This first part should consist of two main parts, being:

Information on the current industry trends and the current state of the market and how this will impact your hotel. This is needed as investors want to be sure you really understand the hotel industry. This acts as the foundation on which decisions such as trends and developments to follow will be based.

4. Customer Analysis

In-depth information on your target market, including geographic, demographic, socioeconomic, psychographic, and behavioural segmentation details. Explain which features will be meeting the needs and wants of these main segments when thinking of:

Aim to break it up to the point value can be easily communicated (do not make it too overcomplicated). Think of the following examples:

  • Psychographics: interests, lifestyles, personality, values, opinions, and attitudes

5. Competitive Analysis

A study of your local competition or global concept competitors, with each of their strengths, weaknesses, occupancy rates and market share ( SWOT analysis ). And don’t forget the most important part; what differentiates you from them. What makes you stand out?

Ask yourself: “can I add value to a specific area”, especially when it comes to hotel-dense areas like city centres or major destinations.

6. Strategic Plan

This exists of 3 parts:

  • Marketing : How exactly will you attract customers/guests? How will you position yourself? What will your message be to the different segments of your business mix? How will your direct marketing work? What will be the plan for your hotel website, SEO, SEM and SMM? Will you do offline promotion? In short, your hotel marketing strategy should cover everything there is to know about how to market your hotel.
  • Distribution : Which 3rd party channels will you use and how will you manage availability? What technology will you need?
  • Revenue management : What pricing and yield techniques will you use? What will your payment and cancellation policies be? Which room types will you be selling, and how will they be individually marketed? How many revenue scenarios will I create? Where can I compensate income/demand streams when necessary?

Make sure you have the capabilities to plan out a strong marketing, distribution and revenue management strategy. 

Things get complicated rather fast, and choosing to outsource hotel and revenue management is likely to give you a strategic advantage, during the planning phase, and the execution of your business plans.

7. Operations Plan

How will you run your hotel? Think of the following elements:

  • How many staff and supervisors will you need? 
  • What are their job descriptions/responsibilities? 
  • What background and experience should they have? 
  • When should they start? 
  • What are your service standards?
  • Will you develop manuals?
  • Which supplier will you use?
  • How will you manage inventory?

8. Management Team

Include the bios of your team. Focus on what uniquely qualifies you to make your hotel such a success. Having a great team is the key to success , and stakeholders will be impressed with a thorough explanation of the added value everyone brings to the table.

9. Financial Plan

Provide the start-up costs of the hotel (capital investment), the ongoing business costs, operational expenses and revenue projections for the next five years. These figures should be always based on your Hotel Feasibility Study . The KPIs to look at include expected occupancy, ADR (Average Daily Rate) and RevPAR (Revenue per Available Room).

If you are raising money , outline how much funding will be needed and when. Explain how you will generate a return on investment for investors, or when lenders will be paid back.

10. Key Milestones

These are the most important achievements which once they have been completed, will make your hotel more likely to succeed. Think off:

  • Location selection
  • Permits & Licenses
  • Build-out / Construction of the Hotel
  • Staffing and Training
  • GOP Break-even
  • NOI Break-even

Each time one of the key milestones is achieved, the risk of lenders or investors decreases . And once your last key milestone is reached, the chance of success is more or less guaranteed.

Bally's Announces Refreshed Site Plan that Restores 500-room Hotel Tower Plan into Single-Phase Project

Bally’s Beginning Site Prep for Demolition for Fall 2026 Opening

Bally’s Corporation (NYSE: BALY or “Bally’s”) today announced a refreshed Bally’s Chicago Casino permanent site plan that prominently features a planned 500-room, 34-story hotel tower into a single-phase construction project at the 30-acre former Tribune Publishing site, pending approval of the Chicago Department of Planning & Development.

In new renderings released today, the future Bally’s Chicago Casino will feature its hotel tower on the southern end of the casino development nearest Ohio Street along the Chicago River. The hotel tower will include a large pool spa, fitness center and sun deck, as well as a rooftop restaurant bar to enjoy the Chicago skyline. Earlier this year, the hotel tower was moved due to unforeseen underground infrastructure and an adjusted design for a two-phase hotel was approved.

