When a toddler starts observing adults around him, he tries to do them on his own by trying many times by himself. This art of observation leads the child to attempt to start walking, talking, eating etc. This is how a child picks up skills from his surroundings. Similarly, adults also have a bunch of knowledge embedded in their brains.

It’s only with proper training that these could become skills that may be used in employment, growth, jobs etc. The requirement of the day is to properly guide the youth towards skill building so that they become assets for the country’s future.

Importance of skill building in youth

In the present scenario, we can find many women wanting to leave behind their jobs to look after their families and children. In a nuclear set up, this is a common situation forcing women to quit their jobs. Many women possess knowledge about a wide range of activities that help them keep themselves occupied at home.

If these areas of their interest receive relevant formal training, they could be turned as income generators for the family. Similarly, the youth of this country possess good ideas, if when implemented could turn our nation into a superpower someday. But to provide them a platform and direction where their skills could be moulded, trained and applied, they require help and assistance.

Education, Skills and Employment

Our education system has for long encouraged the rote system of learning where everything is learnt conceptually and the application of the same concept in practical terms takes a backseat. For instance, let’s assume a girl who wants to learn to cook for the first time. If her mother told her the recipe of a dish verbally and expected the girl to cook in an excellent way, she may not be able to do it up to the mark.

On the other hand, if the mother practically demonstrated the preparation of the dish along with giving the recipe, the girl would pick it up even faster. The scenario in the second case helps build the girl’s skills in cooking because she gets a chance to observe, learn and apply things practically.

Similarly, our education system is definitely helping the youth of this country to become literates, but is not building their skills to make them employment ready. Our education system provides a platform of knowledge where students have to take that extra effort to turn the acquired knowledge into applicable ideas.

The youth of the country, once they complete their education, go out in search of jobs. Once they acquire a good job, they apply their learnt knowledge practically. Here, they are assisted by their company to acquire relevant job skills through training that could be both generic as well as customized for their own company.

So, knowledge plus training to apply the knowledge becomes a set of skills acquired by the person. These skills are further polished as the person gathers more experience at his job area. So mastering one’s acquired skills makes a person an expert in his chosen field.

But this kind of skill acquisition and skill building is more reachable to the cream of the population. It is not reachable to the masses and this is the ugly truth of our nation. People in the urban areas mostly get absorbed into companies of their choice based on the knowledge and skills they have acquired together with relevant experience, thus helping them build a good career of their own.

But the people in the rural areas may not necessarily have access to these super facilities and may thus lack in skills required to make them employable. India is the largest democracy in the world and villages are where the bigger chunk of the population lies. So, when development focuses only on cities and leaves out the rural areas, it is actually missing out on a valuable treasure of skills that could be brought to the surface to shape the future of India.

Every person is gifted with his own skill set, which when recognized, trained and applied becomes an asset to the country. Our government has taken many initiatives to cater to a wide class of people in helping them build their skills and upgrade their knowledge, to take our country to greater heights of development.

Schemes by the Government

Pradhan mantri kaushal vikas yojana (pkvy).

The government has taken up many initiatives and development activities to improve skills of the members of the lower strata of society. Daily wage workers, laborers and the unorganized working class, etc can reap benefits from such schemes.

The main intention of this scheme it to help the enrolled people build such skills that directly helps them in their employment area. Skills are standardized and are imparted to these people to help them master their areas efficiently.

Skill India

July 15th, 2015 was a wonderful day in history when Prime Minister Shri Narendra Modi launched a massive campaign to recognize important skills that need to be imparted to the people in order to help them in their employment areas or rather to make them employable by uplifting their skills in relevant areas. Our prime Minister has set a goal of reaching out this campaign to almost 40 crore deserving people by the year 2022.

Standup India

In the immediate year following 2015, i.e. in April 2016, our prime minister launched another massive campaign to take skill development to another level. This time he targeted women and also people belonging to the scheduled caste and tribes.

This scheme was a massive launch, since it brought the message of women entrepreneurship to the fore and encouraged women to become entrepreneurs from their comfort zones. To encourage their participation, their relevant skill building responsibilities were taken up by the Stand up India campaign.

Skill building

The youth of today are encouraged to think above their school and college curriculum and acquire the market-relevant skills which make them job-ready and provides wide choices in employment. Our country is also encouraging public-private partnerships in preparing the curriculum for training packages, both at the college level and at job areas to achieve world class expertise in skill development.

These days we have heard of boot camps where specific skills are targeted to a larger audience to help them achieve expertise in their chosen fields. Skill loans are also being funded and thought of as a prospective scheme by the government to achieve upgradation of learnt skills at the higher level to promote interest in research and development.

In keeping with these views and developments, the areas of education, employment and skill building have become prominent features of Corporate Social Responsibility (CSR) funding platforms.

A national Policy on skill development has been undertaken by the government to look into individual growth and employ-ability index and to see an upsurge in making the youth of this country job-ready and to help them keep pace with the changing face of science and technology.

The development of a country is reflected in its GDP and this rise can be positively affected only when the country achieves overall development in every phase of growth. Our country has a youth population in majority that helps in promoting the welfare of the nation.

To help the youth contribute to the country’s growth and development, we have to upgrade their skills through necessary schemes and partnerships and provide them platforms to showcase their talent on a global level.

India's large and youthful population holds immense potential to transform the country into a global powerhouse and a skill hub. With more than 65% of the population under 35, this young workforce can all likelihood drive India's developmental transformation and economic growth.

World Youth Skills Day , observed on July 15 th , was designated by the United Nations to emphasize the significance of preparing young people with skills for employment and entrepreneurship. The theme for 2023, "Skilling teachers, trainers and youth for a transformative future," emphasizes the pivotal role of educators in preparing youth for the job market and fostering community engagement.

Let us explore the initiatives taken by the Indian government in recent years towards skill development.

Evolution of the Skill India Initiatives

Recognizing the limitations of the traditional education system in equipping Indian youth with job-ready skills, the government embarked on a skill development initiative in 2009 under the National Policy on Skill Development (NPSD), 2009 . It included provisions for periodic reviews every five years to ensure that the policy framework remains in line with the evolving trends at the national and international levels. This initiative gained momentum with the launch of the National Skill India Mission in 2015, which aimed to address the fragmented approach of previous skill development programs. The renewed Skill India Initiative introduced a comprehensive framework to enhance skill development accompanied by the implementation of the National Policy on Skill Development and Entrepreneurship, 2015.

