Designing an inclusive street market for the historic Gandhi Bazaar through a participatory design process

Gandhi Bazaar is a street full of life, engaging a variety of people, and home to numerous restaurants, shops, banks and office. Gandhi Bazaar Main Road is about 700m long. Gandhi Bazaar street market functions throughout the year and provides a setting for numerous lives and livelihoods. Located in the planned residential neighbourhood of Basavanagudi (established in 1898) in the southern part of Bengaluru, Gandhi Bazaar is lined with retail shops, restaurants, banks, offices and other commercial uses. Informal vending of fruits, flowers and vegetables along this street started about 80-100 years ago. Over time it has matured into a full-fledged street market, supporting both formal and informal retail. The Street Market is now congested and poorly managed. The street is clogged with vehicular traffic and the narrow footpaths congested with vendors and pedestrians. The solid waste management is not supported with appropriate design and planning. The informal, historic and diverse use / culture of the street needs a new understanding and sensitive design that will be inclusive and participatory.

Aim: The spatial infrastructure plan for Gandhi Bazaar Main Road and the Gandhi Bazaar street market is prepared with the aim to enhance it as a vibrant and inclusive Socio-cultural space, while making it economically efficient, safe, accessible, clean, green and comfortable for all users. The design framework will be inclusive, flexible and anticipatory of future changes and the diverse needs of various actors in the market street, and be financially viable. It will ensure compliance with all applicable local, state and national laws having spatial implications. Short-term and long-term solutions will be proposed for its implementation and it will serve as a prototype that will demonstrate how other markets can create similar frameworkssuited to their unique context.

Objectives - a)To develop a spatial infrastructure design that provides an approach and a framework for improving the physical, social and health conditions of Gandhi Bazaar Street Market and Main Road, through a participatory planning process b)To prepare detailed project reports and terms of reference to implement the plan

The scope of the spatial planning project is to plan and design the spatial infrastructure for Gandhi Bazaar Street Market and Gandhi Bazaar Main Road with an emphasis on the fruit and vegetable market. This includes the following activities: • Preparation of a public participatory process in coordination with DULT and the Management consultants to engage with the necessary stakeholders; • Preparation of three design scenarios through a public participatory process including consultations with the necessary government agencies as well as other stakeholders; and • Develop a preferred design scenario with the approval of all government agencies and stakeholders; • Prepare a Detailed Project Report (DPR) and Terms of Reference (ToR) along with identification of sub-projects in order of priority to plan for finances to implement them. The proposals recommending an operations and management strategy for implementing the Street Vendors Act, and the spatial plan proposals arenot within the scope of this project. This has been undertaken as a separate consultancy with ESG commissioned by GIZ.

The Urban Design Strategy Gandhi Bazaar Street Market is a local and city level destination for a variety of activities and goods. The rich cultural heritage, variety in building uses & institutions, parks, play grounds, schools, colleges, hospitals, and other commercial buildings, greenery (street trees and large parks) contribute to a rich and diverse character of place. Strategies at a larger scale were developed to conserve the cultural landscape and heritage; 1. Encourage walking and gathering for social interaction and enhancing business opportunities 2. Minimise vehicular traffic to create pollution free and safe environment for people. 3. Link to activity generators, major landmarks and public amenities and institutions. 4. Connect existing retail and vending activity areas. 5. Make access safe and conventient by providing alternate modes of transport including bicycles and electric vehicles. 6. Provide access to two-wheeler and car parking at walkable distances from shopping and work areas.