“We’ve been working hard in the background to restore the full hotel tower for Bally’s Chicago Casino and absolutely intend to meet the September 2026 opening date as planned,” said George Papanier, President of Bally’s Corporation. “We are also happy to announce that Gaming and Leisure Properties has agreed to finance this entire development in a single phase to ultimately deliver a better project in a more efficient manner.”

Bally’s and Gaming and Leisure Properties, Inc. (NASDAQ: GLPI or “GLPI”) today entered into a binding term sheet for $940 million construction funding facility for the Chicago project, along with other financing transactions, that together GLPI expects to fund $2.07 billion to Bally’s. GLPI and Bally’s have agreed to a strategic alliance on the Chicago casino and hotel tower construction development. On Friday, July 5, Bally’s took possession of the former Tribune Publishing site, located at 777 W. Chicago Avenue. This week, Brandenburg Industrial Service Company, the project’s demolition contractor, began preparing the site for demolition.

“With keys to the property in hand, the new financing secured, a site plan that exceeds the original, and demolition set to start this summer, let there be no doubt that Bally’s Chicago Casino and Hotel will soon rise up along the Chicago River,” added George Papanier.

Bally’s Chicago Casino development will harness the beauty of the urban Chicago riverfront site to create inclusive, dynamic spaces, including plans for the 500-room hotel tower, 3,000-seat theater, six restaurants, cafes and a food hall, and a 2-acre public park. The casino will offer space for approximately 3,300 slots, 173 table games and VIP gaming areas. The lower riverbank will be connected to the property with an approximately 2,000-foot-long extension of the riverwalk extending south from W. Chicago Avenue. The development will generate approximately 3,000 construction jobs and 3,000 casino jobs when Bally’s Chicago permanent becomes operational. The renderings of the improved site plan were prepared by HKS, a global design firm with an office in Chicago that provides award-winning hospitality and entertainment design services. HKS designed the Grand Hyatt Nashville, MGM National Harbor gaming resort in Maryland, The Palazzo in Las Vegas, and The Venetian Macao. The design for Bally’s Chicago will add to the rich architectural history of Chicago with an iconic addition to the riverfront skyline, pulling inspiration from the Chicago River for the form-pulling activity from the river up the façade creating a dynamic, iconic building incorporating undulations of the skin.

7. Operations plan

How do you plan to run your day-to-day operations? This section of your plan will outline all of the key tasks and responsibilities of your team and what exactly your hotel will offer. Consider:

  • The number of staff and supervisors required
  • Job descriptions and responsibilities

8 tips for creating an effective plan

1. Start with the section that excites you the most! Covering all the topics outlined above can feel overwhelming, so don’t feel pressured to go in order.

2. Reach out to a business owner you admire. No matter what type of business you’re starting, getting advice from another business owner is always helpful. Reach out to a successful local business owner to see if they’d be willing to share some insights they learned along the way.

The assignment was clear: Test how well artificial intelligence could plan a trip to Norway, a place I’d never been. So I did none of my usual obsessive online research and instead asked three A.I. planners to create a four-day itinerary. None of them, alas, mentioned the saunas or the salmon.

Two assistants were, however, eager to learn more about me in order to tailor their initially generic recommendations, which they had spewed out within seconds. Vacay , a personalized travel planning tool, presented me with a list of questions, while Mindtrip , a new A.I. travel assistant, invited me to take a quiz. (ChatGPT, the third assistant, asked nothing.)

Vacay’s and Mindtrip’s questions were similar: Are you traveling solo? What’s your budget? Do you prefer hotels or Airbnbs? Would you rather explore the great outdoors or pursue a cultural experience?

Eventually, my chat sessions yielded what seemed like well-rounded itineraries, starting with one day in Oslo and moving on to the fjord region. Eventually, I locked down a trip that would combine the assistants’ information and go beyond a predictable list of sites.