Objectives of National Policy on Skill Development and Entrepreneurship, 2015

  • The National Skill Development Policy aims to empower individuals by enabling lifelong learning and competency accumulation.
  • It seeks to make vocational training aspirational for youth and emphasize the productivity of a skilled workforce for employers.
  • The policy focuses on integrating skill training with formal education , ensuring quality outcomes that enhance employability and productivity.
  • It prioritizes the expansion of training infrastructure and trainers, aligning skill supply with industry needs, and implementing an information system for matching supply and demand.
  • The policy promotes national standards, quality assurance, and leveraging technology for scalability and accessibility.
  • It emphasizes on-the-job training and addresses the skill development needs of disadvantaged groups.
  • It also encourages women's participation in the workforce and emphasizes stakeholder commitment and coordination for effective implementation.

Skill India Mission

The Skill India Mission is a flagship program implemented by the Ministry of Skill Development and Entrepreneurship (MSDE) with the aim of empowering the country's youth by providing them with skills and training to enhance their employability. The Mission has a central body to oversee its objectives which consists of a Governing Council, a Steering Committee, and a Mission Directorate. The Mission Directorate is backed by three additional institutions. The National Skill Development Agency (NSDA) concentrates on ensuring quality and conducting policy research in the field of skills. The National Skill Development Corporation (NSDC) is a public-private partnership (PPP) organisation responsible for enhancing capacity and providing support to private training partners. The Directorate General of Training (DGT) is entrusted with the implementation of training and apprenticeship programs.

Initiatives under the Skill India Mission

The Skill India Mission comprises several key components that address different skill development aspects.

1. Pradhan Mantri Kaushal Vikas Yojana ( PMKVY ) is one of the flagship programs under this initiative, which provides short-term skill training and certification to youth across various sectors through vocational training centres like ITIs. Under this scheme, the government covers the entire cost of training and assessment fees. The aim is to make skill development accessible and affordable for a large number of Indian youths across various socio-economic backgrounds.

Sector Skill Councils (SSC) are autonomous industry-led bodies established by NSDC. These councils play a crucial role in developing occupational standards, qualification bodies, and competency frameworks. They conduct various programs such as Train the Trainer Programs, skill gap studies, and assessments to certify trainees. Currently, there are 37 operational Sector Skill Councils, each governed by a Governing Council consisting of over 600 corporate representatives.

Recognition of Prior Learning ( RPL ) is one of the key components of PMKVY that allows individuals with prior learning experience or skills to undergo an assessment and receive certification for their existing knowledge and competencies. This helps in recognizing and giving value to the skills individuals have acquired through informal means or on-the-job training.

National Skills Qualifications Framework (NSQF) is a system that categorizes qualifications based on levels of skills and knowledge. It is managed by the National Skill Development Agency (NSDA) and implemented through the National Skills Qualifications Committee (NSQC). The NSQC approves National Occupational Standards (NOSs) and Qualification Packs (QPs), sets accreditation norms, addresses the needs of disadvantaged groups, resolves disputes, and aligns NSQF with international qualification frameworks. NSQF ensures quality assurance in skill development. Similar qualification frameworks are being adopted by many countries worldwide. NSQF facilitates global mobility and provides progression pathways to the Indian workforce.

2. UDAAN is a special initiative designed for Jammu & Kashmir, implemented through a partnership between Indian corporates, the Ministry of Home Affairs , and NSDC. The program's objective is to provide skills training and improve the employability of unemployed youth in the region. UDAAN has two main goals: exposing unemployed graduates to the best of Corporate India and providing Corporate India with access to the talented pool of individuals in the state.

3. Skills Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) SANKALP is a scheme supported by a World Bank loan, with the current agreement between the Government of India and the World Bank amounting to Rs. 1650 Crore. The disbursement of funds from the World Bank to the Government of India is based on the fulfilment of agreed Disbursement Linked Indicators (DLIs). The objective of SANKALP includes strengthening institutional mechanisms at the national and state levels, developing a skilled pool of trainers and assessors, and providing skill training opportunities to disadvantaged sections of society.

Impacts and Achievements of the Skill India Mission

  • According to the NSDC’s annual report 2019-20, 2.5 Crore individuals received skill training during 2009-2020 through training under NSDC partnerships, certification under PMKVY and training under Pradhan Mantri Kaushal Kendra (PMKK) established in every district of the country.
  • The latest data on the PMKVY website shows that so far 1.37 Crore candidates have been trained and more than 1.1 Crore candidates have been certified under the program.
  • Currently, PMKVY 4.0, the 4th edition of the program is running in the country. As per the latest information available on the MSDE’s website, Pradhan Mantri National Apprenticeship Melas (PMNAM) are being organised starting this year from the month of May in many districts with the aim to present the local youths with diverse apprenticeship training opportunities offered by local businesses and organizations.
  • Approval has been granted to 116 Government Industrial Training Institutes (ITIs) to offer courses on operating drones, utilizing modern technology, to enhance the capabilities of these training centres.
  • To promote participation in short-term training programs in the Northeastern states and Left-Wing Extremism (LWE) affected areas, candidates were provided with 100% boarding and lodging facilities. Leading academic institutions and universities were enlisted to organize skill development programs in these regions.
  • MSDE in collaboration with NSDC, DGT, and other implementing organizations, has been working in coordination with the Ministry of External Affairs (MEA) to enable the deployment of skilled Indian workers abroad. So far G2G and B2B MoUs /Agreements with more than 11 countries such as Australia, Belarus, China, and Japan have been signed in this regard.
  • India achieved the 11th position in the WorldSkills Competition 2022 (WSC 2022), an improvement from its 13th position in 2019. This achievement highlights the increased awareness among youth, trainers, and other stakeholders in the skill ecosystem regarding participation and developing a passion for skills and striving for excellence through such competitions.
  • The Ministry of Skill Development & Entrepreneurship has implemented specialized skill development initiatives in collaboration with the Armed Forces, including the Navy, Army, Air Force, and CRPF jawans.

Challenges in the Skill Development Landscape

  • Social and traditional biases: The perception that working with one's hands is inferior hinders the acceptance and promotion of skill-based work. Such biases, stemming from historical norms and societal behaviour, need to be addressed in order to create a more inclusive environment for skill development.
  • Lack of economic incentives: Many industries, particularly micro, small, and medium enterprises, tend to treat skilled and unskilled workers equally, disregarding the value of skill development. This diminishes the economic incentive for individuals to acquire and showcase their skills.
  • A mismatch between training and industry requirements: Vocational training programs often fail to align with the specific needs of industries. This results in a paradoxical situation where unemployment persists alongside a shortage of skilled workers for essential tasks such as infrastructure development, manufacturing, and other industries.
  • Limitations of grant-based free training programs: While grant-based free training programs are necessary, they have limitations in terms of quality and employability. Students may not value the training if it is provided for free, and training providers may prioritize quantity over quality. It is crucial to link employability and focus on the quality of training while providing financial support.
  • Shortage of qualified trainers: The availability of skilled trainers is a significant concern. There is a lack of emphasis on developing trainer training programs and defining career progression pathways for trainers, leading to a shortage of qualified professionals in the field.