Street section of the preferred scenario

The following urban design guidelines will help implement the urban design strategies and vision. These guidelines relate to both the spatial design and management strategies for street markets. The design principles are indicated in BOLD. 1. Promote DIVERSITY of functions and uses and maintain street VITALITY to attract various user groups to the street market. 2. Sustain INFORMALITY of street activities to enhance diversity and richness in public life. 3. Nurture a SENSE OF COLLECTIVE MEMORY to recognize the historicity of the place and its heritage values 4. Strengthen the ROBUSTNESS and ADAPTABILITY of the place to ensure long term sustenance and economic viability. 5. Enhance IMAGEABILITY of the street market to give it a distinct character and image 6. Promote INCLUSIVENESS and GENDER SENSITIVITY to make it an active public commons 7. Ensure ACCESSIBILITY to all parts of the street to encourage different users to experience the market. 8. Ensure SAFETY and SECURITY of all users.

The Recommended Street Design is based on the studies undertaken, the input of the public obtained through the public participatory process and interactions with government agencies, the consultant team recommended the design shown above with the following key strategies: 1. Link the two parks (Ramakrishna Ashram Circle Park and Tagore Park), which today are mere traffic islands, to the Bazaar street and its activities. 2. Enhance the pedestrian environment and create a safe, clean, green and active pedestrian walkway from the Flower market building to Karanji Anjaneya Circle. 3. Activate the edges of the buildings and shops to encourage street activity and enhance the shopping experience. 4. Introduce outdoor spaces for social interaction, seating, and cultural events at places such as eateries, restaurants and where people gather on the street. 5. Restrict traffic and vehicular functions such as parking for autos and vehicles to intersections and selected areas to maintain a pollution free walking environment. 6. Facilitate accessibility to shops, restaurants, offices and other services by providing two and four wheeler parking within walking distance.

THE LANDMARK [INDIA HABITAT CENTRE] BANGALORE Bangalore doesn’t have a large open space for public events, hence creating one in the Heart of the city. The I.H.C. would be JUXTAPOSITIONED for the site, as it is surrounded by major nodes/ locations such as Cubbon Park, Golf Course, ChitrakalaParishad, Freedom Park, bringing together all classes of people ranging from school/ college kids to old people. Rai Bahadur Arcot Narrainswamy Mudaliar was a philanthropist with a strong affinity for social reform. He belonged to a well known historic family, and founded the R.B.A.N.M.'s Educational Charities and R.B.A.N.M.'s Chattram and other Charities.

During the Great Famine 1876-78, the miserable condition of the orphans prompted Narrainswamy Mudaliar to setup an orphanage. The foundation stone for the orphanage was laid by His Excellency the Marquess of Lansdowne, the Viceroy and Governor General of India on 23rd November 1892.

Located in the wetlands of the Halasuru lake (the site being visible in the extended flood plain of the lake in the 18th century city maps) the soil condition had repercussions for the structure over 120 years. Firstly the soil due to extreme clay content is prone to textural slippage and is also more prone to expansion and contraction of volume due to change in sub soil water content / moisture: Thus unequal settlement had caused shear stresses leading to parts of the structure ‘toppling’. Additionally the foundation was fractured and the corners of the building (the four corners of the structure extremities) began separating from the main body elevations of the building. A further cause of the subsoil condition deterioration has been the wearing off of layers of soil blow the foundation due to the open rain water drainage runoff that was flowing on the East and South of the immediate edges of the sides of the building.

To stabilize these corners a 2 pronged strategy was deployed. Firstly to do underpinning to deter & stop further effect of settlement due to fractures within the foundation & to fill any soil hollows in their vicinity which could cause further erosion of soil below. Secondly to tie and stitch structurally the upper parts of the structure at these 4 building corners to make them into monolithic elements along with the entire building. The stitch was done in 2 complimentary ways, one with insertion of stone slabs at cracks to counter compressive forces , and the second being with steel staples with grouted and laced alternately over the length of cracks; then light lime mortar pressure grouted along the cracks once done.

The restoration therefore has brought the building to an extended life: a. By dealing with the foundation structural elements b. By dealing with the connected shell elements of the walls c. By dealing with the roof structural elements.

