Policy history conference 2025.

The Institute for Political History, the Journal of Policy History and the Arizona State University Center for American Institutions are hosting the Policy History Conference in Charlotte, North Carolina at the Hilton Charlotte Uptown hotel  from Wednesday, June 4 to Saturday, June 7, 2025.

Since 2002, the Policy History Conference has provided an interdisciplinary forum for presentations and roundtable discussions on policy history topics and recent policy history research. The conferences bring together academy scholars, independent scholars and graduate students to share their research. Many of the papers presented eventually appear in academic journals and other publications.

We are currently accepting panel and paper proposals on all topics regarding American political and policy history, political development, and comparative historical analysis. Complete sessions, including two or three presenters with chair/commentator(s), and individual paper proposals are welcome. Participants may only appear once as a presenter in the program.

The deadline for submission is December 31, 2024.

Bayesian superyacht’s captain faces manslaughter investigation after deadly wreck, italian papers say.

The captain of the tech magnate Mike Lynch’s superyacht Bayesian is facing a manslaughter investigation over the deadly wreck after the ship capsized last week off the coast of Sicily, according to reports.

Italian prosecutors are probing whether the actions of Captain James Cutfield, 51, may have led to the disastrous August 19 sinking which claimed the lives of seven people, including Lynch and his 18-year-old daughter.

Cutfield, a New Zealander, was interviewed by investigators for over two hours on Sunday – the second time he’s been brought in for questioning, the Italian papers La Repubblica and Corriere della Sera reported.

Under maritime law, a ship’s captain assumes full responsibility for safety of the vessel, its crew, and all passengers.

The Bayesian is believed to have been hit by a sudden and severe weather event, but Italian prosecutor Ambrogio Cartosio suggested Saturday that negligence on the part of the crew may have left the ship susceptible to damage and sinking.

Prosecutors are also considering looking into a crew member who was on duty when the foul weather blew in, according to La Repubblica.

Questions have been raised about whether all the ship’s hatches were properly secured before the storm, and whether the boat’s retractable keel was fully extended while it was at anchor.

“The Bayesian was built to go to sea in any weather,” naval architect Franco Romani, one of the people who helped design the Bayesian, told La Stampa Monday, adding that he believed a side hatch was left open and allowed water to pour into the boat.

Giovanni Costantino, the CEO of Italian Sea Group – which owns the yacht maker Perini Navi that built the Bayesian in 2008 – previously told Reuters the boat must have sunk due to “indescribable, unreasonable errors.”

• A superyacht capsized off the coast of Sicily after a tornado hit the area early Monday, killing seven passengers.
• British tech tycoon Mike Lynch was identified as one of the bodies pulled from the wreckage. His teenage daughter, Hannah, was the final one to be recovered.
• Lynch — known as “Britain’s Bill Gates” — had invited guests from Clifford Chance, a legal firm that represented him, and Invoke Capital, his own company, on the voyage,  according to the Telegraph . 
• Security camera footage shot from 650 feet from where the  Bayesian sank Monday  shows it disappearing.
• A rare and unexpected “black swan” weather event may have led to the  Bayesian’s speedy demise , maritime experts say.

“The captain should have prepared the boat and put it in a state of alert and of safety,” he said in a later interview with the Financial Times, adding that if proper protocols had been followed the 22 people onboard would have been fast asleep in their bunks within an hour of the powerful storm blowing through.

“Ask yourself — why were none of the Porticello fishermen out that night? A fisherman checks the conditions and a ship doesn’t? The disturbance was completely readable on all the weather maps. It was impossible not to know,” he said.

Further raising suspicion about the culpability of crew members is the time frame of the ship’s sinking.

Earlier reports said the Bayesian went down in just two minutes – but Constantino said he’s seen data from the ship showing it took a full 16 minutes to founder.

“It went down, not in one minute as some scientists have said. It went down in 16 minutes,” he said, questioning why the crew wasn’t able to evacuate the boat in that time.

Of the 12 passengers and 10 crew members who were onboard when disaster struck, 15 made it off alive.

Mr. Biden’s speech capped a night in which Democratic lawmakers and party stalwarts praised Vice President Kamala Harris, warned repeatedly that former President Donald J. Trump was unfit for office and celebrated Mr. Biden’s legacy.

Here’s a look at some of their claims.

Mr. Trump’s comments, in April 2020, about the efficacy of disinfectants and light as treatments for the coronavirus elicited uproar and confusion . He did not literally instruct people to inject bleach, but raised the suggestion as an “interesting” concept to test out.

At the April 2020 news conference , a member of Mr. Trump’s coronavirus task force said that the virus dies under direct sunlight and that applying bleach in indoor spaces kills the virus in five minutes and isopropyl alcohol does so in 30 seconds.