Criticism of the Skill India Initiative

Criticism of the Skill India Initiative mainly revolves around the effectiveness of skill training programs and the need for continuous evaluation and impact assessment. It is crucial to assess the outcomes and impact of the training provided to ensure that the skills acquired are translating into meaningful employment opportunities. Regular monitoring and evaluation mechanisms need to be in place to identify gaps and areas for improvement.

The successful implementation of the Skill India Initiative requires addressing the challenges of program execution, ensuring adequate infrastructure , and scaling up the training programs to reach a larger section of the population.

Success Stories

Preeti A Hinge, a former homemaker, is fulfilling her dream of owning a furniture store in Gondbori, Nagpur. Through skill training provided by the National Institute for Entrepreneurship and Small Business Development (NIESBUD), an autonomous body of MSDE and her determination, she acquired the necessary business skills and embarked on her entrepreneurial journey with the support of her family.

Kavi, from Udham Singh Nagar, Uttarakhand and his family faced financial hardships after his father while working as a painter met with an accident and lost his ability to walk. After struggling to find a job due to a lack of skills, Kavi enrolled in a sewing machine operator course at PMKK. Despite societal norms, Kavi embraced the skill and discovered his passion for sewing. With determination and hard work, he established his own sewing shop, escaping the cycle of poverty.

Like Preeti and Kavi numerous success stories, demonstrate the positive impact on individuals who have undergone skill training under the Skill India Mission and have been able to secure better jobs and improve their livelihoods. Industries and sectors such as information technology, healthcare, hospitality, and manufacturing have experienced positive changes due to the availability of a skilled workforce. Case studies of these industries showcase how skill training has resulted in increased efficiency, improved product quality, and enhanced competitiveness.

Santosh More, a young man from Raigad’s Sudhagad taluka, used to work as a daily wage worker on the farms in his village, earning less than Rs300 a day. When the demand arose, he would manage to find work as a labourer at construction sites and make approximately the same amount. When Santosh learnt of a skilling mobilisation meeting in his village (supported by Swades), he opted for a certified course in masonry. Today, he makes Rs800 a day and, perhaps as importantly, is a far more confident person.

With 254 million people between the age of 15-24 (UNPF State of the world population report, ‘23), many young men and women like Santosh can benefit from skilling programmes to pursue a dignified and fulfilling life. Often referred to as the ‘demographic dividend’, India’s youth can hugely contribute to India’s growth story—provided they are equipped with the right set of skills and training. Here’s why investing in skilled agents of change promises to bridge multiple gaps, creating a healthy, flourishing market and society.

Addresses the skill deficit

It is a fact that societies with higher skilled workforce adapt more effectively to changing economic landscapes and opportunities in job markets. Before the launch of the Skill India Mission in 2015, 4.7 percent of the workforce in India was formally skilled or trained compared to 52 percent in the US, 80 percent in Japan, and 96 percent in South Korea (National Policy for Skill Development and Entrepreneurship report).

The India Skills Report 2020 highlights that the youth employment rate has remained stagnant for the past three years. According to UNICEF and the Education Commission, more than 50 percent of Indian youth are off track and do not have the education and skills necessary for employment by 2030. The Covid-19 pandemic has made matters worse. The Pradhan Mantri Kaushal Vikas Yojana, Skill India Mission and so on are strides in the right direction to bring our youth up to speed. However, the mere size of the lacuna in the space offers much opportunity to civil institutions, corporates and governments to complement the efforts further.

Eliminates lack of education as a barrier

Education, as we all know, is a facilitator for a better life. However, in a country like India and many other developing countries, it is a privilege, often not accorded to many underserved communities. According to the data shared by the Ministry of Education (2023), the literacy rate in rural India is 67.77 percent compared to 84 percent in urban India. Skilling programs democratise opportunity and build aspiration by empowering the workforce—educated or not. It requires no existing large capital or prior training—only genuine curiosity and the willingness to learn. It offers a quicker return on investment, enabling youth to secure a job within months of training—helping them recover costs that they may have incurred for the training. In the case of a self-employment trade, one can expect prompter income augmentation post-training.

From masonry to plumbing and even accounting or data entry operation, one is free to choose the stream that appeals most to them. Besides, the programs instil soft skills, communication skills and above all, the confidence to face the future.

Curbs forced migration

Often in the case of rural youth, the migration to close-by metros is driven not by opportunity but by a fascination for the big city. This aspiration is not always backed by the right training. When young men and women land up in the big city without the necessary training, they end up in menial jobs, not necessarily building up to a sustainable career.

Often the move is forced because of the lack of a dignified alternative in the village. Skilling rural youth could curb forced migration and promote healthy migration—where one moves to pursue a better life. In my experience, youth that have successfully made a life in the village have invariably gone on to either inspire—if not employ—other local youth, thereby acting as local heroes that positively impact a generation.

Nurtures a healthy work environment

The informal sectors are the largest employment generators in India. Hence a majority of the workforce in the sector is also informally trained or self-taught. A formal skilling program offers youth proper placements and thus benefits, fairer wages, job security, the opportunity to branch out as an entrepreneur and so on. Even in the informal sector, they help them command a more equitable wage.

India, as an economy, is poised for growth. To nurture a dream of creating an equitable economy with fair and dignified livelihoods for all, it must begin with empowering our rural and urban youth or agents of change that can drive the transition—investing in skilling is one great way of doing just that.

Market-driven skill development initiatives are essential in India as a large segment of its educated workforce is unemployed or unemployable, with little or no job skills. The “Skill India Mission” aims at endowing the youth with skills that can increase their employability and productivity in jobs. The success of the Mission depends on State-level initiatives in tandem with the Mission. This paper analyzes the impact of job offers extended to the youth of Jharkhand State as an outcome of State-level skill development initiatives. Its broad objective is to assist the Government in the delivery of skill-based training programs.

Design/methodology/approach

Data were collected through a structured questionnaire administered across various districts of Jharkhand to capture the perceptions of trainees and training centers. The final sample of 498 had attended training in apparel, retail, security, automotive, food and beverage service, IT/ITES, electronics and construction.

Statistical analysis reveals a significant increase in the economic status of trainees after joining jobs. Other findings include apathy toward migration, a mismatch between skills gained and jobs, and a dearth of qualified trainers.