“This kind of project comes at a time when the loss of history / culture has come around full circle to bother India. Bangalore more so, because it never was a kingdom or trade capital inheriting  a significant volume of buildings. Whatever was there from the beginning of Bangalore in the 1500s has largely been vandalized, encroached or lost for the intrinsic value of land ”.

AFFORDABLE HOUSING IN BANGALORE | An Approach for private -builders to the affordable housing sector

With about one in six urban Indians living in informal squatter settlements, the need for an additional number of affordable housing in India is growing exponentially. The Indian department of “Housing and Urban Poverty Alleviation” (MoHUPA) launched its ambitious “Housing for All” scheme under Pradhan Mantri Awas Yojana(PMAY) in September 2015 with the goal to make India slum-free by 2022. This scheme is based on similar former programs and shows promise regarding the number of houses that will be built with the help of the government’s credit-linked subsidies for all incomegroups in India. However, the program has many shortcomings, especially from a people-centered perspective: beneficiaries are often perceived as passive, there are few empowerment measures in the scheme, access to benefits is exclusive, and long term effects are neglected. It is concluded that PMAY 2014 is mainly an image campaign for the government and lacks sustainable elements. Even there are many issues like a private partnership and investment which are neglected in a broader perspective. This dissertation intends to suggest possible backdrop from this Housing for All scheme and suggest reforms on policy and also to increase private partnership investment in the scheme. The focus lies on potentials found in decentralized municipal policies, public-private partnerships for upgrading existing housing, as well as provide the housing shortage and providing basic facilities, and on beneficiary’s empowerment. These elements are discussed based on an inclusive and people-centered approach to development to speed up the scheme. The results of this discussion, analysis, and inference will then be abstracted into tentative suggestive guidelines on how to approach affordable housing in a developing country with private partnership and investments.

Housing policies in India evolved with country's transformation since Independence. These policies shaped the vision of quality living and devised tools to resolve the housing need. Recently launched housing policy Pradhan Mantri Awas Yojna (PMAY-2015) attempts to accommodate development dynamics and aspiration of the country at present. The article would outline following objectives: a) Paradigm shifts in housing policies b) Land and Finance mechanisms in Affordable Housing (AH) c) Opportune moments to integrate sustainability: Sustainable Total Living Environment for Affordable Housing (SUSTLE-AH) model Scope for discussion in the paper is evolution of housing and AH policy, the PMAY and the SUSTLE-AH model. Review of Indian housing policy brings out broad attitudinal changes in Government's role from direct provider with social welfare approach, to facilitator. Land and finance mechanisms, earlier failed to help lower income groups to access housing due to flawed policy and its implementation. The PMAY's target to provide housing for all in 500 class I cities by 2022, is a colossal task; this requires careful treading to ensure the mission enables millions of targeted beneficiaries to possess housing. Land and finance are two biggest constraints in AH. To acquire larger parcel of land, government has devised models like Joint venture (JV), Land reform, Indirect intervention. This paper explores emerging means to access housing finance for affordable housing through PMAY. AH through PMAY presents an opportune moment for the country to provide quality living to large number of population. The SUSTLE-AH model experiments with such alternatives which duly recognize extreme variety in socio-cultural and climatic contexts in different parts of the country. The paper concludes with an overview on land, finance and sustainable concept integration in housing through PMAY.

Affordable housing built under the public-private partnership model is facing limited success in achieving its purpose, i.e., reducing the existing urban housing shortage. Lack of physical and social infrastructure coupled with limited mobility and employment opportunities add to the existing vulnerabilities of the economically weaker sections of society for whom such housing is being constructed. Current modes of policy formulation, along with the affordable housing policies of various states, continue to promote this model of delivery which enables the use of vacant peripheral land for creating affordable housing stock. In the light of a growing urban housing shortage estimated at 18.78 million units, the viability of such modes of production need to be reexamined. Housing cannot be delinked from mobility and employment as people utilise their dwelling units not just as places to reside but also as spaces to work and generate livelihoods.