This time around, my virtual planners were far more sophisticated than the simple ChatGPT interface I used last year on a trip to Milan. Though it offered more detailed suggestions for Norway, I ended up ditching ChatGPT in the travel-planning stage after it repeatedly crashed.

Vacay’s premium service, which starts at $9.99 per month, included in-depth suggestions and booking links, while Mindtrip, which is currently free, provided photos, Google reviews and maps. During the trip itself, each delivered instantaneous information by text and always asked if more specific details were needed. Sadly, only ChatGPT offered a phone app, whose information I found to be outdated (the $20-per-month premium version is more current).

3. Choose the Legal Structure for Your Hotel

Next you need to choose a legal structure for your hotel and register it and your business name with the Secretary of State in each state where you operate your business.

Below are the five most common legal structures:

1) Sole Proprietorship

A sole proprietorship is a business entity in which the owner of the hotel and the business are the same legal person. The owner of a sole proprietorship is responsible for all debts and obligations of the business. There are no formalities required to establish a sole proprietorship, and it is easy to set up and operate. The main advantage of a sole proprietorship is that it is simple and inexpensive to establish. The main disadvantage is that the owner is liable for all debts and obligations of the business.

2) Partnerships

A partnership is a legal structure that is popular among small businesses. It is an agreement between two or more people who want to start a hotel business together. The partners share in the profits and losses of the business. 

The advantages of a partnership are that it is easy to set up, and the partners share in the profits and losses of the business. The disadvantages of a partnership are that the partners are jointly liable for the debts of the business, and disagreements between partners can be difficult to resolve.

3) Limited Liability Company (LLC)

A limited liability company, or LLC, is a type of business entity that provides limited liability to its owners. This means that the owners of an LLC are not personally responsible for the debts and liabilities of the business. The advantages of an LLC for a hotel business include flexibility in management, pass-through taxation (avoids double taxation as explained below), and limited personal liability. 4) C Corporation

A C Corporation is a business entity that is separate from its owners. It has its own tax ID and can have shareholders. The main advantage of a C Corporation for a hotel business is that it offers limited liability to its owners. This means that the owners are not personally responsible for the debts and liabilities of the business. The disadvantage is that C Corporations are subject to double taxation. This means that the corporation pays taxes on its profits, and the shareholders also pay taxes on their dividends.

5) S Corporation

An S Corporation is a type of corporation that provides its owners with limited liability protection and allows them to pass their business income through to their personal income tax returns, thus avoiding double taxation. There are several limitations on S Corporations including the number of shareholders they can have among others.

Once you register your hotel, your state will send you your official “Articles of Incorporation.” You will need this among other documentation when establishing your banking account (see below). We recommend that you consult an attorney in determining which legal structure is best suited for your company.

4. Secure Startup Funding for Your Hotel (If Needed)

In developing your hotel business plan, you might have determined that you need to raise funding to launch your business. Determining whether you want to purchase and renovate or build a new structure will majorly impact when you can open your new hotel and the amount of funding you will need.

If so, the main sources of funding for a hotel to consider are personal savings, family and friends, credit card financing, bank loans, crowdfunding and angel investors. Angel investors are individuals who provide capital to early-stage businesses. Angel investors typically will invest in a hotel that they believe has high potential for growth.

5. Find a Location to Buy or Start Building

Having the right space is important for your hotel and choosing the best location can have a major impact on your business.

To find the right space, consider:

  • How many rooms will your hotel have?
  • What are the zoning requirements for hotels in your area?
  • Is the local market a good match for your target customers?

6. Register Your Hotel with the IRS

Next, you need to register your business with the Internal Revenue Service (IRS) which will result in the IRS issuing you an Employer Identification Number (EIN).

Most banks will require you to have an EIN in order to open up an account. In addition, in order to hire employees, you will need an EIN since that is how the IRS tracks your payroll tax payments.

Note that if you are a sole proprietor without employees, you generally do not need to get an EIN. Rather, you would use your social security number (instead of your EIN) as your taxpayer identification number.