Practical implications

The authors recommend counseling and attitudinal restructuring of the youth, designing multi-skill training programs and promoting entrepreneurial spirit. The authors also propose a stakeholder-based approach for curriculum development to fill the demand–supply gap of training and ensure better trainee retention. The Government could benefit by focusing the skilling programs on the career adaptability of trainees. Skill development and vocational education and training may not operate in silos. Training programs could be planned to be conducted jointly through ITIs and State-level training institutions under the Skill India Mission.

Originality/value

This research could increase the effectiveness of skill development initiatives across India, thereby improving the socioeconomic status of the youth thus trained. The authors emphasize developing a people-centric perspective in skilling, shifting attention from the existing industry-driven approach, to strike a balance between the demand and supply sides. This perspective can optimize skill development initiatives by reducing the gap between employment demand and skill development.

Youth  is  the  backbone  of  a  country.  Youth  can  play  an  important role  in  building  a   strong  and  united  India.  Unfortunately, for decades, since independence, youth  have  felt  neglected, disillusioned  and  rudderless.  They need  a  sense  of  direction, involvement  and  responsibility.  The  youth  power  should  be harnessed  to  tackle  the  age-old  social  evils  and  other  problems facing  the  country.  Now  that  the  voting  age  has  been  lowered to  18,  youth  can  play  a  critical  role  in  the  coming  years  to transform  the  hopes  and  aspirations  of  the  nation  into  a  reality. They  should  act  judiciously.  They  should  not  become  pawns  in the  hands  of  politicians.  Thus  in   India  of  tomorrow,  youth  is assured  of  a  decisive  role  in  the  task  of  nation-building  even though  indirectly.

Youth  in  any  country  form  its  backbone.  It  is  on  youths  shoulders  that the  responsibility  for  change,  progress  and  innovations  lies.  Youth  are  starry eyed,  full  of  idealism  and  bubbling  with  energy  to  honestly  fight  for  a cause.  Every  age  suffers  from  the  conservation  of  its  elders.  It  is  the  youth only  who  have  the  necessary  courage  and  initiative  to  break  out  the  taboos and  crippling  practices.  Mao-tse  Tung  of  China  realised  this  latent  power and  dedication  of  the  youth  of  his  country.  He,  therefore,  entrusted  them with  the  Cultural  Revolution—a  movement  intended   to  weed  out  the deadwood  in  the  party,  who  stood  for  status  quo.  Again  in  our  own. country,  our  youth  played  a  significant  role  in  the  freedom   struggle  and made  considerable  sacrifices.

But,  unfortunately,  since  the  attainment  of  Independence,  the  youth  in  the country  have  been going  adrift. They have  not  been  associated  with the contemporary  national  problems.  They have  not  been  assimilated  in  the mainstream  of  national  life.  The  youth   feel  alienated  and,  therefore to  a certain  extent,  frustrated.  Unless  there  are  worthy  causes  or  challenging problems  to  give  our  youth  a  chance  to  show  their  mettle,  there   is  bound to  be  a  sense  of  directionlessness  and  dissatisfaction.  And  the  youth India  for  decades  has  felt  neglected.  Consequently  their  energies  and  stamina are  getting  misdirected  into  negative  thinking  and  destructive  activities. Partly  the  leadership  of  the  country  is  responsible  for  this  state  of  affairs vis-a-vis  the  youth.

If  one  surveys  the  national  scene  today  and  studies  the  structure—social, economic  and  religious—of  Indian  society,  one  can  easily  earmark  the fields  and  problems  which  need  youths  dynamism  and  dedication. Mahatma  Gandhi  and  Jawaharlal  Nehru  dreamt  of  a  beautiful,  united and  strong  India.  The  youth  of  today.  can  play   a  sterling  role  in  the realization  of  this  dream.  Not  only  will  the  youth  lend  a  helping  hand  in tackling  the  ills  affecting  the  country,  but  also  they  will  not  feel  bitter and  alienated,

We  are  well  aware  of  the  extensive  damage  that  is  being  done  to  the fabric  of  our  national  structure  by  parochial  thinking  along  caste  and communal  lines.  It  is  time,  we  shed  our  partisan  prejudices  and  worked jointly  for  the  progress  of  the  county.  It  is  time  a  concerted  effort  was made  to  rid  our  national  life  of  caste  and  communal  strife,  so  that  there could  be  a  homogeneous,  peaceful  and  progressive India.  And  no  other section  of  society  is  more  suited  for  this  onerous  task  than  the  youth. ,They  can,  with  their  liberal  outlook,  decide  to shed  casteism  and  communal  bias  and  propagate  this  thinking  among.  others  also.  They  can  go  in  for inter-caste  and  inter-community  marriages  and  thus  create  fellow-feeling among  different  sets  of  people.  They  can  also  decide  to  drop  their  caste-reflecting  surnames.  This  will  enable  them  to  carve  out  their  own  individual identities  rather  than  falling  hack  upon  the  goodwill  of  the  caste.

Another  important  task  that  the  youth  can  successfully  undertake  is  to eliminate  the  curse  of  dowry.  Dowry  is  responsible  for  a  large  number  of  deaths  of  innocent  married  girls  and  harassment  of  the  parents  of  the marriageable  daughters.  The  birth  of  a  daughter  in  Indian  society  is  an unwelcome  event.  It  generates  gloom  and  despair  among  the  parents  simply because  of  the  large  dowry  which  will  be required  for   marrying  the  girl. The  youth—both  boys  and  girls—can  take  a  pledge  not  to  give  and  accept dowry.  Also  they  can  force  their  parents  to  stop  this  desirable  practice.  This  problem  directly  concerns  the  youth  themselves.  Therefore,  they  can easily  tight  it  and  save  lives  from  being  lost.  The  youth  in  the  cities  can get  in  touch  with  the  youth  in  the  rural,  areas  and  educate them with a view  to  creating  a  mass  movement  for the  abolition  of  dowry. Where legal  sanctions  against  dowry   have  nearly  failed,  this  social  movement  by the  youth  will  prove  effective.

Another  nagging  problem  that  India  faces  today  is  that of population explosion. According to the 1991  census,  India’s  population  was 84.63 crores.  In  a  country,  where  every  minute  a  child  is  born,  all planning  is bound  to  come  to  nought.  All  economic  progress  is  certain  to  be  nullified by  the  increase  in  the population.  With  ever  increasing  mouths  to  feed, the  government’s  efforts  to  strengthen  the  economic  situation  have  yielded poor  results.  Inflation has become  a  chrome  feature.  The  masses  of  pool people  have  been  reeling  under  the  impact  of  rising  prices.  Government has  no  doubt  initiated  several  measures  to  curb  population.  However,  this again  is  a:problem  which  requires  mass-education  about  the.  ill-effects  of large  families  on  the  nation,  on  the  family  as  a  unit,  and  even  on  the health  of  the  mother  and  on  the  future  of  children.  It  is  again  the  youth  of the  country  who  can  be  of  tremendous  help  in  solving  this  nearly unsurmountabl  problem.  First,  they  themselves  should  resolve  to  limit their  own  families  when  they  get  married.  The  youth  can  organise  camps in  the  rural  areas  with  a  view  to  educating  them  about  the  benefits  of small  families.  The  village  folk  are  generally  suspicious  of  government officials,  nurses  and  doctors.  If  a  ground  has  been  prepared,  then  the  family planning  officials  will  meet  with  better  success,  as  they  will  get  the villagers  Cooperation.