Mr. Trump responded: “Supposing we hit the body with a tremendous — whether it’s ultraviolet or just very powerful light — and I think you said that that hasn’t been checked, but you’re going to test it. And then I said, supposing you brought the light inside the body, which you can do either through the skin or in some other way, and I think you said you’re going to test that too.”

He added: “And then I see the disinfectant, where it knocks it out in a minute. One minute. And is there a way we can do something like that, by injection inside or almost a cleaning? Because you see it gets in the lungs and it does a tremendous number on the lungs. So it would be interesting to check that.”

When the director of the project departed the think tank, Mr. Trump’s campaign released a statement that stated: “Reports of Project 2025’s demise would be greatly welcomed and should serve as notice to anyone or any group trying to misrepresent their influence with President Trump and his campaign — it will not end well for you.”

“JD Vance says women should stay in violent marriages and pregnancies resulting from rape are simply inconvenient.”

Mr. Beshear was referring to comments Mr. Vance made during his 2022 campaign for Senate. Mr. Vance has rejected such interpretations.

In remarks to a Christian high school in California in September 2021, Mr. Vance spoke of his grandparents’ marriage, which he described in his memoir as violent.

“This is one of the great tricks that I think the sexual revolution pulled on the American populace, which is the idea that like, ‘Well, OK, these marriages were fundamentally, you know, they were maybe even violent, but certainly they were unhappy. And so getting rid of them and making it easier for people to shift spouses like they change their underwear, that’s going to make people happier in the long term,” he said .

Asked by Vice News about his remarks in 2022, Mr. Vance said, “Any fair person would recognize I was criticizing the progressive frame on this issue, not embracing it.”

He also told Fox News that Democrats had “twisted my words here” and that “it’s not what I believe, it’s not what I said.”

And regarding pregnancies resulting from rape, Mr. Vance told Fox News that he was criticizing the view that such pregnancies are “inconvenient.”

In a 2021 interview , Mr. Vance was asked whether abortion bans should have exceptions for rape or incest. He responded, “At the end of the day, we’re talking about an unborn baby. What kind of society do we want to have? A society that looks at unborn babies as inconveniences to be discarded?”

“Instead of paying $400 a month for insulin, seniors with diabetes will pay $35 a month.”

Mr. Biden signed a law that places a cap of $35 a month on insulin for all Medicare Part D beneficiaries. But he is overstating the average cost before the law.

Patients’ out-of-pocket spending on insulin was $434 on average for all of 2019 — not per month — and $449 per year for Medicare enrollees, according to the Health and Human Services Department .

“The smallest racial wealth gap in 20 years.”

As a percentage of wealth held by white families, Black and Latino families did grow to the largest amounts in 2022 in two decades. But the disparity in absolute dollar value actually increased.

“He called them ‘suckers and losers.’”

The claim that, as president, Donald J. Trump called veterans “suckers” and “losers” stems from a 2020 article in The Atlantic about his relationship to the military.

The article relied on anonymous sources, but many of the accounts have been corroborated by other outlets, including The New York Times, and by John F. Kelly, a retired four-star Marine general who served as Mr. Trump’s White House chief of staff. Mr. Trump has emphatically denied making the remarks since the article was published. Here’s a breakdown .

“Trump wants to cut Social Security and Medicare.”

This is misleading..

Mr. Trump has said repeatedly during his 2024 presidential campaign that he would not cut Social Security or Medicare, though he had previously shown brief and vague support for such proposals.

Asked about his position on the programs in relation to the national debt, Mr. Trump told CNBC in March, “There is a lot you can do in terms of entitlements in terms of cutting and in terms of also the theft and the bad management of entitlements.”

But Mr. Trump and his campaign clarified that he would not seek to cut the programs. Mr. Trump told the website Breitbart , “I will never do anything that will jeopardize or hurt Social Security or Medicare.” And during a July rally in Minnesota, he again vowed, “I will not cut one penny from Social Security or Medicare, and I will not raise the retirement age by one day, not by one day.”

Still, Mr. Trump has not outlined a clear plan for keeping the programs solvent. During his time in office, Mr. Trump did propose some cuts to Medicare — though experts said the cost reductions would not have significantly affected benefits — and to Social Security’s programs for people with disabilities. They were not enacted by Congress.

“He created the largest debt any president had in four years with his two trillion dollars tax cut for the wealthy.”

Looking at a single presidential term, Donald J. Trump’s administration did rack up more debt than any other in raw dollars — about $7.9 trillion . But the debt rose more under President Barack Obama’s eight years than under Mr. Trump’s four years. Also, when viewed as a percentage increase, the national debt rose more under President George H.W. Bush’s single term than under Mr. Trump’s.

