In Chaps. 2 and 3 we concentrated on approaches for collecting, presenting, and analyzing quantitative data. Here, and in Chap. 5 , we turn our attention to qualitative data. Quantitative data is simple to identify; for example, sales revenue in dollars, number of new customers purchasing a product, and units of a SKU (Stock Keeping Unit) sold in a quarter. Similarly, qualitative data is easily identifiable. It can be in the form of such variables as date of birth, country of origin, and revenue status among a sales force (1st, 2nd, etc.).

The study was conducted to determine the extent of implementation of competency- based program of a technical vocational education in a public high school. The findings of the study served as the basis for skills development performance of the students. Specifically, it had four major purposes: 1) to determine the extent of implementation of competency-based program of a technical vocational education in a public high school. 2) to find out what are the problems and constraints encountered in the implementation of the program.3) to find the significant difference on the extent of implementation of competency-based program of a technical vocational education and the significant difference on the problems and constraints in the implementation of the program as perceived by the two groups of respondents; and 4) to propose programs for the enhancement of competency-based programs in technical vocational education in the said institution. The descriptive method was used to describe the data of the study. A self-made set of questionnaires was devised by the researcher and was validated by the experts to determine its content and eventually subjected to pilot-test to validate its reliability. After finding its reliability, the validated questionnaires were administered by the researcher to the main respondents using the so-called Five-Point Likert Scale. Data gathered were all computerized process, using frequency, percentage, weighted mean, standard deviation, and t-test as statistical tool. The level of significance was set at 0.05. Summary of Findings, Conclusion and Recommendation The findings showed that based on the grand mean of the two groups of respondents of the said public high school, the perception of teachers on the aforesaid variables were achieved at moderate extent with a mean score of 3.50 while the students were achieved at great extent with a mean score of 4.23 . The teacher-respondents perceived that the aforesaid variables were moderately implemented. Findings further implied that the student-respondents perceived that the said program was in greatly implemented. Through t-test, the findings showed that there was significant difference in the perception of the two groups of respondents regarding the extent of implementation of competency-based program in technical vocational education in a public high school. The findings prompted the researcher to conclude that both respondents have unlike perception about the program. The recommendations included 1) Program objectives have to be sustained and updated depending on the change observed from trends in TVET. 2) Teachers should acquire Trainers Methodology/(TM) course for the updating of methodologies with regards to training delivery mode. TVE teachers without National Certificate (NC) should obtain NC II as their minimum eligibility in handling TVE courses in lieu of Philippine TVET Trainers Qualification Framework (PTTQF).3) Dep.Ed and local government should allocate more funds for training facilities, equipment so that the physical aspect program would eventually conform to TESDA training regulation. Learning resources such as textbooks, workbooks, manuals and other items should be updated on its content and relevance to TVE-CBC. Teachers should consider developing appropriate instructional materials to support learning activities. 4) There should be professional development trainings so that teachers can develop their competencies in the implementation of the program .5) Implementers have to develop competence in assessing and evaluating the program that it would provide sufficient and reliable input for the improvement of the program. Further, consultation with TVET expert is needed to prepare implementers with correct response to a more challenging task in the future.

The ultimate goal of any institution has always been to produce quality outcomes and create sound impact. The study is a descriptive evaluation of the Operational Management of Technical-Vocational High School in Laguna, Philippines. Data were obtained from 270 graduates conveniently chosen; 88 randomly selected students; complete enumeration of 61 teaching and non-teaching staff from a public technical vocational high school in Laguna, Philippines; and complete enumeration of 27 workers from the school's partner industries within its geographic location. Documentary analysis, SWOT analysis, and unstructured interviews were used to support quantitative data. Program implementation either taken singly or in combination with student development services appeared to be a highly significant predictor of students' performance in TVE but not of their performance in on-the-job training. It further revealed that each area thrust in the implementation of the TVE curriculum has strengths and opportunities that reduce its vulnerability to external threats. The study concludes that program implementation affects students' performance in TVE since it includes activities meant to deepen understanding of important concepts and to provide experiential learning for students.

Nigeria is Oil-rich but has been limped by political instability, corruption, insecurity, inadequate infrastructure, and poor macroeconomic management. Leaders have failed to diversify the economy away from its overdependence on the capital-intensive oil sector, which provides 95% of foreign exchange earnings and about 80% of budgetary revenues. Unemployment rate was 4.6% (2007est.). In 2009, of the total number of qualified secondary school students for enrollment into Universities and Polytechnics only 28% of them could be admitted,there is not enough vocational institutions that can handle the remaining 72%. The drop out figure from the educational system is put at over 30 Million, and the unemployed rate was 19.7 per cent with 52% of this unemployable i.e. have no specific skills.These indices do not support the country's vision 20, 2020 if the citizens are not educated inline with global practices. Unfortunately, massive retrenchments in the formal sector of the economy keep rising. The 6-3-3-4 education system was developed for the vocationalization of the secondary school curriculum in Nigeria. Nigeria has more than 250 vocational/technical institutions offering various technical programmesbut the number of teachers isinadequate, electricity is epileptic, there is low morale. The society lacks skilled technicians: bricklayers, carpenters, and auto-mechanics, laboratory and pharmacy technicians, electrical/electronic technicians etc. Vision 20, 2020 is scary; the government must aggressively train the youths in vocational and technical education so that the country will be more secured than it is now.