Our  is  a  developing  nation.  Our  resources  are  limited.  Crores  of  rupees  are being  spent  by  the government  on  literacy  programmes ,  like  adult  education. Still the literacy  rate  remains  pretty  low.  The  educated  youth,  particularly the  students,  should  come  forward  during  the  holidays,  and  visit  villages to  teach  the  villagers.  They  can  teach  them  elementary  reading  and  writing They  can  also  educate  them  about  the  laws  of  hygiene  and  need  for cleanliness,  and  harmful  effects  of  drinking  and  tobacco  chewing.

Widespread  corruption  is  another  problem  which  can  be  tackled  by  the youth.  They  should  organize  themselves  and  form  anti-corruption  cells (independent  of  government  control)  and  take  up  particular  cases. corruption  and  expose  the  guilty both  politicians  and  public  servants.  They, have  the  required  boldness .They  have  the  sincerity  of  purpose  to  unravel Corrupt  deals  and  officials  and  put  them  to  shame.  This  will  prevent  people from indulging  in  corrupt  practices.

Of  late,  the  government  has  become  conscious  of  the  need  to  tap  the youth-power  The  youth  are  being  associated  with  the  political  and  social, activities  more  actively.  It  is  essential  that  the  Young  and  dynamic  youth should  be  given  ample  -opportunities  to  participate  in  the  task  of  nation building. The  should  follow  the  footsteps  of  youth  leaders  like  late  Sanjay Gandhi  and  Rajiv  Gandhi  who  started  their  political  career  with  Indian Youth  Congress (IYC).

With  the  lowering  Of  the  voting  age  to  18,  the  young  have  suddenly  become political important.  The new voters can decisively tilt the political scales at a general election. Realising this, all the political parties are trying to involve more youth in their political agenda. It depends on the youth not to become pawn in the hands of politicians, but to be judicious. The youth should cast their vote after weighing all the pros and cons. Undoubtedly, in the India of tomorrow the young are going to play a decisive role in choosing their leaders. It is a big responsibility and it will involve the in the task of national reconstruction. Hence, the youth is going to play a crucial role in the coming years to translate the hopes and aspirations of the nations into reality.

Youth are the valuable human resource of every country. They constitute about one-third. of the total population of India. During the freedom struggle, the youth of our country played a significant role. But after independence,’ they have become inactive. There is a generation gap between the old -and the young. Most of the youth are misdirected. They should be guided and their energies should be utilized for the progress of the nation. India today is burdened with many social, political and economic problems. The youth can-come forward and check them, and work for the betterment of the nation. The youth can also provide relief to afflicted persons during natural calamities. By performing a constructive role, the youth can make India preposterous in every field.

Youth constitute about 34% of the total population of India. The youth today have often been misunderstood by the elders. There has always been a struggle between tradition and modernity. The elders consider the youth to be immature and inexperienced. The widening generation gap has made them feel alienated. The growing population has complicated the problem of unemployment. Reservations and nepotism have further complicated the problems of unemployment. Schools and colleges do not groom them for a bright future. All these factors have frustrated the youth.

Students constitute majority of the youth. They indulge in acts of indiscipline in different schools, colleges and universities. Thus, their energies are being misused for destructive purposes. They hold rallies and resort to strikes, etc. They go to the extent of taking law into their own hands. They lack proper guidance and good leadership. They should be guided so that they use their energies for concrete purposes.

The students alone cannot be blamed for this. Political leaders exploit student power for their own political ends. If there is good leadership, students’ power can be utilized for bringing about social, economic and political reforms.

India today is facing many problems in the social and economic sphere. Corruptions, increasing population, illiteracy rate, social evils etc. are some of the burning problems. The youth should take an active part to solve these problems, which have delayed the progress of the country.

The population of India has crossed the one billion mark. This has hindered the progress of the country. Though various programmes and reforms have been implemented yet they didn’t bring any positive effects. Family planning programmes have not been totally accepted by the people. Youth organisations should take up the responsibility of educating the poor about the benefits of family planning. Illiteracy is another burning problem in our country. The youth should encourage the illiterate parents to send their children to school. They should initiate steps to teach the illiterate people. They could give them elementary education. They should also educate them about the need for cleanliness.

One of the worst social problems faced by India is the evil of dowry. The youth should come forward and fight against this practice. They should not come under the pressure of their parents to demand, give or accept dowry.

Services of youth can he taken for national integration. The youth should fight against communalism, casteism, linguism, regionalism, etc. The youth should play a responsible role for the betterment of the country. By performing a constructive role, the youth can bring prosperity in India.

India’s population is more than 100 crores, out of which 40% are in the age group of 15 and 30. They form a huge reservoir of energy and cream of the country. Wisdom and discretion are not the monopoly of the elders alone. The young men and women are also intelligent and wise and much of a nation’s progress and future depend upon them. According to Samuel Johnson, “Young men have more virtue than old men; they have more generous sentiments in every respect.” And in the words of Lord Byron:

The days of our youth are the days

of our glory;

And the myrtle and ivy of sweet

Young people are full of abundant energy, courage, spirit for adventure, imagination, hope and ambition. These can be very well used in constructive and developmental activities. These should not be allowed either to go waste or used for destructive purposes. The young men and women of India should be fully involved in the creative work of nation-building and reconstruction. The younger generation, which is more generous, flexible, sensitive and dynamic, can do wonders if properly guided and motivated. It is with the help of the young men and women of China that Mao Tsetung, the chairman of the People’s Republic of China (1949-59) and of the Chinese Communist Party, effected the great Cultural Revolution which transformed the whole of China into one of the great political and military powers of the world. Mao was well aware of the power, exuberance, spontaneity, ebullience and unlimited energy of the youth and used these to great advantage for himself and China. Besides China, there are many other countries like France and Indonesia, etc. where the youth has helped in changing the course of history in more ways than one.

It is easy to blame the youth of India for impatience, indiscipline, irreverence for the elders, authority and social customs. But all these reflect one-sidedness and lack of proper understanding on the part of the eiders and grown-ups. No doubt the youth of modern India has its own limitations and problems, etc. but these can be removed or decreased to a great extent by sympathy, understanding and appreciation. If the youth of India have any shortcomings and faults, the elders are to blame because the former mirror the latter.

