One-year MAPP students are required to complete a master's thesis. Overall the thesis component is worth 8 credits. The 8 credits are split between the thesis (7 credits) and a mandatory thesis writing workshop (1 credit).

All theses must address an appropriate research topic, which includes a defined field of research and a number of researchable questions to investigate.

Theses should demonstrate a good knowledge of the literature in the field of policy studies; contribute to the study of the field through original research and/or by relating the subject studies to the broader academic literature; and demonstrate analytic ability through the careful and critical use of relevant concepts and approaches.

Requirements

All students enrolled in the one-year MAPP program are required to write a master’s thesis during their studies at CEU. A resident faculty member will supervise the thesis. Supervisors will be allocated taking into account substantive and methodological dimensions of the topic. The supervisor is the student’s primary contact during the research and thesis writing period. Supervisors are expected to read and comment on the thesis proposal, to meet the student half a dozen times during the supervision process, and to provide feedback on drafts of the thesis, if there is sufficient time to do so.

The mandatory thesis writing workshop (6 sessions) builds up on the guidance provided by the academic writing center and the different courses related to research methods and research design students took during the fall and the winter term.

The total length of the thesis must be 12,000 words (+/– 10%) and include: the title page, copyright notice, table of contents, list of figures, list of abbreviations, acknowledgments, references, abstract (maximum 200 words), footnotes, bibliography, and appendices. Tables and figures may be excluded from the word count.

Evaluation and Grading

Two DPP faculty members will read and evaluate the thesis. The thesis grade will be determined based upon their two written evaluations. There will be no oral defense after thesis submission. The MA Thesis Evaluation Form including the final grade and comments on the dissertation will be provided within six weeks of the submission date for those who submit by the deadline. 

Late submission results in 0.1 point grade deduction per business day.

Thesis Research Grants

CEU offers small grants to support master’s thesis research. Interested students must submit an application to Zoltan Wagner containing the grant application form, a summary of the project, the research timetable (days and location), a summary of advanced preparations undertaken, the supervisor's recommendation, and a detailed budget. Applicants must also submit a travel grant report and original invoices for all expenses to the Grants Management Office within 30 days of the completion of their research. The science, technology, and public policy MS is equally ideal for those with undergraduate degrees in either:

  • Science or engineering
  • An area of liberal arts (e.g., economics, public policy)

Science, Technology, and Public Policy Degree Courses

Public policy degree core courses emphasize analysis, problem-solving, and interdisciplinary approaches, which are required in this program. 

Elective courses are selected with an advisor and allow you to focus your studies on an interest or career area, such as environmental policy, climate change policy, health care policy, STEM education policy, telecommunications policy, biotechnology policy, environmental policy, communications policy, or energy policy. Electives are offered in various colleges throughout the university, including the colleges of Business , Engineering , Engineering Technology , and Science . 

In the thesis and capstone options, you will work with a faculty adviser on an independent research project in your area of interest.

Full-time study is 9+ semester credit hours. Part-time study is 1‑8 semester credit hours. International students requiring a visa to study at the RIT Rochester campus must study full‑time.

Application Details

To be considered for admission to the Science, Technology and Public Policy MS program, candidates must fulfill the following requirements:

  • Complete an online graduate application . 
  • Submit copies of official transcript(s) (in English) of all previously completed undergraduate and graduate course work, including any transfer credit earned.
  • Hold a baccalaureate degree (or US equivalent) from an accredited university or college.
  • A recommended minimum cumulative GPA of 3.0 (or equivalent).
  • Submit a current resume or curriculum vitae.
  • Submit a personal statement of educational objectives .
  • Submit two letters of recommendation .
  • Entrance exam requirements: None
  • Writing samples are optional.
  • Submit English language test scores (TOEFL, IELTS, PTE Academic), if required. Details are below.

International applicants whose native language is not English must submit one of the following official English language test scores. Some international applicants may be considered for an English test requirement waiver .

International students below the minimum requirement may be considered for conditional admission. Each program requires balanced sub-scores when determining an applicant’s need for additional English language courses.

Master in public policy: master's thesis

Students have the opportunity to write a Master’s thesis during their semester 4. This excludes any other S4 validation possibility (full-time internship, exchange program, personal project).

Objectives of the master's thesis

The main objective is to enable students to deepen their expertise or knowledge in a given field, which they hope to enhance professionally.

Conditions and organisation

The writing of the thesis is subject to the approval of the Academic advisor of your policy stream. It is therefore essential to inform him or her of your intention to write a thesis as soon as possible (at the beginning of the third semester at the latest). The Master's thesis option is not compatible with an apprenticeship.

Students need to find a thesis advisor, who must be a member of Sciences Po's permanent faculty or else an adjunct professor. Students must respect the project initially accepted by their academic advisor. In addition, they will meet regularly with their thesis advisor and keep him/her informed of the progress of their research. They certify to provide original research work and to respect all the rules regarding intellectual property at Sciences Po, failing which they will be in default.

Throughout the year, students receive pedagogical and methodological support from Bruno Palier, CNRS Director of research in Political Science at the CEE (Centre d’études européennes et de politique comparée).