The paper is intended as a overview of the affordable housing sector with special emphasis on India. Affordable Housing is fast taking centrestage in the national agenda. In India, affordable housing is a term largely used in the urban context.Affordable housing refers to any housing that meets some form of affordability criterion, which could be income level of the family, size of the dwelling unit or affordability in terms of EMI size or ratio of house price to annual income. The demand drivers for affordable housing are several.Alongside the growth of the urban population, rising incomes have led to the expansion of the middle class. This has led to a spike in demand for housing that is affordable but includes basic amenities. The agencies working in the affordable housing sector can be classified into . the public sector and the private sector. Both are dogged by issues such as scarcity of land,scarcity of marketable land parcels,titling Issues, rising costs and regulatory concerns. The way forward calls for a collaborative multi-pronged multi-stakehoder approach.

In this paper we critique the Government of India’s programmes for affordable housing in India, namely the Rajiv Awas Yojana and Housing for All 2022. We analyse the efficacy of these policies in being able to provide the sections of the population who are unable to avail housing from the formal market, both through direct support and most importantly in addressing the many distortions that have made the housing unnecessarily expensive, while taking away much of the value to consumers. We argue that while these programmes and policies are a major advancement over the previous approaches, they do not fully exploit the potential that is there in an increased FSI, appropriate exploitation of locational value, judicious use of government land, reform of titles and squatter rights, and more efficient land use regulations. They are also constrained by an inability to distinguish between what the markets can be coaxed to deliver and where state intervention becomes necessary.

affordable housing development in India: a real deal for low-income people? affordable housing has been the latest addition in the lexicon of Indian policy circles. as neoliberalism started gathering political and policy momentum, the discourse around low-income housing has shifted towards the government of India's agenda of 'affordable housing for all'. a stated goal of the policy is to increase housing supply, including the low-income category. today, however, the manifesting goals of affordable housing design seem to be a 'walk in two worlds', with inherent contradictions and paradoxes in the housing 'dream' currently being repackaged as affordable homes for low-income people. this paper investigates this aphorism. It argues that both affordability and housing design have several different meanings and identities. transplanting standard housing design across the board suggests a rather elementary confluence of priorities and policies that is capable of producing a range of alternative scenarios, which may not necessarily align with the goal of 'affordable housing for all'.

Affordable Housing is fast taking centre stage in the national agenda. In India, affordable housing is a term largely used in the urban context. This is more a matter of administrative logistics: at the national level, the rural housing sector falls within the purview of the Ministry of Rural Development, while the “Housing and Human Settlements” in urban areas is the jurisdiction of The Ministry of Housing and Urban Poverty Alleviation. It is the latter ministry that has spearheaded affordable housing as a concept and policy.Developing affordable housing on a large scale is the greatest challenge in urban India today, promising a solution to the proliferation of slums, unorganized real estate development, unplanned growth and transit congestion. It is vital that certain critical issues are addressed urgently to make affordable housing a possibility. Affordable housing is a larger concept than low cost housing, it includes within its ambit low and middle income group housing with a larger basic amenities like schools and hospitals. From the above, it is clear that a one size fits all approach cannot and will not work in the affordable housing sector.

Chapter two, besides giving a general outline of the investigated case studies, provides further details on the assessment grid that has been created and that involves all subjects while at the same time summarizes the themes that have emerged from the analysis of affordable housing projects and the traditional forms found in them. Besides offering a much clearer picture of the population sections that are interested by this research, we look at the different kinds of design approaches and address the gestures of dwelling (resting, socializing, feeding and taking care of our physical needs, ...) as well as of equipment and fittings together with the shape of domestic space and its relationship with the context. This first preliminary review has reviewed the collected materials without operating a restrictive geographic selection, apart from choosing projects belonging to a developing country or to a severely underdeveloped area. Wherever possible, transformations operated in the name of tradition have been highlighted both in the case that they are recalling tradition or that they are rejecting it.
