This paper focuses on changes that have been noticed in hotel offer of Belgrade during first decade of 21st century. It will be shown that these changes are associated with characteristics of tourism demand, reason of tourists visit and their behavior during the stay. Changes are expressed not only in the rise of number of beds but also in the structural changes of hotel offer in Belgrade. As one of major destinations in Serbia which attracts the majority of foreign and a great deal of domestic guests, Belgrade had to change hotel offer quantitatively as well as qualitatively. Also, this paper will focus on the influence of business tourism development on hotel offer. Business tourism is in tight relationship with changes identified and presented in this paper. Business tourists present a major group of tourists in Belgrade and it is expected to remain so in the following years. The strategy of tourism development of Belgrade and developing of tourism investments back up these statements that will be shown in this paper.

Tourism is a significant contributor to GDP, employment and to the international appreciation of a country and its culture – regardless of its level of development. This policy analysis seeks to assist the Least Developed Countries (LDCs) in harnessing development opportunities by providing a comprehensive overview of existing international development instruments, i.e., Diagnostic Trade Integration Studies (DTISs) and their Action Matrices, Poverty Reduction Strategy Papers (PRSPs), and reviewing their alignment with the national tourism development strategies, investment policies and tourism related trade arrangements. The authors encourage the use of findings from this analysis by all actors and stakeholders engaged with trade facilitation activities in LDCs. In reviewing these key development policy documents, this in-depth analysis seeks to better equip LDCs to manage international policy advice provided by a multitude of international development partners. The ultimate objective of this work is to support their achievement of greater social and economic benefits through growth trade in tourism services. It is also hoped that this analytical report will enhance the coherence and complimentarity of tourism development advice proposed by the international community via drawing attention to policy gaps and implementation vacuums existing within the tourism supply and value chain.

The role of tourism to the economy of Bali and Indonesia can be seen from the increase in tourist arrivals. The study results showed that if tourism is represented by the trade, hotels and restaurants sector, tourism contribution to the economy of Bali is 27.82% in 2010 to be 31.35% in 2014. If tourism represented by the tertiary sector (services sector), contribution of tourism to the economy is 65.28% in 2010 to be 68.28% in 2014. Tourism is represented trade, hotels and restaurants sector, the number of labor who work in tourism is 571,274 people (26.24%) in 2010 to be 628,585 people (27.64%) in 2014. If tourism is represented the tertiary sector, the number labor who work in the tourism is 1,046,530 people (48.96%) in 2010 to be 1,178,201 people (51.81%) in 2014.

Tourism is recognized as a powerful engine for economic growth and employment generation. The tourism sector is the largest service industry in the country. It is much of the labour intensive type of Industry as it undertakes to provide work for a large number of people. The employment and tourism is directly co-related to each other as it has long-term socioeconomic impacts on the host economy and community. The tourism has also impacts on employment in sectors in which tourists directly spending their money, such as hotels, restaurants and airlines. As compare to other economic activity the tourism provides direct employment opportunities. International tourism is an invisible export that creates a flow of foreign currency into the economy of a destination country, there by contributing directly to the current account of the balance of payments. Like other export industries, this flow of revenue creates business turnover, household income and employment and government revenue. Ministry of Tourism has taken some steps like Tourist Visa on Arrival facility, Low Cost Airlines, Safety of Women Tourists, Hygiene and Cleanliness at tourist destinations, Trained Language Speaking Guides etc for increasing foreign tourism in India. Since tourism is a multi-dimensional activity, and basically a service industry, it would be necessary that all wings of the Central and State governments, private sector and voluntary organisations become active partners in the endeavour to attain sustainable growth in tourism if India is to become a world player in the tourism industry.