7. Open a Business Bank Account

It is important to establish a bank account in your hotel’s name. This process is fairly simple and involves the following steps:

  • Identify and contact the bank you want to use
  • Gather and present the required documents (generally include your company’s Articles of Incorporation, driver’s license or passport, and proof of address)
  • Complete the bank’s application form and provide all relevant information
  • Meet with a banker to discuss your business needs and establish a relationship with them

8. Get a Business Credit Card

You should get a business credit card for your hotel to help you separate personal and business expenses.

You can either apply for a business credit card through your bank or apply for one through a credit card company.

When you’re applying for a business credit card, you’ll need to provide some information about your business. This includes the name of your business, the address of your business, and the type of business you’re running. You’ll also need to provide some information about yourself, including your name, Social Security number, and date of birth.

Denver has a plan to push natural gas out of buildings. Restaurant, hotel, building and propane groups have sued to stop it

A new lawsuit filed by a coalition of national and state-level business groups seeks to scuttle portions of Denver’s climate-minded building code, which requires large buildings to ditch natural gas furnaces and water heaters in favor of all-electric alternatives. 

The rules are a core component of Denver’s plan to cut its contribution to climate change. Apartments, office towers and other big buildings account for nearly half of the city’s greenhouse gas emissions due, in large part, to a heavy reliance on natural gas. By requiring a transition to electricity, the city aims to take full advantage of growing supplies of zero-carbon energy sources like wind and solar. 

That plan, however, could run aground if the new complaint succeeds. 

A similar case filed by the California Restaurant Association led a federal court to overturn a first-in-the-nation ban on natural gas hookups in Berkeley, Calif. The federal lawsuit filed on July 3 against Denver mounts a nearly identical argument, claiming the city’s building standards violate a federal law giving the U.S. Department of Energy the sole authority to set energy efficiency standards for appliances. 

If the lawsuit prevails, it could force communities covered by the 10th U.S. Circuit Court of Appeals to scrap similar policies to shift away from natural gas. The region includes Colorado and five of its bordering states. Most cities with policies to limit gas usage are in Colorado, including Crested Butte, which passed the state’s first ban on new gas hookups in 2022. Boulder also recently approved energy codes requiring all-electric new buildings starting in December. 

“It would cause all those communities to undo those policies, and then redo them in a way that meets the court's interpretation. I want to be optimistic in thinking any ruling wouldn’t stop communities from caring about climate change, but it could force them back to the drawing board,” said Christine Brinker, a buildings policy manager for the Southwest Energy Efficiency Project. 

A powerful set of plaintiffs

While other climate-minded communities have banned natural gas hookups, Denver has pursued a phased approach to nudge fossil fuels out of apartments and office towers using its building gods. 

The standards prohibited natural gas furnaces and water heaters in new construction starting in 2024. In 2025, any defunct gas heating equipment must be replaced with fully or partially electric appliances. In 2027, electric equipment must meet at least half of a building’s existing space and water heating. Building owners can apply for an exemption if any project is unreasonably expensive. 

But those provisions have failed to pacify national groups worried about the long-term implications of Denver’s climate plans. 

Plaintiffs behind the new lawsuit include powerful trade groups like the National Association of Home Builders, the American Hotel and Lodging Association and the National Apartment Association. It’s also backed by the Colorado Restaurant Association and the Restaurant Law Center, a national policy group that lent legal support to the case against Berkeley.

“If Denver is allowed to enforce these regulations, homeowners and business owners will no longer have the freedom of energy choice,” said Denise Mickelsen, a spokesperson for the Colorado Restaurant Association in a written statement sent to CPR News. “Denver residents and businesses will pay the price — literally — in higher building and energy costs.”

Unlike Berkeley’s defunct gas ban, Denver’s building codes won’t impact hookups for gas stoves. The lawsuit, however, claims the rules will shrink the pool of total gas customers, increasing costs for restaurant operators unable to shift to electric cooking appliances. 

Another plaintiff is the National Propane Gas Association, a national trade group representing propane distributors and retailers. 

