One of the very few successful programs started by the VA in recent memory is the VA Claims & Evidence Intake Center .  I had a chance to tour the facility a while back, and reported on it to y’all – click here to read about the facility.

Well, there is a NEW tool that will make it easier and faster to get information in to your digital claims file when you fax information in to the “ EIC “.

The form is fairly self-explanatory….fill it out completely to get maximum value from the VA EIC.

BIG CAUTION – MUST READ!!!

Well, it wouldn’t be the VA if a new and useful tool didn’t have a huge screw-up in it.

The fax number is the OLD EIC in Newnan, Georgia, which was closed in 2016.

It “should” get forwarded to the current EIC in Janesville, but if you don’t want to take any chances, fax your submissions to this fax as well:

6 Tips for Using the VA Claims & Evidence Intake Center Fax Coversheet.

Some tips on using this form:

  • This is for CLAIMS documents and evidence only – I am told there is another form coming for APPEALS documents and evidence shortly.
  • If you use an electronic fax service (like efax  for example), then you will get a confirmation fax back from the EIC when your filing is received.  This confirmation will have the Document Control Number on it, which will allow you to verify what the VA received in that fax if there is any question.
  • Regardless of whether you use a fax machine, an efax service, or the Kinkos or public library fax…SAVE YOUR FAX CONFIRMATION SHEET and a copy of what you submitted.  This is how you prove service of this information to the VA if there is ever a question.
  • With this cover sheet, we  are finding that information makes it into your C-File within 3-21 business days, depending on the size – and competence – of the Regional Office downloaded their “digital mail” from the EIC. This is a VAST improvement over snail-mail timelines of the past.
  • The VA tells folks not to submit documents to the EIC by fax AND Certified Mail…and for routine filings and submissions, I agree.  HOWEVER, for really important documents and documents filed within 3 business days of a deadline, I still prefer to have a Certified Mail receipt in addition to the fax confirmation.  That’s just because I don’t trust the VA 100%.
  • The “emergent claims category” of check-boxes are intriguing…some of these are known categories of claims which can be expedited , so if it sounds like it applies, check ALL that apply. Some, however, are not to my knowledge defined in the regulations or   M21-1MR , so it remains to be seen how VA Process will change to handle these “Emergency” Claim categories.  Stay tuned for more.

What do you do if a letter shows up at your door from the VA Evidence Intake Center? Does it mean that you need to submit more evidence or your claim will be revoked?

A letter from the Evidence Intake Center is good news because it shows that the VA is moving along the very slow timeline of VA disability claims. The EIC is a 2014 addition to speed up and refine the VA disability claims process. Read on to learn what to do if you receive a letter from the EIC.

The Evidence Intake Center (EIC) is a VA office in Janesville, Wisconsin, that processes documents related to VA disability compensation. The VA requires veterans to send all paperwork to this centralized office rather than requiring them to send documents to various regional offices (RO). It has sped up the application and appeals process and reduced the handling of paper documents. 

The EIC only handles documents related to disability claims and appeals, so no other VA programs are at this location. 

You can expect to communicate with the Evidence Intake Center a lot, so make sure you pay attention to any mail you get from them. The EIC may send you notices about your case, decisions about your claim, or messages about changes in general VA procedure. Keep in mind that you may also receive important mail from other locations including your VA regional office.

Get a folder or a box and keep every bit of mail you get from the VA and EIC. You’ll want copies of all of those letters even after you’ve received compensation. 

The EIC is part of an effort to make the VA more efficient and eco-friendly by going paperless. EIC employees scan the paperwork and send electronic copies to the staff at your regional office (RO) and the Board of Veterans’ Apeals. 

That means there are digital backups of everything you send to the VA. That will help prevent the loss of military files like the 1973 fire at the National Personnel Records Center in St. Louis in which 16 million veterans’ medical records were lost.

The EIC is responsible for a significant amount of outgoing VA mail–including some notification packets.

Getting a letter from the EIC doesn’t mean good news or bad news. Most of the time it will be a notice that they received a document from you, your VSO, or your VA disability lawyer. While it might seem like a bunch of junk mail, don’t throw it away. Sometimes there is some important and useful information in those repetitive letters. If you work with Woods and Woods, we can look through all of your mail from the VA to find evidence to support your claim.

There is only one EIC. A second facility in Newnan, Georgia, closed in 2016 when the VA centralized the system. Do not send your papers to a VA regional office, it will significantly slow down your disability compensation claim. 

What is the best way to send documents to the VA?

Your goal is to get the best result possible for your claim or appeal. Doing so means submitting the right form and the right evidence (when needed) to the right VA location.