Proper orientation and positive steps are needed to engage the youth of the country in nation-building activities. Their zeal, enthusiasm and energy need to be channelised in developmental activities and social reconstruction. The Indian youth, full of inexhaustible power, is always eager to do something positive, constructive and appreciable for the society and the nation.

In order to harness the youth-power of the country, a National Youth Policy has been framed to instill in the youth a deep awareness of national ideals of secularism, non-violence, integration and our ancient historical and cultural heritage. It also aims at developing qualities of discipline, self-reliance, leadership, justice, fair play, sporting spirit and scientific temper so as to enable them to combat superstitions, obscurantism and other numerous social ills and evils.

With the above objectives in view, adventure institutions, cultural centres, Yuvak Kendras, and sports centres, etc. have been established in various important cities and towns of the country. For example, Indian Mountaineering Foundation, New Delhi and National Adventure Foundation are two important institutions for promotion of adventure. These provide training facilities and financial assistance for undertaking mountaineering, biking, trekking, expeditions, explorations, cycle-tours, etc. to promote a feeling of oneness and unity. The young men and women from one part of the country exchange visits with their counterparts from other parts. It helps them to familiarize themselves with different environments, lifestyles and social customs.

Then there is the National Service Scheme (NSS). Its main objective is to involve the college and +2 level students on a voluntary and selective basis in the programme of social service and national development. Started in 1969, now it is being implemented in all the states and union territories and covers over 5,000 colleges. Under this scheme, rural and slum reconstruction, repair of roads and school-buildings, village ponds, tanks, tree plantation, conservation of environment, health and family welfare, and adult and women education, etc. are undertaken. NSS students also help local authorities in implementing various relief and rehabilitation programmes. At times of natural calamities, like floods, droughts, famines and earthquakes, NSS students and volunteers play a very important, positive and constructive role.

There are special schemes for the tribal youth to give them vocational training and to update their skills to help them in self-employment. There are youth hostels strewn all over the country to promote travel among young men and women, by providing cheap accommodation when on educational tours and excursions to historical and cultural places. The Nehru YuvakKendras, about 446 in number and spread all over the country, serve non-students and rural youth to improve their personality and employment capability. Under the international scouting and guiding movement, the Bharat Scouts and Guides and All India Boys Scouts Association are inculcating in the Indian youth a spirit of loyalty, patriotism and thoughtfulness for others.

But still more and vigorous efforts are needed to solve the problems of the youth. They are a frustrated lot for want of proper employment opportunities. Our education system does not take note of their requirements and, therefore, fails to prepare them well for life and career. The red-tapism, nepotism, caste considerations and favouritism further add to their problems and frustration. For want of proper leadership and ideals, they suffer from lack of direction, purpose and decisiveness. The task of tackling these and other problems of the youth is difficult and challenging but not impossible. It is the duty of the government, voluntary agencies, corporate world and the society to see that youth-power is properly harnessed, that young men and women are properly educated and trained and subsequently satisfactorily employed. The advanced and developed countries have been investing heavily for the last many decades in schemes and programmes related to the training, education, orientation and welfare of their youth.

With the passage of time, the number of young people in India is likely to increase and so it becomes imperative that more effective ways and means are found to use their vast energy in economic reconstruction and social regeneration activities. Perhaps, one of the best ways can be their greater involvement in welfare schemes, community development programmes and nation-building activities so as to generate in them a sense of purpose, pride, self-confidence and relevance. It is only by such means and efforts that the young people in India can be given the much needed self-confidence and a sense of fulfillment and belonging. They can be inspired to work in the slums, villages and hamlets in their spare time. They can be urged to adopt families, villages or clusters of houses to improve sanitation, education, social awareness, economic condition and skills of the people residing in them.

Youth skilling

According to a data published in the Make In India achievement report , it is estimated that in the next 20 years, the labour force in the industrialized world is expected to decline by 4 percent, while in India it will increase by 32 percent. 

India is at an important juncture in the stage of the world economy. It has all the potential to become the third-largest economy of the world by 2030 . Today more than 54 percent of the total population is below 25 years of age. However, statistics also show that only 2 percent of the employable population has skills development training which means there is a huge scope for skilling the youth of India.  

What is a skill and what do we mean by skilling?

Before we start discussing skilling, let’s understand what is a skill. A skill is an acquired capacity that can be achieved through enrolling in a skill development program or vocational training. The process of acquiring a skill through active learning is called skilling. A skill can be technical, interpersonal or cognitive. Sometimes, skilling is also a natural behavioral strength. For example, it is not uncommon to see a son of a farmer take up on farming because that is what he has seen while growing up. For him, it is only natural to take on farming as his profession. Here we can consider two perspectives – (i) the son of a farmer becomes a farmer, follows the same method of farming, yield the same variety of crops and go to the same market to sell his crop and earn the same profitability. Perspective (ii) – the son of a farmer becomes a farmer, goes to vocational training in farming and learns all the modern farming methods. He adapts them and earns better profitability. That’s the power of skilling. 

Skilling the youth – The challenges

1.    In the coming days, most of the work opportunities will be in highly skilled segment. Unfortunately, India lacks such high-level skilled workforce . The proportion of formally skilled workers in India is extremely low, at 4.69% of total workforce, compared to 24% in China, 52% in the US, 68% in the UK, 75% in Germany, 80% in Japan and 96% in South Korea.

2.  There are some serious challenges with Indian high education system. From a shortage of trained faculty to infrastructure to the course curriculum, there is certainly a huge gap to build a highly-skilled workforce.

3.  The primary education in India is not so strong and like it or not, a solid primary education is mandatory to lay the foundation of a skilled workforce.

Skilling the youth – The positives

Thankfully, the challenges are identified already by our government and many steps are being already initiated by the Government of India to transfer the workforce into a skilled workforce. This is particularly applicable for members of the lower-income strata including the unorganized working class like daily wage workers. Some of the measures that have been taken by the government already are skill-specific and aimed towards developing a skilled workforce in the coming years. Leveraging these programs, youth can earn decent and secure employment opportunities. The government initiative – National Skill Development Corporation (NSDC) has a goal to upskill 500 million Indian youth by 2022 . The famous Make in India initiative is also aimed to develop specific work skills among the Indian youth leading to job creation and employment opportunities in the coming days. The government has also set up a Ministry of skill development and entrepreneurship to enhance the skills of the youth and set more entrepreneurship opportunities. The Pradhan Mantri Kaushal Vikas is the key program under the ministry that focuses on youths to take up skill-based training. Some of the well-known skilling programs initiated by the government include the National Apprenticeship Training Scheme, Deen Dayal Upadhyaya Grameen Kaushal Yojana, National Urban Livelihoods Mission, and the National Rural Livelihoods Mission.

