Received a weird letter from. HOMEWORKSENERGY : is it a scam?

They say "BPI certified Home Energy Specialist will develop a custom energy report and determine which instant energy saving measures could help you save the most. If eligible you will receive these items at no cost to you."

Then they start talking about insulation that is sponsired by Mass Save. And then they mention Federal IRA Tax Credits on heat pumps etc.

Basically, they say "Your home may be eligible for 10k energy-saving benefits".
