IMPACT OF E-GOVERNANCE PROJECTS ON BUREAUCRACY AND ADMINISTRATIVE STRUCTURE: AN EMPIRICAL STUDY

The new potential offered by the Information and Communication Technologies and widespread use of the Internet is encouraging governments around the world to introduce ICT tools to transform bureaucracy, reduce cost, improve governance, increase effectiveness, efficiency, reach and to fast-track economic and social progress. It has been suggested in public administration literature that the introduction of e-Governance and ICT led automation of government departments may lead to organisational changes in the way public services are delivered. This research investigates the impact of e-Governance projects from a practical context, and aims to identify whether the implementation of e-Governance projects leads to a transformation of bureaucracy, administrative structures and how departments function. After conducting an empirical research and analysing its findings, the researcher has concluded that implementation of e-governance projects indeed lead to changes in government organisations. Also, evidence is obtained for the transformational potential of ICT tools and the requirement to have necessary reforms prior to the implementation of e-Governance. However, available evidence does not suggest a complete transformation of bureaucracy, administrative structure and departmental functions. They instead confirm that transformational effects vary across a spectrum of areas.

The ICT-blessed e-governance is transforming public administration systems worldwide and forcing a paradigm shift. E-governance renders a new way and style in each and every aspect of public administration. It brings about changes in the structure, functions, and processes of public service delivery, ushering transformation in the system through effectively connecting, engaging, and streamlining the relations among government, businesses, citizens, and other relevant stakeholders. Irrespective of certain obvious limitations and challenges, it not only attempts to ensure economy, efficiency, and effectiveness in service delivery, but also offers unlimited potential for combating corruption and many other bureau-pathologies in public administration. Based on secondary sources, this chapter offers brief theoretical discussions on e-governance, including, among others, its emergence, types of service delivery, and transformation stages.

This article suggests that e-government and e-governance initiatives can potentially have major organisational impacts through three major mechanisms: improved decision-making, more intensive and productive use of data bases, and better communications. These mechanisms impact on both the internal organisation of public agencies, their configuration of networks and partnerships. E-enablement therefore makes obsolete many existing organisational structures and processes and offers the prospect of transformation in both service delivery and public governance arrangements. However, the organisational changes which can be effected through the e-revolution are only just beginning to become evident. Technology Enabled Transformation of the Public Sector, 2012

An attempt is made in this paper to gain an understanding of the evolution of Electronic Governance (E-governance) in India. The initial part of the paper examines the Historical Perspectives and the evolution of E-governance in India since the formation of the Department of Electronics. The following sections give a detailed study about the initiatives taken by the Government of India over periods of five years and their Missions and Objectives in the creation of a “Transparent and Efficient Govern ability” from grass root levels. The relative development with the induction of these technologies through various policies and reforms are mapped against the projects and gauge the significant impact on the ability of our government to establish the current E-governance structures.

E-Government reforms provide promise for streamlining bureaucratic processes in public sector organizations in today's fast-changing digital landscape. Nevertheless, there are still issues with carrying out these programs successfully. This research looks at how e-government reforms can help cut down on inefficiencies in the bureaucracy and looks at innovative ways to use technology to improve public service delivery. A thorough literature assessment identifies key obstacles to implementing e-government programs faced by public sector entities. These obstacles include technological complexity, reluctance to change, and resource limitations. The method used is a systematic literature study, including publications published between 2015 and 2024. Reputable databases such as IEEE Xplore, ACM Digital Library, ScienceDirect, and Google Scholar are the source of data for this review. Utilizing data analytics, adoption of cloud computing, and system integration are strategic ways to take advantage of e-Government technologies. The results emphasize how complex e-government transitions are and how organizational change, stakeholder involvement, and strategic alignment are required to reach their full potential. Ultimately, this study advances knowledge on bureaucratic reform and e-government changes, guiding practitioners, politicians, and scholars attempting to understand contemporary governance models' intricacies.

A Study of E-Government and E-Governance: An Empirical Examination of Municipal Websites, 2011

Website progression has been rapid in the public sector, especially in terms of functionality and performance. Public sector websites have sought to go beyond the static dissemination of contact information. The following study highlights two constructs of information technology and the public sector: e-government and e-governance. An examination of websites for the 20 largest cities in the U.S. reveals that e-government is prominently practiced. However, e-governance applications are only marginally practiced via the Internet. The research further highlights the most popular website functions offered by municipalities.

This study is premised on the seventh paradigm of Public Administration as Governance. The field of Public Administration has undergone tremendous changes over the past decades. The New Public Management (NPM) and the recent Governance paradigms came in a time whereby e-Government was starting to gain momentum within the context of Public Administration. Considering the Information Age, it can be contested that the introduction of e-Government and e-Governance with the application of Information and Communication Technologies (ICTs) has forced governments across the globe to transition from traditional methods of governance to modern methods of governance and that of delivering public services. Today, governments are characterised by e-Government and e-Governance putting pressure on the traditional government system to transition into digital government system. Therefore, the ability to survive in the modern society, e-Governance and public administration ought to incorporate the technological way of governance, implying that e-Governance becomes the new paradigm of Public Administration. With aid of qualitative research methodology, this study reviews literature from scholarly journal articles, academic books, trusted academic databases and websites to establish solid arguments and thereby generating empirical knowledge on whether or not e-Governance should be considered a new paradigm in Public Administration. Amongst others, the findings reveal consistent evidence of a paradigm shift towards e-Governance, while simultaneously there is also the absence of a complete shift towards e-Governance as the new paradigm of Public Administration. The study conclude that, it still remains unclear as whether or not the paradigmatic shift towards e-Governance is to be considered an empirical claim or a normative proclamation. Therefore, scholars need to provide more empirical evidence that can be systematically analysed and approved to support e-Governance as paradigm.

This study was motivated by the need to shift from the illusory perception of longing for e-Governance to be declared a new paradigm of Public Administration. Public Administration is said to be static, but yet dynamic. Implying that the dynamics of Public Administration can incorporate electronic governance (e-Governance) to improve matters of governance, public service delivery, accountability and transparency in public affairs. However, even with an incongruous adoption and implementation of Information and Communication Technologies (ICTs) within the South African government, this study shed light on the empirical and systematic evidence and analytical distinction between e-Governance and public administration. The analysis suggests that the complexity and implication of e-Governance via the use of ICTs may enhance government efficacy. Still, it cannot be entirely trusted in maintaining administration and government-businesses-citizens interaction partly due to its rapid technological changes and the various conditions of its implementation within different nations including South Africa. With the aid of qualitative research methods, which heavily relied on secondary data gathered from scholarly journals, academic books, trusted databases and websites, this study reveal that there is scant evidence to support research in incorporating e-Governance as a new paradigm of Public Administration due to the imbalance, network failures, inadequate ICTs infrastructure to govern in a democratic manner which include all citizens. This study concludes that e-Governance is already analysed from a public administration dynamic and complementary perspective implying that it is an analytically and structurally incomplete reform to take its full form as a new Public Administration paradigm due to its rapid technological changes.
