The new potential offered by the Information and Communication Technologies and widespread use of the Internet is encouraging governments around the world to introduce ICT tools to transform bureaucracy, reduce cost, improve governance, increase effectiveness, efficiency, reach and to fast-track economic and social progress. It has been suggested in public administration literature that the introduction of e-Governance and ICT led automation of government departments may lead to organisational changes in the way public services are delivered. This research investigates the impact of e-Governance projects from a practical context, and aims to identify whether the implementation of e-Governance projects leads to a transformation of bureaucracy, administrative structures and how departments function. After conducting an empirical research and analysing its findings, the researcher has concluded that implementation of e-governance projects indeed lead to changes in government organisations. Also, evidence is obtained for the transformational potential of ICT tools and the requirement to have necessary reforms prior to the implementation of e-Governance. However, available evidence does not suggest a complete transformation of bureaucracy, administrative structure and departmental functions. They instead confirm that transformational effects vary across a spectrum of areas.

As many flaws in the Belgian legal system (including police and justice organizations) were revealed in the 1990‟s, the debate regarding the management and administration of justice obviously became a priority. As a consequence, the need for reforms became widely accepted. The JAM project aims to contribute to the development of the state of the art regarding the conditions for the implementation of the new “management logic” within the justice system. It also aims to contribute to the discussion regarding the issues involved in the creation of the instruments required to support the transition towards a modern justice system.

The digital transformation of public sectors, economies and societies is generating challenges as well as opportunities for governments. Robust public governance is needed to respond to these challenges, reap the full benefits of digital and data-driven government, and encourage a holistic, systemic transformation. This Handbook presents the OECD Framework on the Governance of Digital Government, which was developed based on the experiences of Member and Partner countries. The Handbook identifies the aspects that need to be addressed when devising public governance frameworks for digital government, including contextual factors, institutional models and policy levers. Based on the Framework, the Handbook also provides a practical and easy-to-use toolkit for policy makers seeking to improve the digital government maturity of their administrations.

This minitrack explores the creation and implementation of public policies and laws to support, facilitate, and promote e-Government, as well as how these technologies impact and influence governance systems and public institutions. It will also explore challenges and solutions in emerging models of governance in relation to ICTs and ethical issues arising in e-governance in the public sector.
Topics and research areas include, but are not limited to:
- The role of ICTs in public administration at the local, state, and national level
- Public policy/e-policy issues in relation to e-Government
- Legal and ethical implications of the expanding use of ICTs in the public sector
- Legal and policy implications of inter-organizational and public-private sector systems for government service delivery
- Legal, policy, and ethical implications of government ICT regulation and management
- The impact of ICTs on broader ethical issues in public administration
- E-policy and e-governance challenges arising from public sector ICT deployment in developing countries

Kenneth R. Fleischmann , PhD, is an Assistant Professor in the College of Information Studies at the University of Maryland. He holds degrees in computer science, anthropology, and science and technology studies from Case Western Reserve University and Rensselaer Polytechnic Institute, where he received his Ph.D. His research explores the ethical implications of the role of values in the design, management, and use of information technology. His current NSF-funded research projects include the design and evaluation of an educational simulation for computing and information ethics, a comparative field study of the role of values in different computational modeling research laboratories, and the development of automated detection and classification systems for human values in the telecommunications policy discourse. He has published in journals such as Journal of the American Society for Information Science and Technology, Communications of the ACM, Telecommunications Policy, and The Information Society.
Rowena Cullen , PhD, is professor and Associate Dean for Research in the Faculty of Commerce and Administration at Victoria University of Wellington, and a Professor in the School of Information Management. Her research interests and publications extend across the fields of e-government, e-health and the evaluation of information systems and services. She is author of over 100 articles, conference papers and book chapters, author of Health Information on the Internet, and co-author with Peter Hernon and Dan Relyea, of Comparative Perspectives on E-Government. She is on the editorial boards of the Journal of IT and Politics, Health Information and Libraries, the Journal of Academic Librarianship, and a member of the scientific programme committees of several conferences in related fields.
Frank Bannister , PhD, is Head of the Information System Discipline in Trinity College, Dublin. His research interests are e-government, e-democracy and on-line privacy and trust, particularly as they relate to ICT in the public sector. He is co-convener of the permanent study on e-government in the European Group for Public Administration and editor of the Electronic Journal of e-Government. Frank is a fellow of the university, a fellow of the Irish Computer Society and a Chartered Engineer.

In the current era of information and communication technologies, it is impossible to have good government without e-government. Development of e-government in developing and least developed countries like Nepal have the potential to make better relationships between government and citizens. Recognizing the exact issues is significant so as to beat the inborn difficulties. This research tries to analyze the awareness of citizen towards the implementation of e-Government and its associated difficulties faced by province 1 government and its local bodies. From the primary data collected from questionnaire survey and content analysis the current status of e-based administrations conveyance activities in municipalities and hazardous difficulties in usage of e-based administration activities are being explored. Furthermore based on the findings of the data analysis, the study depicts some recommendations for the effective implementation of e-Government services in Province 1 Nepal.
