Education Policy - PhD
Education policies address broad issues of human capital development, equity of opportunities and outcomes, fair and efficient allocation of education resources, societal opportunity structures that impede and facilitate education success, and political structures that frame how education policy is formulated and implemented. For example, education policy Ph.D.’s might study whether reducing the size of high schools in large urban districts improves the performance of students who attend those schools as well as the performance of students who continue to attend other district schools. Or, whether state school finance court cases challenging the equity or adequacy of the distribution of resources across school districts improves outcomes for disadvantaged students. Or whether regular education students fare well when students with disabilities are educated in their same classrooms rather than in segregated classrooms.
Moreover, the field involves study of policies and issues that while not strictly “education” have an effect on educational outcomes. For example, the level of crime in a student’s neighborhood or the quality of a student’s housing or the food policies in a student’s school or district can affect student performance, attendance and school environment. These related issues are also part of the education policy field.
Expertise in education policy involves the ability to approach research by undertaking causal studies of effects of policies and by undertaking process studies of the formulation and implementation of policies. Economics, politics, and sociology form the core disciplines for this field. Students are expected to have an understanding of all aspects of the field, but to specialize in a discipline and approach. The U. S. Department of Education-sponsored Pre-Doctoral Interdisciplinary Training Program (PIRT) is an exceptional resource for NYU students interested in education policy ( http://steinhardt.nyu.edu/ihdsc/iespirt ). The PIRT program provides tuition and stipend support for doctoral students, seminars featuring national experts in education policy, and access to opportunities to work for and with a wide variety of faculty from around the University. All students applying to the NYU Wagner Ph.D. program in educational policy should indicate if they are interested in being part of the PIRT program.
Bilingual Education (PhD)
Program description.
This PhD program in Bilingual Education prepares teacher educators, supervisors, and researchers for bilingual and bicultural settings. The program emphasizes research in language acquisition, bilingualism, and pedagogy in linguistically diverse environments in addition to the foundations of education, research methods, departmental content seminars, and dissertation proposal seminar.
Admission to graduate programs in the Steinhardt School of Culture, Education, and Human Development requires the following minimum components:

Following completion of the required coursework for the PhD, students are expected to maintain active status at New York University by enrolling in a research/writing course or a Maintain Matriculation ( MAINT-GE 4747 ) course. All non-course requirements must be fulfilled prior to degree conferral, although the specific timing of completion may vary from student-to-student.

Doctoral Program

- World-class Faculty. Our faculty publish in and serve as editors and editorial board members of all the leading management journals. In 2021, Stern's Management Department was ranked fourth world-wide in terms of research productivity in the UT Dallas Research Rankings (based on publications in leading journals).
- Breadth & Diversity. Because of the size of our faculty, we are able to offer a wide array of expertise across the broad research domain of management. With twenty seven full-time professors, you are likely to find someone to mentor you no matter what your area of interest.
- Small Size. We have a small program relative to the size of the department – the average incoming cohort is three students. This means that students can get very personalized attention from faculty. The Doctoral Coordinator makes every effort to match students with faculty who can help them develop research skills in their specific area of interest.
- Collaborative Culture. Our department has a collaborative culture and we integrate our doctoral students into our research activities. Students participate in our many internal workshops and external research seminars and also organize a doctoral brownbag/happy hour.
- Living Laboratory. As the center of international commerce, New York City offers amazing opportunities for conversing with managers and studying business organizations. Research opportunities abound right outside our door.

PhD Programs
NYU Shanghai offers various opportunities for students to pursue advanced doctoral study and research culminating in the award of a PhD degree from New York University. These opportunities are made possible through unique collaborations with other schools and departments of NYU, including the NYU Graduate School of Arts and Science, the NYU Tandon School of Engineering, and the NYU Wagner Graduate School of Public Service. Currently, we are recruiting for outstanding PhD candidates in the following subjects: Biology, Chemistry, Computer Science, Data Science, Electrical Engineering, Mathematics, Neural Science, Physics, Public Administration, Sociology, and Transportation Planning and Engineering.
Students accepted into these programs normally begin by spending their first year in New York City for foundational PhD coursework, completed alongside other NYU PhD students in their discipline, before transitioning full-time to research groups led by NYU Shanghai faculty.
All students are supported through a generous financial aid program - the NYU Shanghai Doctoral Fellowship, which includes scholarships covering NYU tuition and fees, annual stipends, travel funds, and enrollment in an international health insurance plan.
In these programs, students receive a world-class NYU doctoral education, along with a truly distinctive global experience across multiple NYU campuses. Meet 2023-24's Women in Transportation
The Women in Transportation series honors distinguished women from various corners of the transportation world including industry, public sector, and academia. The hour long presentations are opportunities for women in the field to discuss their experiences and career paths with students who will soon be entering the job market themselves.
This year, our seminar presenters are Elaine Du of AKRF , Lavanya Marla of University of Illinois Urbana Champaign, and Ilgin Guler of Penn State .
To celebrate Women's History Month, we also had the pleasure of hosting this year's Women in Transportation Panel on March 11. Moderated by NYU PhD Candidate Daphne Cornelisse and comprised of NYC DOT's Erin LaFarge , the MTA's Lisa Mae Fiedler , and Via's Gal Kramer , the panel spoke of their unique professional perspectives as women in transportation as well as broader trends in the industry.
Installment I: Elaine Du

Elaine Du, PE is a Technical Director with AKRF in White Plains and a licensed Professional Engineer in the State of New York. She grew up in New York City and earned her bachelor’s degree in civil engineering from The Cooper Union in 2014. Her professional experience includes traffic engineering, planning, and design for large projects such as the Tappan Zee Bridge Replacement, Bayonne Bridge Raise the Roadway, and LaGuardia Airport Redevelopment.

Professor Marla presented on February 14, 2024.
Professor Marla is an experienced Assistant Professor with a demonstrated history of working in the higher education industry. She is a strong education professional with a Doctor of Philosophy (PhD) focused in Transportation Systems from Massachusetts Institute of Technology. Professor Marla builds models and computational techniques that combine large-scale optimization, data mining, statistics, simulation to improve logistics and transportation systems and healthcare delivery systems. Also, she is interested in research on emerging economy settings.

Associate professor, penn state.
S. Ilgin Guler is an Associate Professor in the Department of Civil and Environmental Engineering at Pennsylvania State University. Her research interests include multi-modal urban traffic operations and control, intelligent transportation systems, connected and autonomous vehicles and infrastructure management. She received dual B.S. degrees from Bogazici University, Istanbul, Turkey in Civil Engineering and Industrial Engineering and Operations Research.

To celebrate Women’s History Month, C2SMARTER, the NYU-ITE Student chapter, and the ITE MET Section had the pleasure of hosting this year’s Women in Transportation Panel on March 11. This was the first installation of the ITE Met Section, YPT NYC and WTS Greater New York Chapter Women in Transportation Series occurring this year.
Moderated by NYU PhD Candidate Daphne Cornelisse, the panel featured three leaders in the transportation field:

Over 50 rising transportation professionals attended the hour-long panel discussion focused on gender equity in the workforce and throughout global transportation systems. The panel spoke of their unique professional perspectives as women in transportation as well as broader trends in the industry, before opening up for a Q&A portion for the audience to ask their own questions.