That can be difficult to do on your own. A VA disability lawyer can help you navigate the VA system and make sure you don’t make any mistakes that could negatively affect your claim or appeal.

If you choose not to work with a representative who has VA experience, an important point to remember is to never send the VA any original documents. It’s a good idea to make digital copies and physical copies and to keep a record of when and where you submitted each document.

Don’t ever send the VA any original documents. Make copies of everything you send and record the date that you mailed it .

The best way to submit files to the EIC is to upload them using the links for the claim status tool and through AccessVA. 

These online tools require you to submit digital copies of your paper documents and will provide you with a confirmation of when the VA received your documents. It also saves time because they are already digitized, and the EIC won’t have to unpack, unfold, and scan the content of your envelope. 

If you choose to send your documents by mail or deliver them in person to a regional office, you will only further slow down the process, and you will not receive proof that the VA received your packet.

The digital upload process can be technical and confusing, so your next best option is to fax your documents to the EIC. Faxing ensures that you keep a copy of everything for yourself and you’ll get a confirmation that the fax was sent. That confirmation is important.

If you must mail your documents, make a photocopy of them (do not send any original documents) and send them through certified mail to this address:

If due dates and missing documents become an issue in your VA disability benefits claim, you’ll be glad you used certified mail. That little green postcard that proves your documents were delivered can be helpful when it comes to disputing your effective date .

Write your name, claim number (if you have one), date, and your regional office on the top of every single piece of paper you send. Some clever veterans have shared on Reddit that they got a rubber stamp with all of that info and stamped every copied document before sending it. 

If you fax or mail your documents to the EIC, they are scanned and stamped with the date the VA received it, not the date you mailed it. Keep in mind that if it takes too long for the postal service to deliver it, you could miss a deadline. 

If you have submitted a claim online, you’ll get a notice from the VA letting you know that it received your application. If you mail or fax your application, you should get a confirmation letter from the VA within a week or so.

Once your claim is received, the VA will conduct an initial review to determine if it needs any more evidence. If it requests more evidence, you’ll need to send it as soon as you can. In the meantime, it will also be gathering evidence from your healthcare providers and various governmental agencies.

Your correspondence from the VA may come in waves. At the start of your application, you might get all kinds of mail from the EIC letting you know your claim has been received, your claim is being processed, and requests for documents from other sources have been sent. 

Then you might not hear from them for months.

If you have filed a new claim, it will be a few months before you hear anything. As of April 2022, the VA says it is averaging 152 days for claim decisions . 

If you have filed an appeal, you could be waiting several months up to 7 years (yes, unfortunately) depending on the appeal lane you have chosen.

When your claim or appeal has been decided, you’ll receive a notification packet. This is the mail that you’ve been waiting for.

Your notification packet will contain details about the VA’s decision about your case. If your appeal was denied, it will let you know why and what evidence the VA felt was lacking. It will also let you know what steps you need to take if you wish to appeal the decision. That is one of the most important documents to have handy when you call us for help with your appeal.

If your claim was approved, your notification packet will include your award letter and VA rating decision . These documents are important to keep on hand. It will also contain information about how to appeal your rating decision if you feel it is too low.

You can get all of these notifications on e-benefits as well. 

If you are working with Woods and Woods, your case manager will go over your rating decision to make sure the VA didn’t miss anything. We want to make sure the effective date is correct, the ratings add up the right way, and no mistakes were made.  

When you receive a letter from the EIC (or any other VA office), you probably wonder what you’ll be asked to do. And if your disability claim is already settled, you might be worried about what’s inside. Why are they sending you mail if your rating is permanent and your case is wrapped up? 

The VA may send you mail to inform you about: 

  • A rating decision
  • Additional compensation you may be eligible for, such as a clothing allowance or special monthly compensation (SMC) 
  • Updates about new processes in case you ever need to update your claim

As a veteran, you may have received a letter from the VA Evidence Intake Center (EIC). It’s important to know that these letters don’t necessarily mean good or bad news. However, you should never throw them away. They can provide a lot of helpful information about your VA disability claim. 

Understanding the right way to send documents and respond to letters from the EIC is critical to getting your claim approved. You’ll need to know where to send your documents, what to expect once they’re received, and what to do if you receive something in return.

What Is the VA Evidence Intake Center?

The VA Evidence Intake Center functions as a centralized mail processing center for all veteran disability claims. Instead of sending any of your important documents to a regional office, you’ll send them to the EIC. 

The VA established the EIC to make the disability claims process much more efficient. Instead of managing several locations where paperwork is received, it’s all sent to one convenient place. This speeds up the process of your claim being processed.