CPR News first reported the group could file a lawsuit against Denver in an investigation published earlier this month.  An agenda for a meeting held by the propane group’s executive committee on May 30 obtained by CPR News included a letter from one of the group’s top lobbyists, which suggested the upcoming lawsuit was meant to protect Colorado’s fossil fuel market as the state and local communities approved pro-electrification policies to meet climate targets. 

The document also suggests the American Gas Association, a powerful trade group with a history of fighting climate policies , is part of the coalition backing the legal challenge. The group’s potential involvement should set off alarm bells for Denver residents, said Charlie Spatz, a research manager for the Energy and Policy Institute, a utility watchdog and environmental advocacy group. 

That’s because the trade association counts Xcel Energy, Denver’s gas and electricity provider, as one of its members. The investor-owned utility has charged customers for the cost of its membership dues in the past. While a new Colorado law bans the practice, state utility regulators are still finalizing rules to enforce the restrictions. 

“I suspect many residents of Denver wouldn’t want their energy bill contributing to an effort to undermine their own city’s climate policy,” Spatz said. 

The lawsuit, however, does not list the American Gas Association as a plaintiff and a general counsel for the organization denied his organization was involved with the lawsuit before the complaint was filed earlier last month. A representative for the gas association did not reply to CPR News’ questions about whether the group remains uninvolved now that the lawsuit has been filed in federal court. 

The new lawsuit follows a similar challenge filed by local landlords and building operators, which argues federal law overrules Denver’s green building policies. That case also objects to a Colorado program requiring the state's largest buildings to cut their climate-warming emissions. 

A spokesperson for Denver Mayor Mike Johnston said the city doesn’t comment on pending litigation, but it has asked the federal court to dismiss the initial case challenging its green building program.

According to CareEdge Ratings, the government could raise approximately $137.75 billion by selling minority stakes in state-owned companies while maintaining a 51% stake.

The Centre is reportedly set to revamp over 200 state-run firms, aiming to enhance their profitability, signaling a shift from its privatization plan, which has struggled to gain momentum. 

A Reuters report claimed the plan, which will be part of the Union Budget slated for July 23, will include selling large parcels of underutilized land owned by companies and monetizing other assets. The goal is to raise $24 billion in the current fiscal year (April-March) and reinvest the funds into the companies, while setting five-year performance and production targets for each firm.

The report further claimed that with this move, the government aimed to shift focus from indiscriminate asset sales to enhancing the intrinsic value of state-owned companies. Among the proposed measures are succession planning in majority-owned companies and training 230,000 managers for senior roles, along with professional recruitment to company boards and performance incentives, expected to roll out in the 2025/26 fiscal year.

The privatization plan announced in 2021 included the sale of two banks, one insurance company, and firms in the steel, energy, and pharmaceutical sectors, alongside the closure of loss-making companies. 

However, progress has been limited, with only the sale of debt-ridden Air India to the Tata Group completed and partial stakes sold in other companies, including a 3.5% stake in LIC.

Recently, Oil Minister Hardeep Puri stated that the plan to sell Bharat Petroleum Corp (BPCL.NS) was no longer viable due to the company's substantial annual profits. 

The privatization efforts have been criticized as "selling family silver" at low prices, and Modi's reduced majority in parliament has made these sales more challenging.

Despite these hurdles, the market valuation of state-run firms has more than doubled in the past year, driven by hopes of sector reforms. The BSE PSU index, which tracks state-owned companies, has surged over 100%, outperforming the benchmark BSE Index's 22% rise. Analysts, however, caution that the valuations of many PSU stocks appear unrealistic given their fundamentals, and substantial operational improvements would be necessary to justify current market caps.

The government views the market's response as a sign of investor confidence and expects the reforms to lead to higher profits and increased returns for the state. State firms are projected to pay significantly higher dividends to the government, compared to earlier estimates of $5.8 billion for 2024/25. Nonetheless, analysts warn that India risks missing out on the opportunity to capitalize on the booming valuations of state companies. 

