The infrastructure is good but old as AIIMS was established in 1956. However, there is a huge scope of improvement in infrastructure with respect to digitalization, modernized classrooms, and pedagogy mechanisms.

It is unsatisfactory.

While the overall college structure is good but for optometry department is worst because there is no particular class room, no wet lab for practice , lack of communal area for student collaboration, differentiation in mess facility , no dedicated canteen area, no wifi facility

The All Indian Institute of Medical Sciences (AIIMS) administers the Paramedical entrance exam, which serves as the gateway for admission to both undergraduate and postgraduate paramedical programs in AIIMS colleges.

AIIMS provides a total of 171 seats for paramedical courses, and this count does not include the 571 seats available for B.Sc. (Hons) Nursing, which is also offered by the institute based on the same examination.

Beginning of the Department:

• The Department of Psychiatry had informal beginning in 1958 , when   Dr. Luvia Taylor Gregg , Honorary Consultant in Psychiatry, began formal teaching in psychiatry for the first batch of MBBS students.
• Dr Gregg planned to introduce 100 hours of teaching in psychiatry in MBBS curriculum.
• Prof KL Wig , the then Head of the Department of Medicine (later Director, AIIMS) was instrumental in integrating the teaching of psychiatry throughout the clinical posting in medicine so that the exposure to psychiatry was spread to all the 3 years on weekly basis.
• Dr Vimla Virmani , who later headed the Department of Neurology, also worked as a clinical tutor in the initial years of the Department’s history.

Start of MD Psychiatry Course:

• Dr AS Mahal joined as Assistant Professor in 1962
• Dr D Satyanand joined as Professor and Head in Aug 1963.
• Regular MD Psychiatry programme in psychiatry, the first in the country was started in 1964 by Dr Satyanand.

Further Growth of the Department:

• During 1967-1968, Dr Erna Hoch, a Swiss psychiatrist, who had migrated to India, headed the Department as Honorary Professor and Head for about one and half years.
• She was followed by Dr JS Neki, who joined in Sept 1968 as Professor and Head.

Pioneer in the Field of Psychiatry:

• The Department of Psychiatry had a number of firsts in India besides being a pioneer in establishing postgraduate training in psychiatry in a general hospital setting.
• The department gave stature to psychiatry as a medical discipline in a medical institution in India.
• Another path breaking contribution of the department of psychiatry was initiating rural mental health services , through the Indian Council of Medical Research funded mental health project at the Ballabgarh Community Centre in 1964.
• The department has also the credit of starting the first Child Guidance Clinic in Delhi in 1964 and De-Addiction Centre in 1988 which got the status of the National Drug Dependence Treatment Centre (NDDTC) in 1988 . NDDTC is also a WHO Collaborating Centre on Substance Abuse.
• The Department of Psychiatry has been a pioneer in providing mental health services in a General Hospital Setting .
• The department runs regular out-patient and in-patient services and multiple Specialty clinics along with Community services, Consultation liaison services and Emergency psychiatric services.
• In addition to medical management, psychological treatments, modified electro convulsive therapy (MECT), rTMS, tDCS and biofeedback are routinely provided.
• The department is at the forefront of medical education with courses for MBBS, B.Sc/M.Sc nursing, MD (Psychiatry). DM (Addiction Psychiatry) and PhD (Clinical Psychology) .
• The department undertakes regular collaborative research with national and international agencies like World Health Organization (WHO), University of California, National Institute of Health Research (UK), ICMR, and organizes year-round public educational events for awareness and promotion of mental health .
• Currently, the primary mandate of the department is to develop highly trained manpower, curriculum and techniques for undergraduate and postgraduate medical education . 
• The postgraduates are trained through outpatient, inpatient, community based and family centred mental health care.
• Funded research on epidemiology of substance abuse along with general mental health morbidity has been the main focus.

AIIMS Clinical Psychology PhD Degree not recognized: Delhi HC seeks response from Rehabilitation Council of India

New Delhi: In a recent development, the Delhi High Court has issued notice to the Rehabilitation Council of India (RCI) to place its stand before the court and submit the reason for not recognizing the PhD degree in clinical psychology from All India Institute of Medical Sciences (AIIMS). New Delhi: In a recent development, the Delhi High Court has issued notice to the Rehabilitation Council of India (RCI) to place its stand before the court and submit the reason for not recognizing the PhD degree in clinical psychology from All India Institute of Medical Sciences (AIIMS).

The order of the HC comes after Dr. Angela Ann Joseph, a Ph.D. degree holder in Clinical Psychology from AIIMS approached the court with a grievance that her Ph.D. degree in Clinical Psychology degree from AIIMS has not been notified by the Rehabilitation Council of India under the schedule to Section 11(1) of the Rehabilitation Council of India Act, 1992.

While serving notice to the Union of India, and RCI, the respondents in the case, the HC had also asked the RCI to place affidavits regarding their stand on the issue. The HC bench led by Justice Pratibha M. Singh, in the order dated 05.03.2021, had mentioned, "as the perusal of the schedule would reveal that even diploma courses are being recognized by the Rehabilitation Council of India, and in the absence of a valid reason, it would be quite ironic if the Ph.D. degree in Clinical Psychology from AIIMS, is not recognized in the said Schedule."

The petitioner had finished her graduation from The University of Windsor, acquiring the degree of Bachelor of Sciences, and thereafter had obtained a post-graduate degree in Masters of Science in Psychology (Clinical) from Christ University, in 2010. Thereafter, she pursued her Doctorate in Clinical Psychology' and graduated with a Ph.D. degree from AIIMS in July 2015.

Mr. R Satish, Mr. Mathan Joseph, and Mr. Rajesh Kr had represented the Petitioner before the court. The lead counsel for the petitioner, to argue the case, had relied on the definition of "Clinical Psychologist" under section 2(I)(g)(ii) of the Medical Health Care Act, 2017 which merely required a recognized qualification in Clinical Psychology. However, it needed to be approved and recognized by RCI.

Thus, the petitioner had prayed before the High Court of Delhi to give directions to RCI to notify and recognize the Ph.D. degree in Clinical Psychology from AIIMS in its schedule to section 11(1) of the Rehabilitation Council of India Act.

After listening to the contentions by the counsel for the petitioner, the HC bench has asked the Centre, the RCI, and other authorities to place their stand on record within four weeks.

Meanwhile, since 27th October 2020, the Petitioner had also made a representation to the Government and to the Rehabilitation Council of India, which had been annexed with the writ petition before the High Court.

The Court had also directed the Ministry of Health and RCI to take a decision regarding the representation made by the petitioner within 30 days. Both these authorities have been asked to place a copy of their decisions regarding the matter on the record before the next date of hearing. The case has been next listed for hearing on 07.05.2021.