  • Methodological training on the research question and the research methodology of the master’s thesis (literature review, argumentation and structure)
  • Research design on different methodological approaches (field work, data collection, interviews).
  • 3-minute presentations of each research project in the presence of other students and advisors.
  • Training session on the writing process (introduction, outline, demonstration and conclusion).
  • Training session on the thesis defence. 
  • Students who are interested in the Master's thesis option should contact their academic advisor as soon as possible, and no later than the beginning of semester 3. An information meeting is organised during September of the S3. By the end of October, students must write a thesis proposal specifying the main topics and arguments of their project and send it to the academic team of the Master's thesis. 
  • Pedagogical and methodological support is offered between November and March of the 2nd year of the Master's programme.
  • The theses are submitted at the end of April and defense take place between mid and the end of May.

The new MSc in Public Policy: tips for submitting your short research proposal

The new MSc in Public Policy Research requires applicants to submit a short research proposal. Hear from MSc Course Director, Professor Peter Kemp, about how to tackle the challenge.

In the admissions team, when we speak to potential applicants to the MSc in Public Policy Research , we tend to get asked about the short research proposal. We decided to put the most frequently asked questions to our MSc Course Director, Professor Peter Kemp , who offers his advice for making a powerful impression.

Peter, can you tell us what the short research proposal requirements are?

As part of your application, you will submit a short research proposal (maximum 1,500 words).

The topic could be the one that you anticipate investigating for the research thesis or another topic in which you are especially interested.

The proposal should (1) briefly describe the policy problem to be researched; (2) outline a research question to be investigated: and (3) propose the methods that would be employed to answer the research question.

For example, the methods section should explain the types of data you want to use, how will you collect it, and how you envisage analysing it.

And how will the research proposal be assessed?

Before starting your proposal, it’s important to bear in mind the criteria we will use to assess – for admissions purposes – your short research proposal.

You may find it helpful to use this as a checklist for mapping out your proposal. Assessors will be looking closely at:

  • The overall coherence of your proposal
  • Evidence of your motivation for and understanding of the proposed area of study
  • Your ability to present a reasoned case in proficient English
  • Commitment to subject beyond the requirements of the degree course
  • Ability to undertake applied research projects
  • Your capacity for sustained independent work
  • Reasoning ability

Do you have any ‘Dos and don’ts’? What makes an outstanding research proposal and what should applicants avoid?

An outstanding research proposal is one that exhibits all of the attributes (1) to (7) listed above.

Things to avoid include having: an unclear research question; a research question that is actually two or more questions; methods that will not provide answers to the research question; overly ambitious or complex methods or methods that cannot be completed within the time available for the thesis.

Does the proposal need to be inter-disciplinary?

A key feature of the MSc thesis is that students are required to research a public policy problem. Policy problems and the policies aimed at tackling them are rarely the province of one academic discipline. For example, policymakers rarely consider just the economics of a policy problem or policy: they also have to take into account the political and legal aspects too. Hence, our expectation is that the proposal and the thesis will be inter-disciplinary.

The admissions team often get asked about pitching a research proposal towards a specific supervisor working at the School. Would you advise doing this and could you tell us more about how the supervisor allocation process works at the School?

The research proposal that you submit as part of the admissions process will be one of the elements that the MSc Admissions Committee will use to assess your application. It is the Committee, therefore, that is the target audience for the short research proposal. It won’t necessarily be seen by the person who you are allocated as your academic supervisor.

Academic supervisor allocations will be based primarily on the topic that you decide to research for your thesis. They will be either a member of the School’s academic faculty or (with their agreement) an academic working on that topic in a research centre or programme elsewhere in Oxford.

Is there scope to change the focus of the research question at a later stage in the course, should the applicant be successful in their MSc application?

Yes. While you can stick with the topic about which you wrote your short research proposal as part of the admissions assessment process, you are free to change topic once accepted onto the course.

Please note that, if your MSc or 1+1 application is successful, you will receive training in how to write a research proposal as part of the Research Design module. You will also receive feedback and advice on the new draft that you produce after having completed that module.

When it comes to word counts, is the bibliography included?

The short research proposal must not under any circumstances exceed the 1,500 word count. Bibliographic references are not included in the word count. Please ensure that the word count is clearly displayed on the document.

And if the person is applying for the Public Policy 1+1, do they need to submit two research proposals?

The research proposal is only required as part of the application for the MSc in Public Policy Research.

Write in clear and concise language. Ensure that every sentence is essential; and that every word in every sentence is essential. Eliminating redundant words invariably improves the readability of a sentence. When drafting your proposal, keep in mind what the Admissions Committee needs to know in order to understand what it is you want to research and how you propose to research it.

Module overview.

The dissertation is the final culminating piece of work for the MSc Public Policy, Finance and Management. It is based on an original piece of research undertaken by the student on a topic relevant to the aims and objectives of the MSc Public Policy, Finance and Management programme. The dissertation project brings together theory, method, collection and analysis of empirical evidence in a small-scale research project, the findings of which are analysed and critically discussed. The project typically involves, in addition to research of academic literature, the collection of primary and/or secondary data (of quantitative and/or qualitative sorts) through various means (such as, for example, interviews, focus groups, surveys, datasets, and simulations) and their analysis, as agreed with the supervisor.