According to CareEdge Ratings, the government could raise approximately $137.75 billion by selling minority stakes in state-owned companies while maintaining a 51% stake. "The end of the election season, coupled with the stock market near all-time highs, offers an ideal moment to advance significant divestment initiatives," Rajani Sinha, Chief Economist at CareEdge Ratings, was quoted as saying in the report.

The government may overhaul over 200 state-run firms to boost profitability, in a significant shift from its ambitious privatisation agenda, according to government sources quoted in a Reuters report.

The new strategy, expected to be unveiled by Finance Minister Nirmala Sitharaman in the full budget on July 23, includes selling large parcels of underutilised land and monetising other assets, the sources added.

The aim is to raise $24 billion in the current fiscal year (April-March) and reinvest the funds in the state-run companies. Instead of short-term targets, the government plans to set five-year performance and production goals for each firm.

"The government is shifting focus from indiscriminate asset sales to enhancing the intrinsic value of state-owned companies," said one of the officials.

In the interim budget presented before the election, the government omitted figures on stake sales for the first time in over a decade.

The new approach will introduce succession planning and training for 230,000 managers across state firms, aiming to prepare them for senior roles.

Professional recruitment to company boards and incentives for high performance are also part of the plan, set to be implemented from the 2025/26 fiscal year.

It may be noted that the 2021 privatisation announcement included plans to sell two banks, one insurance company, and firms in the steel, energy, and pharmaceutical sectors, as well as closing down loss-making companies.

However, the only significant sale completed was of the debt-ridden Air India to the Tata Group.

Other sales, including a 3.5% stake in LIC and shares in a few other companies, have faced setbacks.

Recently, Oil Minister Hardeep Puri recently stated that the plan to sell Bharat Petroleum Corp was no longer viable, as the company’s annual profits matched the proposed sale price.

Sunil Sinha, chief economist at India Ratings (the local arm of Fitch Ratings), told the news agency that the privatisation push faced political resistance, especially after the BJP’s reduced majority in parliament.

Despite these challenges, the market valuation of state-run firms has more than doubled in the past year, driven by hopes for sector reforms.

The BSE PSU index, tracking state-owned companies, surged over 100% in the last year, outpacing the benchmark BSE Index's 22% rise.

However, some analysts expressed skepticism about the high valuations of many PSU stocks, suggesting they require extraordinary operational turnarounds to justify their current market caps.

The government views the market’s response as a sign of investor confidence, expecting its reforms to lead to higher profits and increased returns. State firms are projected to pay significantly higher dividends to the government, with estimates for 2024/25 rising from Rs 48,000 crore.

Analysts warn that India may miss the opportunity to capitalise on booming valuations of state companies.

CareEdge Ratings suggested the government could raise about Rs 11.5 lakh crore at current market capitalisation by selling minority stakes while maintaining a 51% stake.

A number of licenses and registrations are required for starting and operating a hotel business in India. Many of the licenses and registrations must be obtained prior to starting the hotel and renewed while the hotel is operational. Further, most licenses require the hotel to meet certain rules or criteria for maintaining validity.  Therefore, it is important for Entrepreneurs in the hotel industry to be aware of these licenses and registrations – to operate a hotel business smoothly. A lot of the license requirements depend on the type of hotel, star rating, amenities, and location of the hotel. Further, the rules and regulations to obtain a license for the hotel industry differ according to the state. The present article briefs the Licenses and Registration Required for Hotel Business.

Building Permit

The National Building Code of India was prepared by the Bureau of Indian Standards to unify building regulations throughout the country.  The National Building Code is adopted by all Government Departments, Municipal Bodies, and other Construction Agencies. As per the National Building Code, no person shall carry out any development, erect, re-erect or make alterations or demolish any building or cause the same to be done without first obtaining a separate permit for each such development/building from the Authority. Therefore, all hotels must have a proper building permit as per the relevant Town Planning Act or Development Act or Municipal Act, or any other applicable statutes for layout, building plans, water supply, sewerage, drainage, electrification, etc,

Fire Safety Permit

A fire safety certificate or permit required for the Fire Department is a must for operating a hotel business. A fire safety certificate is usually provided if the building has incorporated proper fire prevention and fire safety measures as required under the relevant fire safety rules and regulations.

