Public Administration Reforms in the Philippines and Selected Countries: A Literature Review

This content analysis paper examines the public administration reforms in different countries such as the United States, United Kingdom, China, India, and the Philippines. It aims to identify similarities and differences in the approaches to public administration reform, as well as the challenges and successes experienced in their implementation. The study utilized a literature review approach, particularly focusing on relevant academic articles and reports. The analysis revealed that while the five countries share some similarities in their public administration reforms, such as the use of technology and the emphasis on transparency and accountability, there are also significant differences in their approaches, particularly in terms of political interference and corruption. The analysis also highlighted the challenges faced by the Philippines in implementing public administration reforms, including weak institutional capacity, political interference, and corruption. The paper concludes with recommendations for improving public administration reforms in the Philippines, based on the experiences and lessons learned from the other countries.

An Analysis of the Current State of the Philippine Public Administration and Governance According to the Fourth Trade Policy Review of the Philippines conducted by the World Trade Organization (WTO), the country's economy is " operating below potential due to the slow pace of reform while some of the key constraints on overall economic growth remain (e.g. inadequate infrastructure, low investment, and governance issues). " (WTO Secretariat, Trade Policy Review, 2012) Given that one of the key constraints of the country's economic growth is issues pertaining to governance, this clearly reflects the current state of governance and Public Administration in the Philippines that is hampered by complex bureaucracies, with excessive and overlapping rules and regulations leading to inefficient use of government resources. We can identify several " clusters " of issues in which these inefficiencies sprouted from. The first cluster of these issues relating to the current state of governance and public administration in the country is the aged-old problem of corruption. This issue rose from the existence of widespread monopoly and discretion without transparency and accountability; to simply put, corruption is the dishonest or fraudulent act by those in power. The issue of corruption in the Philippines has been in existence since time immemorial; tracing its roots back to the political dynasties of Datus at Barangays. The lack of laws against corruption has never been the case in the Philippines as there have been as much laws passed and took in effect which aims to fight the said issue, but still is existing. This only shows how deep this issue has affected us; corruption has been embedded to the very society we live in which makes it hard to eradicate entirely that no existing laws can solve this phenomenon. It can be noted that due to the extensive presence of corruption, public trust has been dramatically subsiding throughout the years.

This article traces the evolution of public administration, suggesting that there are only two major phases: traditional and modern. The fields of public administration are discussed taking cognizance of the many other emerging fields going beyond the traditional fields of public administration, namely, voluntary sector management and information technology. Selected major ongoing concerns of public administration which include reorganization, decentralization and corruption in the Philippines are also considered. The article also briefly discusses an example of what is now taken as an emerging illustration of a home grown governance paradigm, the "Gawad Kalinga" as illustrative of a successful partnership and cooperation between government, business and civil society in the delivery of basic services, which after all is a core concern of modern public administration and good governance. It is commonly observed that the state has been in a restructuring process for over two decades. Liberal policies have been the sole criterion to decide what the state should do, to what extent and how it should be done. Widespread public sector reforms have occurred in compliance with this process and it can be asserted that there has been a global reform wave. This article examines the public sector reform experience of some countries. It explores, firstly, the pressures and incentives that have led to reform attempts in different cases. Thereafter, it tries to define differences and con-vergences between the methods, and targets of reforms. It also discusses the outcomes of reform attempts. Consequently, it seems that a reform attempt, which embraces most principles of new public management, is welcomed at an almost global level at least as a discourse. However, the outcomes of reforms are so problematic that it raises the following question: " Why, how and in whose benefit should public administration reform be made? "

Philippine Public Administration, as a discipline and a practice, has played a key role in institution building and capacity development over the years. This has been true even during conflict and Post-Conflict periods. The chapter delves into how conflict situations have affected Philippine Public Administration by discussing it through an inter-state and intra-state conflict that the country has been confronted with through different periods of its history. The first case discusses the various public reorganization and civil service initiatives within the ambit of the inter-state backdrop of post-World War II reconstruction. The second case tackles how public administration mechanisms and institutions have been designed and set up as a response to an intra-state conflict in the Southern Philippines, more popularly known as the Bangsamoro Autonomous Region, that has seen armed struggle since the 1970s brought about by the Muslim minorities’ rebellion against the central government.

