Program Requirements

The Doctor of Philosophy requires the submission and successful examination of a thesis of up to 100,000 words.

Study consists of two to four years of full-time study.

From 2016, newly enrolled PhD students will need complete 12 credits of coursework. Appropriate courses will be determined by the student and his/her Chair, and might include two online Master’s level courses offered by CIW:

  • ASIA9513 China: the Big Questions (6 units, Semester 1)
  • ASIA9514 China: Wealth and Power (6 units, Semester 2)

A student may also be asked by their supervisor to undertake additional courses to aid the successful completion of their dissertation.

To be admitted to the Doctor of Philosophy program you will be required to have completed at least a four-year Australian degree with at least upper second class honours or its international equivalent, or a Graduate Diploma or Master's Degree with a significant research thesis component. There must be a supervisor within the ANU College of Asia and the Pacific available to supervise your research.

Students in the CIW program are expected to engage deeply with issues related to China from all disciplinary backgrounds. Thus, proficiency in Chinese is strongly recommended.

All applicants must meet the University’s English Language Admission Requirements for Students .

The Australian Centre on China in the World (CIW) is an interdisciplinary research institution established to enhance the existing capabilities of The Australian National University (ANU) in the field of Chinese studies. It aims to be an integrated, world-leading institution for Chinese Studies and the understanding of China, or what has been called 'Greater China' or the 'Chinese Commonwealth' (the People's Republic of China, the Hong Kong and Macau Special Administrative Regions, as well as Taiwan and the Chinese diaspora), on a global scale.

Scholarships are open to domestic (Australia, New Zealand Citizens and Australian Permanent Residents) and international students.

Applications are welcome from research students with interest in any of the disciplines of the humanities and the social sciences and with a strong focus on China.

Scholarships will be for three years at a rate of $30,000 AUD per year, a rate higher than the present Australian Postgraduate Award stipend. Depending on approval, scholarship can be extended by six months. CIW will also provide access to a “skill development fund” to enable students to participate in training activities deemed necessary to the research endeavour of the candidate. Skill development may include language training in Chinese, or other skills relevant to the topic of the dissertation.

Students will have working space in the new purpose-built facilities of CIW located on the ANU’s Canberra campus and will become part of a vibrant community of young China scholars at the ANU. Sir Roland Wilson Scholarship

Full pay PhD scholarships for Australian public servants.

We offer three-year full pay PhD scholarships to support high performing EL1 and EL2 Australian Public Service (APS) employees to complete PhD research on topics of national significance at The Australian National University (ANU).

Scholars and alumni build connections between academia and the APS, and drive the development of evidence-based public policy.

To be eligible for the PhD Scholarship, applicants must:

  • be a substantive Executive Level 1 or 2 employee;
  • have at least three years’ service in APS; and
  • have been admitted to a PhD program at ANU, commencing in Semester 1 2025.

Internal agency selection processes

Once you have a letter of offer confirming you have been accepted into the program you have selected at ANU, you need to apply through your agency.  Complete the Sir Roland Wilson Foundation Scholarship Application Form and submit it to your agency with supporting documents.

Agencies select candidates to put forward for shortlisting and interview by the Sir Roland Wilson Foundation selection panel.

Agencies look for the following attributes when selecting applicants for shortlisting:

- a record of high performance within the APS and leadership potential. - a demonstrated commitment to the pursuit of a career in the APS. - possession of academic credentials and a capacity to conduct high quality, sustained research, with acceptance into an approved PhD program at ANU. - identification of an area of research that is of public interest and strategic priority, of relevance and enduring interest to the APS.

Administrative arrangements

Scholars and their agency enter into a Deed of Agreement stipulating the agency’s conditions of release for you to participate in the scholarship.

Sir Roland Wilson scholarships are full-pay scholarships. Scholars receive financial support from their agency, paid either as salary (at the scholar’s substantive grade) or as an equivalent financial payment. Taxation, superannuation and other employment conditions continue to apply, as per the relevant enterprise agreement. The Australian Public Service Commission provides advice to scholars’ agencies regarding the drafting of the Deeds of Agreement.