Students are allocated a dissertation supervisor in Term 2 and will normally receive three substantive supervision meetings. The role of the supervisor is to assist the student in refining the topic of research, approve the plan of work, advise on sources and help the student with problems which may arise during the course of research and writing.

Objectives and learning outcomes of the module

Upon successful completion of this module a student will be able to:

  • Demonstrate a command of appropriate theoretical perspectives, secondary literature and, where appropriate, primary resources relevant to the chosen topic of research;
  • Display the ability to frame research questions, consider an appropriate research design and explain relevant methodological and ethical issues relating to a proposed research project;
  • Employ the skills to pursue independent research from secondary and, where appropriate, primary resources in the field of public policy, finance and management;
  • Show ability to organise their data and articulate their arguments coherently and clearly;
  • Show ability to analyse research findings and write a critical discussion of those findings.

Johns Hopkins graduate programs again ranked among nation's best

'u.s. news & world report' includes 38 jhu programs among the top 10 in the u.s. in its annual rankings, including no. 1 ranked programs in nursing and public health.

Johns Hopkins University has 38 graduate schools, academic programs, and specialties ranked among the top 10 in the nation, including nine with No. 1 rankings, according to the latest edition of "Best Graduate Schools" from U.S. News & World Report , published earlier today.

Two schools at Hopkins—the Bloomberg School of Public Health and the School of Nursing —earned No. 1 rankings overall, and the School of Education entered the top 10, according to U.S. News & World Report .

Portions of the publication's annual list were released today but rankings for schools of medicine and engineering were delayed and will be released at a later date.

Among the new rankings released today:

The School of Nursing's DNP program ranked No. 1 for the third year in a row. Its master's degree programs tied at No. 1, up from No. 2 last year. In gerontology, the school moved up two spots to No. 1 for primary care, and up one spot to No. 2 for acute care. In other specialty areas, the School of Nursing's doctoral programs ranked:

  • Psychiatric/mental health: No. 1
  • Family: No. 3 (tied)
  • Leadership: No. 4 (tied)
  • Nursing Anesthesia: No. 36 (tie)

Public Health

The Bloomberg School retained its longtime No. 1 overall ranking among public health programs—it has held the top spot since 1994, the year the rankings began. In specialty areas, the Bloomberg School ranked:

  • Environmental Health Sciences: No. 1
  • Epidemiology: No. 1
  • Health Policy and Management (Public Health): No. 1
  • Social and Behavioral Sciences: No. 1
  • Biostatistics: No. 2

Johns Hopkins tied at No. 8 in the Education category, up from No. 13 last year. The school also tied at No. 23 in higher education administration programs.

Public Affairs

Overall, Johns Hopkins programs in public affairs tied at No. 39. In subcategories, Johns Hopkins tied at No. 6 in Health Policy and Management (Public Affairs), No. 11 in International/Global Policy and Administration, and tied at No. 35 in Public Policy Analysis.

U.S. News & World Report updates some of its rankings each year and republishes the most recent rankings in other areas. Among the republished rankings for Hopkins, which are still current:

Biological Sciences

Hopkins is tied for No. 6 overall with six top 10 specialty rankings:

  • Molecular biology: No. 3 (tie)
  • Cell biology: No. 4
  • Neuroscience: No. 4 (tie)
  • Immunology: No. 5
  • Genetics, genomics, and bioinformatics: No. 6 (tie)
  • Biochemistry, biophysics, and structural biology: No. 8

Biostatistics

Hopkins is ranked No. 1 (tie) for Biostatistics at the doctoral level. (Note: U.S. News & World Report also ranks biostatistics as a sub-category of public health, where Hopkins is No. 2.)

The university is tied at No. 20 in Chemistry and ranks No. 9 in the Biochemistry subcategory.

Computer Science

The university is tied for No. 24 overall and tied at No. 21 in the specialty of Artificial Intelligence.

Earth Sciences

The university is tied at No. 30 in Earth Sciences.

Johns Hopkins' program in economics is tied at No. 22.

English tied at No. 13 overall with the following specialty rankings:

  • Literary criticism and theory: No. 3
  • British literature: No. 10 (tie)
  • American literature after 1865: No. 17

Health Care Management

The university is No. 7.

Johns Hopkins ranks No. 10 overall, with the following specialty rankings:

  • African-American history: No. 3 (tie)
  • Cultural history: No. 4 (tie)
  • U.S. Colonial history: No. 5 (tie)
  • Women's history: No. 6 (tie)

Overall, political science is tied at No. 41. In sub-categories, Johns Hopkins ranked: + Political theory: No. 8 (tie) + International politics: No. 24 (tie)

The university's graduate program in psychology is tied at No. 12 overall and tied at No. 5 in the subcategory of behavioral neuroscience.

Overall, sociology is tied at No. 29. The sub-category of sociology of population is tied at No. 17.