Before conducting a study, a research proposal should be created that outlines researchers’ plans and methodology and is submitted to the concerned evaluating organization or person. Creating a research proposal is an important step to ensure that researchers are on track and are moving forward as intended. A research proposal can be defined as a detailed plan or blueprint for the proposed research that you intend to undertake. It provides readers with a snapshot of your project by describing what you will investigate, why it is needed, and how you will conduct the research.

The Why question should be answered by describing the existing scenario of the subject, listing unanswered questions, identifying gaps in the existing research, and describing how your study can address these gaps, along with the implications and significance.  

The How question should be answered by describing the proposed research methodology, data analysis tools expected to be used, and other details to describe your proposed methodology.

1. Introduction  

This section provides a background of the study, including the research topic, what is already known about it and the gaps, and the significance of the proposed research.  

2. Literature review  

This section contains descriptions of all the previous relevant studies pertaining to the research topic. Every study cited should be described in a few sentences, starting with the general studies to the more specific ones. This section builds on the understanding gained by readers in the Introduction section and supports it by citing relevant prior literature, indicating to readers that you have thoroughly researched your subject.  

3. Objectives  

Once the background and gaps in the research topic have been established, authors must now state the aims of the research clearly. Hypotheses should be mentioned here. This section further helps readers understand what your study’s specific goals are.  

4. Research design and methodology  

Here, authors should clearly describe the methods they intend to use to achieve their proposed objectives. Important components of this section include the population and sample size, data collection and analysis methods and duration, statistical analysis software, measures to avoid bias (randomization, blinding), etc.  

5. Ethical considerations  

This refers to the protection of participants’ rights, such as the right to privacy, right to confidentiality, etc. Researchers need to obtain informed consent and institutional review approval by the required authorities and mention this clearly for transparency.  

6. Budget/funding  

Researchers should prepare their budget and include all expected expenditures. An additional allowance for contingencies such as delays should also be factored in.  

7. Appendices  

This section typically includes information that supports the research proposal and may include informed consent forms, questionnaires, participant information, measurement tools, etc.

Important Tips for Writing a Research Proposal  

Writing a research proposal begins much before the actual task of writing. Planning the research proposal structure and content is an important stage, which if done efficiently, can help you seamlessly transition into the writing stage. 3,5

  • Manage your time efficiently. Plan to have the draft version ready at least two weeks before your deadline and the final version at least two to three days before the deadline.
  • What is the primary objective of your research?  
  • Will your research address any existing gap?  
  • What is the impact of your proposed research?  
  • Do people outside your field find your research applicable in other areas?  
  • If your research is unsuccessful, would there still be other useful research outcomes?  

  The Writing Stage  

  • Create an outline with main section headings that are typically used.

  • Ensure your sentences are concise and use plain language. A research proposal usually contains about 2,000 to 4,000 words or four to seven pages.  
  • Don’t use too many technical terms and abbreviations assuming that the readers would know them. Define the abbreviations and technical terms.  
  • Ensure that the entire content is readable. Avoid using long paragraphs because they affect the continuity in reading. Break them into shorter paragraphs and introduce some white space for readability.  
  • Focus on only the major research issues and cite sources accordingly. Don’t include generic information or their sources in the literature review.

In accordance with the Paperwork Reduction Act of 1995, FMCSA announces its plan to submit the Information Collection Request (ICR) described below to the Office of Management and Budget (OMB) for review and approval. This ICR allows for ongoing, collaborative, and actionable communication between FMCSA and its customers and stakeholders. It also allows feedback to contribute directly to the improvement of program management. No public comments were received in response to the 60-day Federal Register notice.

Comments on this notice must be received on or before September 16, 2024.

Type of Request: Renewal of a currently approved ICR.