Scholarships managed by the ANU in general have a standard set of conditions to ensure equity across all schools within the College of Science (CoS) and College of Health & Medicine (CHM).

NB: It is important to check the conditions of award associated with your scholarship as they do vary slightly but the information below is a general guide.

ANU managed scholarships are advertised on the ANU Scholarship website , and include: 

  •  Australian Government Research Training Program Scholarships (AGRTP)
  • University Research Scholarships (URS)
  • ANU PhD Scholarships (or similar named scholarships)
  • External PhD Scholarships (these are linked to external agreements)

There are a few types of scholarship available:

  • Full Stipend Scholarships - these will be equivalent or greater than the advertised ANU AGRTP rate. 
  • Top-Up or Supplementary Scholarships - these will vary in value and be no greater than 75% of the full stipend rate (they generally have no other conditions/allowances associated with them.)
  • Tuition Fee Scholarships - these pay the tuition fees and vary in duration and allowances available.

The specific Conditions of Award (CoA) such as leave allowances are detailed in the CoA for the individual scholarship offered.

Most ANU managed scholarships have an extension period available - the table below outlines the details.

NB: All scholarships awarded prior to 01 October 2022 were automatically extended from 3 years to 3.5 years, so any extension detailed in the CoA has been automatically applied.  Please contact your HDR Administrator if you have any questions.

NB: *International, Onshore candidates requiring program extensions beyond 5 years will be required to pay the tuition extension fee ($3,000 or $4,000) per semester. 

Process - for candidate

  • Candidates should discuss the extension with their supervisory panel; and 
  • Ensure their milestone progress reports are up-to-date prior to submitting an application.
  • ALL applications must include a detailed justification of why the extension is necessary and include a timeline outlining the agreed plan in place to ensure that submission within the extension period will be achieved.
  • Candidates should submit the ‘Application for extension of scholarship’ eForm via ISIS MMD-HDR, attaching the justification and timeline at least one month before their current program end date. 

Process - for HDR Administrator

  • The HDR Administrator must check and highlight on the eForm if the candidates have exceeded the maximum scholarship limit as detailed above, where applicable. This ensures the candidates Chair of Panel and Delegated Authority are informed prior to endorsing the request.

Extensions will not be approved for candidates who are not making progress to the satisfaction of the delegated authority, and their candidature will be managed under the Research Awards Rule .

The scholarship is designed to attract a diverse range of high calibre international students to commence study at ANU.

Eligibility

The scholarship is available to a commencing ANU student who:

  • is defined as an overseas student under the terms of the Education Services for Overseas Students Act 2000 and does not hold a 995 visa (unless enrolling in an eligible postgraduate program); and
  • has received an offer of admission to commence at the University in an eligible program (excluded programs listed above); and
  • meets the conditions of the program for which they have received an offer of admission including the requirement to be onshore for some components (if applicable); and
  • has not received the scholarship previously for the same level of study.
  • is not the recipient of an external sponsorship that covers all or part of the cost of a student’s tuition fees with the University.

Selection is made on the basis of academic merit. Qualifications submitted for admission to the University will be converted to the common scale which will determine an applicant's place on the merit list. Eligible applicants with multiple qualifications will be ranked according to the qualification used as the basis of admission.

Scholarship offers for 2024 intakes have been released starting from June 2023.

  • The scholarship will award a tuition fee reduction of 25% or 50% as outlined above.
  • The reduction is applied towards the tuition fees for the duration of the undergraduate or postgraduate degree.
  • Recipients are only required to pay a reduced tuition deposit of AUD 10,000 instead of the standard deposit amount listed on the admissions offer letter.
  • Recipients are also guaranteed accommodation for their first year of study if they choose to take up this benefit.

There is no need to apply for the scholarship. All eligible overseas students applying for admission to commence at the university will be automatically considered.