Police License for Hotel

Hotels are public places that are monitored closely by the Police Department. Therefore, all hotels must maintain a proper log of all Guests who have stayed at the hotel, follow relevant regulations and maintain a valid permit from the Police Department. Police license for hotels usually falls under the power of licensing Places of Public Entertainment held by the Commissioner or Additional Commissioner of Police.

Health Trade License or Trade License

A health trade license is usually required from the local Health Department for restaurants and hotels. Health trade licenses are usually issued by the Municipal Corporation. A health trade license is required for businesses that have a direct impact on public health. Compliance with the relevant hygiene and safety norms, which are important for public health, is a prerequisite for the issuance of a health trade license.

Business Registration

It is recommended that a hotel be set up under an artificial legal entity like a company or LLP . By operating a company under an artificial legal entity, the liability of the promoters with respect to the business can be limited and the business as a going concern would be easily transferable to another person.

ESI Registration

ESI is an autonomous corporation under the Ministry of Labour and Employment, Government of India. Employee’s State Insurance ( ESI) registration is mandatory in India for Businesses that employ 10 or more employees. To maintain compliance with the ESI Regulations, the employer must contribute 4.75% of the wages for all employees earning Rs.15, 000 or less toward ESI employer dues. The employee is required to contribute 1.75% of his/her wages as ESI dues.

PF Registration

An Employee Provident Fund (PF) Registration is required for any establishment that employs more than 20 persons in India. The PF Board administers a contributory provident fund, a pension scheme, and an insurance scheme for the workforce engaged in the organized sector in India.

Bar License

If the hotel operates a bar or serves alcohol in the restaurants, a Bar license will be required from the relevant authorities. Bar license is usually provided by departments operating under the State Government. Hence, the requirement for a bar license varies from state to state.

FSSAI Food Business License

An FSSAI food business license under the Food Safety and Standard Act is required for operating a restaurant in India. The FSSAI food business license is usually provided for one year and is renewed at the end of each year. FSSAI license for restaurants is managed by the local FSSAI office. FSSAI license for restaurants does not fall under the purview of the Central Government.

GST Registration

Prior to the introduction of GST a restaurant’s bill comprised VAT, services tax, and service charge. However, after 2019, indirect taxes collected on the sale and purchase of goods and services in India have been absorbed by the GST Registration Limit regime of indirect taxation.

Restaurants at starred hotels that have a daily room cost of Rs.7, 500 would be charged 18% GST, and they will be eligible for ITC. Restaurants at hotels that charge less than Rs.7, 500 per night will be charged 5% GST but will not be eligible for ITC.

Eating House License

Every area where the public is allowed and where any kind of food or drink is provided for consumption on the premises is referred to as an eating house. The Eating House License is issued by the city’s Licensing Police Commissioner.

Lift Clearance License

If your hotel is multi-storied and you want to operate a lift, you will need to get permission to do so. After verifying the installation of the lift, structure, safety gears, and other products, the Electrical Inspector issues this license from the Labour Commissioner’s office. For receiving lift clearance, state-specific applications are available.

Music License

Suppose your hotel outlet is playing any recorded music or video. In that case, you must obtain a license in compliance with the Copyright Act of 1957 issued by Phonographic Performance Limited or the Indian Performing Right Society.

Signage License

You must acquire a valid permit, which is the signage license, if you wish to advertise your restaurant through signs, flyers, photographs, and symbols. Local civil authorities, such as municipal corporations, may provide you with this license.

Certificate of Environmental Clearance (CEC)

This permit is required as a part of the Environmental Management Act under the Ministry of Environment and Forests for a specific type of project. An assessment is done to rule out any negative environmental impact by the CEC authority post-filling out a questionnaire. The restaurant is responsible not only for the health of its customers but also for the environment. As a result, restaurants must still apply for a Certificate of Environmental Clearance.