Respondents: State and local agencies, the general public and stakeholders, original equipment manufacturers and suppliers to the commercial motor vehicle (CMV) industry, CMV fleet owners, CMV owner-operators, State CMV safety agencies, research organizations and contractors, news organizations, safety advocacy groups, and other Federal agencies.

Estimated Number of Respondents: 9,270.

Estimated Time per Response: Range from 5 to 30 minutes.

Expiration Date: August 31, 2024.

Executive Order 12862 , “Setting Customer Service Standards,” directs Federal agencies to provide service to the public that matches or exceeds the best service available in the private sector ( 58 FR 48257 , Sept. 11, 1993). To work continuously to ensure that our programs are effective and meet our customers' needs, FMCSA seeks to extend OMB approval of a generic clearance to collect qualitative feedback from our customers on our service delivery. The surveys covered in this generic clearance provide a way for FMCSA to collect this data directly from our customers.

The proposed future information collection activity provides a means to garner qualitative customer and stakeholder feedback in an efficient, timely manner, in accordance with the Administration's commitment to improving service delivery. By qualitative feedback, we mean information that provides useful insights on perceptions and opinions but are not statistical surveys that yield quantitative results that can be generalized to the population of study. This feedback will provide insights into customer or stakeholder perceptions, experiences, and expectations; provide an early warning of issues with service; or focus attention on areas where communication, training, or changes in operations might improve delivery of products or services. The information collected from our customers and stakeholders will help ensure that users have an effective, efficient, and satisfying experience with FMCSA's programs.

The solicitation of feedback will target areas such as: timeliness, appropriateness, accuracy of information, courtesy, efficiency of service delivery, and resolution of issues with service delivery. Responses will be assessed to plan and inform efforts to improve or maintain the quality of service offered to the public. If this information is not collected, vital feedback from customers and stakeholders on the Agency's services will be unavailable.

The Agency will only submit a collection for approval under this generic clearance if it meets the following conditions:

  • The collections are voluntary;
  • The collections are low-burden for respondents (based on considerations of total burden hours, total number of respondents, or burden-hours per respondent) and are low-cost for both the respondents and the Federal government;
  • The collections are noncontroversial and do not raise issues of concern to other Federal agencies;
  • Any collection is targeted to the solicitation of opinions from respondents who have experience with the program or may have experience with the program in the near future;
  • Personally identifiable information is collected only to the extent necessary and is not retained;
  • Information gathered will be used only internally for general service improvement and program management purposes and is not intended for release outside of the Agency;
  • Information gathered will not be used for the purpose of substantially informing influential policy decisions; and
  • Information gathered will yield qualitative information; the collections will not be designed or expected to yield statistically reliable results or used as though the results are generalizable to the population of study.

Feedback collected under this generic clearance provides useful information, but it does not yield data that can be generalized to the overall population. This type of generic clearance for qualitative information will not be used for quantitative information collections that are designed to yield reliably actionable results, such as monitoring trends over time or documenting program performance. Such data uses require more rigorous designs that address: the target population to which generalizations will be made, the sampling frame, the sample design (including stratification and clustering), the precision requirements or power calculations that justify the proposed sample size, the expected response rate, methods for assessing potential nonresponse bias, the protocols for data collection, and any testing procedures that were or will be undertaken prior to fielding the study. Depending on the degree of influence the results are likely to have, such collections may still be eligible for submission for other generic mechanisms that are designed to yield quantitative results.

As a general matter, information collections under this control number will not result in any new system of records containing privacy information and will not ask questions of a sensitive nature, such as sexual behavior and attitudes, religious beliefs, and other matters that are commonly considered private.

Public Comments Invited: You are asked to comment on any aspect of this information collection, including: (1) whether the proposed collection is necessary for the performance of FMCSA's functions; (2) the accuracy of the estimated burden; (3) ways for FMCSA to enhance the quality, usefulness, and clarity of the collected information; and (4) ways that the burden could be minimized without reducing the quality of the collected information.
