods.
• Providing $500 million in low-cost financing for new apartments that use innovative prefabricated homebuilding techniques through the Apartment Construction Loan Program (ACLP).

Growing and training the workforce

• Providing an additional $50 million in the Foreign Credential Recognition Program, building on the federal government’s previous $115 million investment, with a focus on residential construction to help skilled trades workers get more homes built.
• Providing $10 million for the Skilled Trades Awareness and Readiness program to encourage high school students to enter the skilled trades, with an additional $90 million for the Apprenticeship Service, creating apprenticeship opportunities to train and recruit the next generation of skilled trades workers.

Making it easier to rent or own a home

Protecting renters.

• Launching the new $15 million Tenant Protection Fund, through Budget 2024, to provide funding to provincial legal services and tenants’ rights advocacy organizations to better protect tenant rights and ensure that renting a home is fair, open, and transparent.
• Creating the Canadian Renters’ Bill of Rights, in partnership with provinces and territories, to require landlords to disclose a clear history of apartment pricing, significantly reduce renovictions, and create a nationwide standard lease agreement to give renters more agency.
• Strengthening the Canadian Mortgage Charter, and working with fintech companies, credit bureaus, and lenders to prioritize tools so that renters can report and record their rent payment history, strengthening their credit scores, ensuring they get credit for on-time rent payments, and unlocking pathways to become homeowners.

Getting you into your first home

• Extending the limit on insured mortgage amortizations for first-time buyers acquiring new builds by five years to increase access to mortgages for younger Canadians.
• Strengthening the Canadian Mortgage Charter to support access to fair, reasonable, and timely mortgage relief measures from their federally regulated financial institutions.
• Leveraging the tax-free First Home Savings Account to help Canadians meet their saving goals and purchase of their first home, faster. The tax-free First Home Savings Account is already helping over 750,000 Canadians save faster for their first downpayment.

Supporting current homeowners

• Extending the grace period for when homeowners are not required to repay their Home Buyers’ Plan withdrawals to their RRSP, from two to five years, for all those who withdraw between January 1, 2022 and December 31, 2025.
• Launching the Canada Green Buildings Strategy to focus on lowering home energy bills and reducing building emissions by supporting energy efficient retrofits. $903.5 million will go toward the Canada Greener Homes Affordability Program, renewing and improving existing energy efficiency programs, and continuing to develop national approaches to home energy labelling.

Protecting Canada’s existing housing stock

• Creating a short-term rental enforcement fund which will provide $50 million for municipal enforcement of restrictions on short-term rentals, and increase long-term rental units.
• Extending the ban on purchasing residential property by foreign investors, legislated through the Prohibition on the Purchase of Residential Property by Non-Canadians Act , until January 1, 2027.

Helping Canadians who can’t afford a home

Increasing the supply of affordable housing in canada.

• Providing $1 billion to the Affordable Housing Fund (AHF) in addition to the $1 billion top-up announced in the 2023 Fall Economic Statement, bringing the total funding to over $14 billion, to reform and strengthen the program.
• Launching a $1.5 billion Canada Rental Protection Fund to help community housing providers acquire affordable rental units at risk of being sold to investors and repriced in order to preserve their affordability over the long term.
• Launching the $1.5 billion Co-operative Housing Development Program to support new co-operative housing developments across the country.

Providing funding to communities to help end homelessness

• Providing additional investments of $1 billion over four years to stabilize Reaching Home: Canada's Homelessness Strategy.
• Investing $250 million to address the urgent issue of encampments and unsheltered homelessness in communities across Canada, supporting the most vulnerable and ending encampments as vulnerable Canadians transition into dignified housing solutions.

Report expects Canadian home prices to hit record highs in 2026

Despite approval for new builds, rental construction has been slowed by labour challenges, says economist.

The Canada Mortgage and Housing Corp. is forecasting home purchase prices could match peak levels seen in early 2022 by next year and reach new highs by 2026.

The agency's latest housing market outlook, released Thursday morning, said affordability in the home ownership market will be a concern for the next three years as declining mortgage rates and the country's strongest population growth since the 1950s will likely spur a rebound in home sales and prices.

Home sales dropped by around one-third from their peak in early 2021 to the end of 2023, while prices fell by nearly 15 per cent over that time, CMHC said.

"During this time, the pool of potential homebuyers grew through robust population growth, increased savings and higher incomes," the report said.

Higher prices, slower construction forecast in housing outlook

"As mortgage rates and economic uncertainty decrease in the second half of 2024, we expect buyers to start returning to the market."

The report said the resurgence would also be driven by a shift in demand toward lower-priced homes and markets across Canada.

The agency predicts sales activity from 2025 to 2026 will slightly surpass the past 10-year average but remain below the record levels recorded from 2020 to 2021, due to how expensive housing remains.

CMHC also says housing starts in Canada are expected to decline this year before recovering in 2025 and 2026, reflecting the lagged effect of higher interest rates on new construction.

A report last week from the agency showed construction began on 137,915 new units last year across Canada's six largest cities, a level that was roughly in line with those of the past three years due to a surge of new apartments.

The CMHC says despite an increase in rental housing coming on the market in 2023, supply is not forecast to keep up with demand, leading to higher rents and lower vacancy rates in the coming years.

"Unfavourable financing conditions are expected to make it more difficult for homebuilders to start new rental projects in 2024," CMHC chief economist Bob Dugan said in a statement.

"We anticipate by 2025-2026 lower interest rates, continued government support, and policies encouraging greater density in urban centres should make more projects viable."

CMHC economist Michael Mak says despite many rental homes receiving approval for construction, several factors, including labour challenges in the construction industry, are slowing down construction. 

"We actually do see … a record number of under construction inventory. A lot of this has been started in the past few years," he says, adding these projects are expected to finish in the next one to three years. 

"We're going to see a lot of these rental apartments … being put on market. So that is the silver lining that we were going to see right now."

On a regional basis, the CMHC forecasts Ontario and B.C. will drive the decline in national housing starts this year, warning developers may struggle to boost even apartment construction amid challenges such as financing costs.

It expects the Prairie provinces to perform well, citing affordable home prices and a stronger economic outlook that will likely attract homebuyers and job seekers, leading to increased construction.

In Quebec, housing starts are expected to grow but remain below post-pandemic levels after a sharp decline in new home construction last year.

It said the Atlantic region will likely see less pressure on new home construction than it has since 2022 from unusually strong migration, as starts in certain eastern provinces "will remain historically robust but will realign more closely with weaker population growth."

B.C. Housing Minister Ravi Kahlon said he's confident the province will "out surpass" CMHC's housing start projections for the country and notes the report doesn't take into account changes being enacted by governments. 

"It's a projection and it's based on rising interest rates … [that] put a lot of pressure on housing projects throughout Canada," he said. 

"I do believe B.C. will continue to lead the country in housing starts. We led per capita the entire country last year and we're going to continue leading the country in the coming years."