Things to consider before hopping on a skilling program

So, now that you have made up your mind on upskilling yourself, here are few things to consider.

  • Are you interested to build a career in your chosen skill? Or you are just exploring because you think it is the “coolest” thing to learn?
  • Does the industry give a damn to the skill?
  • What other skills do you need to have to get an edge over the competition?
  • Is it going to stay relevant for the years to come or will it become obsolete soon?
  • Once you have sorted all these questions, you are good to go ahead skilling yourself.

The need of the hour

While some measures are being taken for skilling the youth of India at different levels, there is no doubt that more such initiatives are needed to close India’s skill deficit. Starting from different policies and strategies to overhauling the education system, we need to think ahead of our time to create more job opportunities for the youth. More focus should be laid on career guidance, life-skills, technical skills, vocational training, and training schemes – both in government and private sectors.

Essay on Skill India Mission – Today, India is on the cusp of demographic dividend. Demographic dividend or advantage occurs when a country’s working-age population is higher than the dependent population. Thus the number of youth is higher than the number of children and retired people. Many countries have reaped the benefits of having a large pool of a young population. Their economies grew at a faster rate. But rapid growth cannot be achieved with the population advantage alone. We need economic reforms and should motivate people to reach higher, come up with innovative ideas, and take bold decisions. With this perspective, the government of India launched the Skill India mission on 15 July 2015.

Objectives of Skill India mission:

  • We are struggling with the academia-industry gap for years now. Though the number of colleges has mushroomed, students are not job-ready. They lack the skills that the workplace requires. The Skill India campaign aims to train over 40 crore people in different skills by 2022.
  • The program not only wishes for employment but also strives to broaden the mindset of the youth. For actual progress, we need good entrepreneurs and scientists too.
  • It also has provisions for the economic empowerment of the underprivileged youth such as skill loan scheme and aims to mitigate poverty.
  • Through Skill India mission, the government wants the youth to meet both local demand and rank well on a global scale. For this, we have entered into partnerships with foreign countries and global companies.

Initiatives and schemes under the Skill India mission:

  • The National Skill Development Corporation India (NSDC)  was set up. It is a Public-Private Partnership Company. It provides vocational training, capital grants, and industrial counseling. Thus the youth can directly contact the industry people to learn and seek solutions.
  • Pradhan Mantri Kaushal Vikas Yojana ( PMKVY ): Under the PMKVY scheme, various types of short term trainings are provided to unemployed youth. They are certified and also have placement opportunities.
  • Deen Dayal Upadhyaya Grameen Kaushalya Yojana: This is an employment scheme meant exclusively for the poor rural youth. This is a crucial program as we have about 55 million youths from low-income families in rural India.
  • Green Skill Development Programme: It offers courses in green skills. Green skills are those skills that help in preserving the environment and also vie for a sustainable future. Practical sessions on biodiversity conservation, waste management, natural resource utilization, handicrafts business, etc., are covered under this program.

There are many other initiatives like craftsmen training scheme, apprenticeship training, skill development for minorities, financial assistance for people with disabilities, etc.

Progress of Skill India mission

As per the Press Information Bureau, more than one crore youth have joined the program and are benefitting from it. The government has signed Memorandums of Cooperation (MoCs) with countries like Japan, Russia, and the U.K. India participated in World Skill competitions and won various accolades. However, according to many economists and the industrial data, joblessness is on the rise. Though the number of people who acquired skills increased manifolds, only a few of them (around 30%) could get jobs. It implies that the government has to focus on job creation urgently. There are also reports that the schemes are ridden with scams, and the agents have created several fake beneficiaries. We can conclude that the schemes are excellent and very much required. But we need a central mechanism to monitor their implementation and track the outcomes.

Skills and knowledge are the driving forces of economic growth and social development for any country. Countries with higher and better levels of skills adjust more effectively to the challenges and opportunities of world of work. As India moves progressively towards becoming a ‘knowledge economy’ it becomes increasingly important that the country should focus on advancement of skills and these skills have to be relevant to the emerging economic environment.

Skill Development Landscape in India

India is one of the few countries in the world where the working age population will be far in excess of those dependent on them and as per the World Bank, this will continue for at least three decades till 2040. This has increasingly been recognized as a potential source of significant strength for the national economy, provided we are able to equip and continuously upgrade the skills of the population in the working age group.

If India wants to become a manufacturing-hub, given its requirement for employment generation to reap the demographic advantage; it must focus on skill development instead of present education system. Since, India’s education system has been skewed in favour of formal education focusing on academics; it has done well in services/tertiary sector. As this sector is the most important recipient of formally educated work-force. Manufacturing processes, on the other hand, does not require academic skills to that extent, for majority of work-force. As a result, the people employed in this sector are either uneducated or unskilled as low-end firms can’t afford college graduates; or they are over-educated and yet unskilled at the task required, in case of firms that can pay. The education required for manufacturing is very basic that enables a person to read and understand instructions and make basic calculations; while the skills actually required vary from painting, welding, polishing, assembling, packaging, and equipment handling, among others. Thus, a complete overhaul of the existing education system is required.

In recognition of these needs, the Government of India has adopted skill development as a national priority over the next 10 years. The Eleventh Five Year Plan detailed a road-map for skill development in India, and favoured the formation of Skill Development Missions, both at the State and National levels. To create such an institutional base for skill development in India at the national level, a ‘Coordinated Action on Skill Development’ with a three-tier institutional structure consisting of the PM’s National Council on Skill Development, the National Skill Development Coordination Board (NSDCB) and the National Skill Development Corporation (NSDC) was created in early 2008.

The main functions of the PM’s National Council on Skill Development are as under

• To lay down overall broad policy objectives, financing, and governance models and strategies relating to skill development. • To review the progress of schemes and guide on mid-course corrections, additions, and closure of parts or whole of any particular programme/scheme. • Coordinate Public Sector / Private Sector Initiatives in a framework of collaborative action.

The NSDCB coordinates the skill development efforts of a large number of Central Ministries/Departments and States. The National Skill Development Corporation (NSDC) is a Public Private Partnership, set up to catalyze the setting-up of large scale, for-profit sustainable vocational institutions in the country, by encouraging private sector participation and providing low-cost funding for training capacity. In addition, it is expected to fund supporting systems such as quality assurance, labor market information systems and train-the-trainer facilities. Thus, the three-tier structure together facilitates implementation of skill development on the ground through three main channels – central ministries, the state governments, and private and public training organizations.