The Congressional Budget Office estimated that Mr. Trump’s tax cuts — which passed in December 2017 with no Democrats in support — roughly added another $1 trillion to the federal deficit from 2018 to 2021, even after factoring in economic growth spurred by the tax cuts. But other drivers of the deficit include several sweeping measures that had bipartisan approval. The first coronavirus stimulus package , which received near unanimous support in Congress, added $2 trillion to the deficit over the next two fiscal years. Three additional spending measures contending with the coronavirus pandemic and its economic ramifications added another $1.4 trillion.

It is also important to note that presidents do not hold unilateral responsibility for the debt increase under their time in office. Policies from previous administrations — and programs such as Social Security and Medicare — continue to drive up debt, as do unexpected circumstances.

The hip hop mogul fired back against the producer in court papers on Monday — blasting Lil Rod’s claims against him as, “legally meaningless allegations and blatant falsehoods.”

Jones is  suing the Bad Boy mogul  for $30 million, having previously claimed in federal court docs that he was forced to engage in sex acts, and drugged and groped while working for the tycoon.

He also said in an amended complaint filed in March that Combs was part of a “RICO enterprise” and involved in a “sex trafficking venture.”

But Diddy’s lawyers fired back on Monday in Manhattan federal court papers by alleging Jones’ “true purpose is to generate media hype and exploit it to extract a settlement” from the “I’ll Be Missing You” rapper.

The fiery motion argues that: “Jones’ Second Amended Complaint is his third attempt to dress up a run of the mill commercial disagreement as a salacious RICO conspiracy. Running to nearly 100 pages, it includes countless tall tales, shameless celebrity namedrops, and irrelevant images. Yet, despite all its hyperbole and lurid theatrics, the SAC fails to state a single viable claim against any of the Combs Defendants.”

Diddy’s lawyers also allege in the new motion that, “Jones recently posted a video on the ‘X’ platform in which he, together with a performer known as ‘Uncle Murda,’ laughed about this lawsuit (despite his allegations of ‘severe emotional distress’),” and, “demanded Mr. Combs pay him ‘that money by Monday.'”

Adds the new motion, “Like [Jones’ second amended complaint] Jones’ videotaped threats on social media are part of a calculated effort to promote his personal brand and profit from the exposure. Such tactics have no place in federal court.”

Diddy’s latest court papers say that Jones’ “RICO claim must be dismissed” because his second amended complaint, “does not establish standing to sue, fails to plead a ‘pattern of racketeering activity,’ and fails to plead the existence of a RICO ‘enterprise.'”

The lawyers also allege that Jones’ Trafficking Victims Protection Act claim should be tossed and, “Jones’ sexual assault claim against Mr. Combs must be dismissed because Jones fails to plead the most basic facts, such as where and when any purported instance of assault occurred or what allegedly transpired.”

The new motion also shoots down in court docs Jones’ other accusations which include “negligent infliction of emotional distress,” “intentional infliction of emotional distress” and “breach of oral contract contract,” saying Jones’ suit is “replete with farfetched tales of misconduct.”

The motion argues: “Although Jones claims he was ‘forced’ into soliciting and having sex with sex workers, the [second amended complaint] fails to identify what this force consisted of and does not link any specific threat to any specific act.”

Jones alleges he worked for Diddy from September 2022 to November 2023.

Diddy’s lawyer Erica Wolff of Sher Tremonte said in a statement on Monday of the filing: “Mr. Jones’ lawsuit is pure fiction — a shameless attempt to create media hype and extract a quick settlement. There was no RICO conspiracy and Mr. Jones was not threatened, groomed, assaulted, or trafficked. We look forward to proving – in a court of law – that all of Mr. Jones’s claims are made-up and must be dismissed.”

Jones’ lawyer, Tyrone Blackburn, did not immediately get back to us when we reached out for comment.

Fact checking DNC 2024 Day One speeches from Biden, Hillary Clinton and other Democrats

CBS News is fact checking some of the statements made by  speakers  during the 2024 Democratic National Convention, which is taking place in Chicago from Monday, Aug. 19 through Thursday, Aug. 22. 

The convention began with unity as the theme, and the featured speakers Monday were President Biden and 2016 Democratic presidential nominee Hillary Clinton, as well as a host of others.

Some of the comments that CBS News' Confirmed team fact checked involved Democrats' comments about GOP nominee Donald Trump's record as president, as well as the Biden administration's record.

Fact check on Wisconsin Lt. Gov. Sara Rodriguez's claim that Trump promises "to terminate the Affordable Care Act": Misleading

Details:  In 2016, former President Donald Trump promised to repeal and replace the nation's health care law, the Affordable Care Act (ACA), if elected. During his presidency, he backed attempts by Republicans to repeal parts of the law while carrying over other parts.

In this election cycle, Trump has continued to criticize the law but has said he doesn't support terminating all of its policies outright. In November, Trump said he intends to  "replace"  the Affordable Care Act with another package of health reforms. 

In March, he  said  that he was "not running to terminate the ACA" but instead to make it better and cheaper.