  • Medical evidence
  • Records of service
  • Any VA forms that relate to your claim or appeals
  • Any other related documentation for your claim

While your claim is being processed, you can expect frequent communication with the VA Evidence Intake Center. We recommend you set up a box or folder to easily access all documents received as needed. It’s essential to keep these letters even after you’ve received compensation.

Communication from the EIC can include many things. You’ll receive documents discussing claim decisions, case notices, and any important changes to VA procedure. You’ll also want to watch for mail from your regional office related to your claim. You should file these with your EIC documents.

Before there was a centralized VA claims intake center, the process for getting claims approved took a lot longer. You would have to send your documents to a regional office. After sorting, the claims would then be sent to the VA. The VA would then begin processing claims and send information back to the regional office.

You can see how this was very time-consuming, resulting in an extended processing period. Another problem was the frequent loss of paperwork. With the establishment of the VA Evidence Intake Center, your claim’s processing time is nearly cut in half. 

When working with the Department of Veterans Affairs Evidence Intake Center, your claim will go through several important steps:

  • Your claim will be received at the EIC . The first step is for your claim to be physically received by the EIC. This includes any additional documentation you have submitted.
  • Your application is logged and prepared for processing . At this stage, the EIC will sort each part of your application by document type. Any paper clips and staples will be removed.
  • Your documents are prepared for imaging and digitizing . All sorted documents must be scanned for imaging and digitizing. This step prepares them for uploading to the Veteran’s Benefits Management System (VBMS).
  • Your documents will be processed and indexed . After the documents are scanned, they are processed and indexed. Indexing is essential because it allows your documents to be tracked through the entire process to see who has handled them. This provides the VA Evidence Intake Center with the means for accountability and quality assurance.
  • Your documents will be typed . In this stage, the EIC will sort your digitized documents according to what they are. Essentially, they are broken down into broad categories: medical evidence, claims application, appeal application, lay evidence, VA forms, and others.
  • Your documents will go through independent quality assurance verification . The evidence intake center VA has a team of independent inspectors who perform quality assurance. They specifically review the work performed by Image Processors, Image Indexers, and Document Typers. These inspectors guarantee the appropriate identification of document types, the veteran submitting the documents, and which regional office they’re going to.
  • Your digital file is sent to your regional office . Once the first six steps are completed, the VA Evidence Intake Center will upload your digital files to your regional office’s portal. This process is generally completed within 3-5 business days, but delays can be expected.
  • Your paper copies will be stored . Once the EIC has finished uploading your digital files, all paper copies are stored. Each document uploaded to VBMS is given a unique identifier. This identifier will let you know what happened to your documents during every process stage and where your hard copies can be found.

Best Practices When Mailing Documents to the EIC

When you send anything to the VA Evidence Intake Center, you’re hoping for a fast response. To make sure this happens, we have a few recommendations for ensuring your mail gets there quickly and is processed correctly.

The first thing you should do is make copies of everything. You never want to send your only copy of essential documents anywhere without having a way to get them back. If something were to happen in transit, you risk losing the only copy you have. Unless specifically requested, don’t send any originals.

For peace of mind and proof of delivery, only send documents with certified mail. You’ll get notified once delivery occurs. You’ll also know if something happens to your envelope. If you had a due date for documents, you’d have proof of delivery.

Don’t be afraid to double and triple-check the address for the EIC when you fill out the envelope. You want to ensure you have the correct address for the facility before you ship your documents off.

Also, do not send any documents to your regional office, as this can slow the EIC’s processing time. This includes sending copies to both locations.

While you’re in the process of filing a claim with the VA, you’ll often receive communication from the EIC. Knowing what to do with it is important to stay on top of your claim. They may send you decisions on your claim, information on your eligibility to add dependents, and any updates.

One of the most important things you are waiting for from the VA Evidence Intake Center is their decision. It generally takes approximately six months to receive the initial decision. However, this isn’t set in stone. This notification packet will give you all the information you need on how the VA decided about your claim.

If your claim is approved, the packet will include your award letter. You must keep this letter to apply for additional benefits or find healthcare services. If your claim is denied, a notice of disagreement will be included instead. The packet will also include instructions for appealing. It’s important to remember that the VA Evidence Intake Center doesn’t process anything other than disability claims. The one exception is a dual compensation and pension claim. If you need to process any other type of claim, ensure you are communicating with the correct office. A short list of common contacts includes the following:

  • Educational claims: You will need to use your appropriate regional office.
  • Pension claims: Refer to the Pension Management Center (PMC) serving your state.
  • Home loans : Contact your Regional Loan Center.
  • Employment: Reach out to the regional office at its physical address.

The VA Evidence Intake Center is central to processing your disability claim. Without it, the process would take even longer. Following the proper steps when filing your claim will ensure the most timely response.