In the Central Government, around 20 Ministries are closely involved in skill development. These ministries mainly operate in one of two ways – through setting up own training capacity in specific sectors (examples of such ministries include Ministry of Labor and Employment, Ministry of Agriculture, and Ministry of Health and Family Welfare, etc) or through providing per-trainee costs of training for specific target populations (examples of such ministries include Ministry of Rural Development, Ministry of Women and Child Development etc).

Most State Governments also have set up State Skill Development Missions as nodal bodies to anchor the skill development agenda in the State. SSDMs are expected to play a significant role in escalating the pace of skilling, through identification of key sectors for skill development in the State, as well as coordinating with Central Ministries and State Line Departments, as well as industry and private training organizations. Each State has adopted a structure of SSDM that best suits the local environment and the State vision for skill development. While some States have elected to form the SSDM as a Society or Corporation under the Chief Secretary or Chief Minister, others have housed it under relevant Departments such as Labour, Human Resource Development, or Planning. Many states are starting to set year-wise targets for skill development, specifying the state budgetary allocation, and complementing Government efforts by encouraging private investment. a) In education system

The current education system does not focus on training young people in employable skills that can provide them with employment opportunities. Today, a large section of India’s labor force has outdated skills. With current and expected economic growth, this challenge is going to only increase further, since more than 75% of new job opportunities are expected to be ‘skill-based.’

Framework for the creation of an efficient education delivery model should include:

• Availability

The capacity of just over four million a year needs to be upgraded substantially in order to meet the targeted skill requirements till 2022. There exist a significant mismatch between the massive populace of unemployed youth and existing vacancies, which leads to low employability quotient of people. It is therefore a critical step to focus on the needs of both learners and the labor market in order to make the requisite kinds of skills available by forging partnerships between public administrators, suppliers of educational services, industry, and civil society. The availability of both physical infrastructure and human resource (teachers) to impart skill-based training forms the basic requirement of a learner, which should be addressed in an effective manner.

• Accessibility

The accessibility of skill-based training faces a huge challenge on account of India’s large geographical territory, difficult terrain and varying social economic conditions. Some of the states have limited access to such training. As a result, the population comprises a large unskilled workforce. Significant disparities exist across states in terms of socio-economic factors such as education levels, income levels, and industrial growth, etc. A significant portion of the population below the poverty line cannot afford even basic amenities, leave aside education and training. It is important that there is a focus on the informal sector, which reaches out to the people and livelihood promotion institutions.

• Adaptability

The economic growth over the years has only brought forth the shortcomings of skill development processes. Learners require a national vocational qualification framework that offers vertical mobility for those pursuing skills and enables learners to shift from skill-based training to academics and vice versa. They need a clear vocational qualification framework for competency standards, affiliation and accreditation. The required framework will integrate skill training with academic standards. A more formalized structure for vocational training will also help elicit greater respect and acceptability for this initiative among the beneficiaries and the society at large.

• Acceptability

The current education system does not lead to trained young people in employable skills who are open to immediate employment opportunities. As a result, there is a need to develop an advanced curriculum framework derived from industry best practices. It is equally critical to use these upcoming and widely used learning approaches to design skill development programs in order to train learners with what is relevant and not obsolete.

b) In industry sector

Many firms provide on-job training to their workers. This may take different forms: one, the workers may be trained in the firm under the supervision of a skilled supervisor; two, the workers may be sent for off-campus training. In both these cases firms incur some expenses. Firms will, thus, insist that the workers should work for a minimum-specific period of time, after their on-the-job training, during which it can recover the benefits of the enhanced productivity owing to the training. But the retention ratio is low thus private and Industry Participation in skill development is lacking. There are no incentives for private players to enter the field of vocational education. Present regulations are very rigid. In-service training is required but not prevalent today. There is no opportunity for continuous skill up-gradation. There is a lack of experienced and qualified teachers to train students on vocational skills.

c) Low women participation

Women participation in vocational education and training is especially low as compared to men. There are a few reasons constraining interest/participation may be social and cultural norms and family responsibilities. Women also tend to become discouraged due to such family and social pressures, especially in rural areas. Therefore, in order to increase enrolments, the combined efforts with local NGOs and Panchayats on informing women and their families on the advantages of vocational education, which may lead to employability, is very important. Specifically, women should be targeted by explaining how inculcating income-generating skills and activities within them would subsequently lead to improving their social and economic status. Thus, there is a need for concerted action in several key areas in order to ensure that skill formation takes place in a demand driven manner. Curriculum for skill development has to be reoriented on a continuing basis to meet the demands of the employers/industry and align it with the available self-employment opportunities. Accreditation and certification system has to be improved. There is a need to establish an institutional mechanism for providing access to information on skill inventory and skill maps on a real time basis. A sectoral-approach is required for the purpose with special emphasis on those sectors that have high employment potential. Standards may be set by the industry-led sector skill councils which must be made effective during the Twelfth Plan, while the accreditation of certification processes should be done by independent, specialised agencies with certification left to the institutions. Skill Development Centres can be established in existing education and training institutions. This would ensure huge saving in cost and time. A system of funding poor people for skill development through direct financial aid or loan also needs to be put in place. Apprenticeship training as another mode for on-job training has to be re-modeled to make it more effective and up-scaled significantly.

Finally vocational education at the school level and vocational training through Industrial Training Institutes (ITIs) and Industrial Training Centres (ITCs) need significant expansion and overhaul. There is an urgent need to revisit the scheme for upgradation of governments ITIs as Centres of Excellence through the PPP to implement it more effectively during the Twelfth Plan. There is a need for establishing flexible learning pathways integrated to schooling on one end and higher education on the other through National Vocational Education Qualification Framework (NVEQF). Public-Private Partnerships in financing, service delivery, and provision of workspaces and training of trainers should be promoted. Employment exchanges can be repositioned as outreach points. There is a need for removal of entry-barriers to private participation, while putting in place an effective regulatory framework for coordinating the network of Private players, as also for monitoring, evaluating, and analyzing outcomes of various programmes. All these issues have received thoughtful consideration during the Eleventh Plan; now operational details have to be worked out and specific initiatives launched during the Twelfth Plan.

The task of skill development has many challenges in India which include

a) Increasing capacity & capability of existing system to ensure equitable access to all. b) Promoting lifelong learning, maintaining quality and relevance, according to changing requirement particularly of emerging knowledge economy. c) Creating effective convergence between school education, various skill development efforts of government and between government and Private Sector initiative. d) Capacity building of institutions for planning, quality assurance and involvement of stake holders. e) Creating institutional mechanism for research development quality assurance, examinations & certification, affiliations and accreditation. f) Increasing participation of stakeholders, mobilizing adequate investment for financing skill development, attaining sustainability by strengthening physical and intellectual resources.