Fact check on California Rep. Robert Garcia's claim that Trump "told us to inject bleach into our bodies": False

Details:  In an April 2020 White House  news briefing  with members of the government's coronavirus task force, Trump, who was then president, speculated about combating COVID-19 by injecting disinfectant into the body. He suggested doctors should study this possibility, but he did not tell people to inject bleach into their bodies.

"I see the disinfectant, where it knocks it out in a minute, one minute," Trump said. "And is there a way we can do something like that — by injection inside or almost a cleaning — because you see it gets in the lungs and it does a tremendous number on the lungs, so it'd be interesting to check that, so that you're going to have to use medical doctors with, but it sounds interesting to me." 

The Trump White House later offered differing excuses for the remark. It first  said  Trump's comments were taken out of context. A day later, Trump  told  reporters that he was being sarcastic when he raised the possibility of injecting disinfectants.

"I was asking a question sarcastically to reporters like you just to see what would happen," he said.

Fact check on Senate Majority Whip Dick Durbin's claim that the U.S. economy added 16 million jobs during the Biden administration: True, but needs context

Details:  Under President Biden, the U.S. economy has added more than 15.8 million jobs, according to July data from  the Bureau of Labor Statistics . 

However, it's important to note that the number includes roughly 9 million jobs that were lost during the COVID-19 pandemic. The U.S. economy under Mr. Biden has seen an increase of approximately 6.4 million jobs above February 2020 levels, according to  the Bureau of Labor Statistics . 

By comparison, 6.7 million jobs were created in the first three years of former President Donald Trump's term between January 2017 and February 2020, before the pandemic left Trump with record job losses.

Fact checking Kentucky Gov. Andy Beshear's claim that Vance thinks women should stay in violent marriages, and pregnancies from rape are "inconvenient": Misleading

Beshear: "JD Vance says women should stay in violent marriages and that pregnancies resulting from rape are simply inconvenient."

Details:  Before he was a Republican Ohio senator,   JD Vance spoke of being raised by his grandparents and their relationship at an  event  in 2021. He contrasted their commitment to each other during an "incredibly chaotic" marriage with modern divorce rates.

"I think the sexual revolution pulled on the American populace, which is the idea that, like, 'Well, okay, these marriages were fundamentally, you know, they were maybe even violent, but certainly they were unhappy," he said. "And so getting rid of them and making it easier for people to shift spouses like they change their underwear, that's going to make people happier in the long term." 

"And maybe it worked out for the moms and dads, though I'm skeptical," Vance added. "But it really didn't work out for the kids of those marriages." 

Vance has repeatedly said these remarks were taken out of context. In a  statement  to VICE News in 2022 he said, "In my life, I have seen siblings, wives, daughters, and myself abused by men. It's disgusting for you to argue that I was defending those men."

In 2021, Vance was  asked  if anti-abortion laws should include exceptions for rape or incest. He replied: "It's not whether a woman should be forced to bring a child to term, it's whether a child should be allowed to live, even though the circumstances of that child's birth are somehow inconvenient or a problem to the society. The question really, to me, is about the baby," he continued. "We want women to have opportunities, we want women to have choices, but above all, we want women— and young boys in the womb — to have the right to life." 

In July, Vance  told  Fox News, "The Democrats have completely twisted my words. What I did say is that we sometimes in this society see babies as inconveniences, and I absolutely want us to change that."

Fact checking Biden's claim there are fewer border crossings today than when Trump left office: True, needs context

President Biden : "There are fewer border crossings today than when Donald Trump left office." 

Details:  In July, migrant apprehensions along the U.S. southern border dropped to  56,408 , the lowest level since September 2020, according to  U.S. Customs and Border Protection  data. When Trump left office in January 2021, the number of apprehensions was around 75,000. 

The decline in illegal border crossings had been dropping steadily since the spring and accelerated after Mr. Biden issued a  proclamation  on June 4 banning most migrants from seeking asylum at the U.S.-Mexico border. Officials have also said scorching summer temperatures and Mexico's efforts to stop migrants have contributed to the drop.

Yearly apprehensions at the U.S. southern border also reached record highs during Mr. Biden's term, according to the  data . In fiscal year 2023, the number reached 2.2 million. The number of yearly apprehensions under Trump peaked at around 852,000 in the fiscal year 2019.

CLEVELAND, Ohio -- Browns rookie defensive tackle Mike Hall Jr., charged with domestic violence on Aug. 13 , is expected to be placed on the Commissioner’s Exempt List by Tuesday under the personal conduct policy.

The NFL launched its own investigation into Hall’s case, and can place him on the list while it gathers more information and allows the legal process to play out. A league spokesman declined to say if he’s been placed on it yet, but it’s expected to happen by the Tuesday 4 p.m. deadline to cut rosters to 53 players.
