Now Rep. Jim Jordan is yelling at poor Janet Yellen.

The Ohio Republican Friday posted to X a letter demanding the Treasury Secretary hand over Bank Secrecy Act suspicious activity reports as part of his probe into Jan. 6 Capitol attack investigations he argues may have violated Americans' civil rights.

"The Committee is authorized to conduct oversight of matters involving civil liberties and criminal law to inform potential legislative reforms," Jordan informs Yellen.

He then explains the Judiciary's "Weaponization of the Federal Government" subcommittee is authorized to investigate "issues related to the violation of the civil liberties of the United States."

Jordan focuses in Bank of America filings made between Jan. 15 and Jan. 18, about a week after angry supporters of former President Donald Trump stormed the U.S. Capitol in a failed attempt to overturn the 2020 election.

FBI investigator Steven Jensen would later tell House investigators Bank of America provided them with names of clients who used their credit and debit cards in D.C. on Jan. 6, and these names were cross-checked against people who had bought firearms.

Jordan last year subpoenaed Bank of America and noted in yet another demanding letter that the bank "has refused to provide the Committee and Select Subcommittee with the filing it turned over to the FBI."

In November, Bank of America told Politico it had "followed all applicable laws in our interactions with the Trump Administration’s Treasury Department and law enforcement."

Jordan's letter was met with mixed reviews on X. While some expressed interest in Jordan's investigation, others had doubts.

"So now stop talking and take action," replied @Heiner190 Friday. "Still no impeachment of Biden, the border is still not secured, the traitor is still in the white house and you are sending letters to Yellen?"

"NOOOO! Not a letter!" added Ted O'Connor . "Oh boy, GOP means business now."

Sen. John Barrasso warned that secret climate meetings between US Department of Energy officials and companies controlled by the Chinese Communist Party could compromise taxpayer-funded research in a letter to Energy Secretary Jennifer Granholm.

The missive slams Granholm for the “misguided interactions,” which were only made public after they were uncovered by the Senate Energy and Natural Resources Committee, on which Barrasso (R-Wyo.) serves as ranking member.

“DOE is openly inviting the compromise of our nation’s taxpayer-funded research, development, and technical expertise,” he wrote.

“This is a dangerous gamble with our future economic and national security that must end immediately.”

The letter outlines four of the sit-downs that have occurred with leaders in the People’s Republic of China (PRC) since last October, which “went beyond mere diplomatic courtesies” and were “shielded from the American public’s scrutiny, with coverage found exclusively within Chinese media outlets.”

On Oct. 11, the Energy Department’s China office director, Stephanie Duran, met with China Construction Technology Company president Sun Ying in Beijing to “deepen cooperation” on “clean energy and carbon emission reduction” between the company and the Lawrence Berkeley National Laboratory, a DOE facility managed by the University of California.

Barrasso said the collaboration “reveals a severe miscalculation” on the actual intentions of the state-owned Chinese company, despite claims that it merely wants to reduce carbon emissions.

Chao Ding, a researcher at the Bay Area US lab, traveled five days after that meeting to visit Zhengzhou University in China, where he made suggestions to the school’s dean, Wu Xuehong, about the construction of a new research facility.

​​“Whether known or unknown to Mr. Ding, Wu Xuehong is an enthusiastic member of the CCP and sworn member of the college’s support arm of the United Front Work Department (UFWD),” Barrasso noted.

“It is almost certain that [China] is targeting a significant number of DOE experts for their specialized knowledge and technological insights,” he added.

US scholars have previously remarked on the dangers of the Chinese influence campaign, he said.

One month after the research meet-up, DOE’s deputy assistant secretary for carbon management, Noah Deich, sat down with then-Chinese vice minister of science and technology Zhang Guangjun in Beijing.

They discussed “relevant science and technology issues,” according to a report in a Chinese outlet.

Zhang had previously served at the Beijing University of Aeronautics and Astronautics, which has co-opted US research and adapted it for the Chinese military, according to a July 2020 report from Stanford University’s conservative Hoover Institution.

Additionally, Deputy Secretary David Turk met virtually with Chinese government officials on Jan. 12, 2024, to help launch a joint “Working Group on Enhancing Climate Action in the 2020s,” which the State Department disclosed but the Energy Department did not.

The goal of the group is to share information about reducing carbon emissions and to work on joint projects to that end, according to the State Department .

In a Feb. 2 hearing before the Senate Committee on Energy and Natural Resources, Turk said the Energy Department had adopted an “eyes-wide-open” strategy to counter the Chinese threat to US tech development.

But Barrasso slammed Turk for making that claim.

“Despite what Biden Administration officials believe, it is increasingly clear that the CCP’s true intent is not to walk hand-in-hand with the United States towards environmental stewardship,” he warned of President Xi Jinping’s true intentions.

“The PRC has brazenly wielded its climate ‘cooperation’ as a tool to insidiously increase its soft power in the West while maintaining an autocratic, dictatorial regime at home,” he said.

“The CCP will undoubtedly siphon even more of America’s technological and intellectual bounty under the guise of good-faith collaboration, just as it has been doing for decades.”

Barrasso has demanded that Granholm provide a complete list of all Energy Department visits to China since President Biden took office, as well as any agreements reached as a part of those trips.

He also asked for details about national security or counterintelligence briefings that may accompany the travels to China and whether there is an authorization process put in place for the official meetings.

“Global collaboration on key issues—such as basic scientific research and addressing the climate crisis—are critical to sustaining America’s global leadership while promoting greater prosperity and economic growth for generations to come,” an Energy Department spokesperson said in a statement.

“To that end, Department officials have and will continue to strategically engage with partners and competitors from across the globe to protect and promote American innovation, advance our technological competitiveness, and strengthen our national security.”

The boss of the Post Office wrote a letter to ministers saying he would stand by the prosecution of more than 350 of the sub-postmasters convicted in the Horizon scandal.

Chief executive Nick Read sent the letter to Justice Secretary Alex Chalk last month, informing him that the Post Office would be "bound to oppose" appeals against at least 369 prosecutions.

The document was dated 9 January - the day before the government announced plans for a new law to exonerate and compensate sub-postmasters who had been wrongly convicted in the Horizon scandal.

Mr Read's letter was published by the Post Office on Thursday, as the government confirmed it was pressing ahead with the legislation to automatically quash convictions by July.

In response, the government said it would introduce "safeguards" to avoid "anyone who was rightly convicted" attempting to "take advantage" of the compensation scheme.

"Innocent post-masters have suffered an intolerable and unprecedented miscarriage of justice at the hands of the Post Office, which is why we are introducing legislation to swiftly exonerate all those convicted as a result of the Horizon scandal," a government spokesperson said.

In the letter, Mr Read wrote that the Post Office had conducted an external legal review into prosecutions linked to the Horizon IT system between 1999 and 2015.

The period saw hundreds of sub-postmasters prosecuted because of discrepancies in the IT system, in what has been called the biggest miscarriage of justice in UK history.

Mr Read wrote that the review found that the Post Office was "bound" to oppose appeals against 369 of the roughly 700 prosecutions made in the period of the Horizon scandal because the evidence relied on in these cases was unrelated to the faulty system.

He wrote that a further 11 cases were under review, while there was insufficient evidence to take a decision either way in 132 cases.

"This clearly raises acute political, judicial, and communications challenges against the very significant public and parliamentary pressure for some form of acceleration or by-passing of the normal appeals process," he wrote.

Attached to Mr Read's letter was a note by Nick Vamos, the head of business crime at Peters & Peters, the solicitors for the Post Office.

In the note, Mr Vamos wrote that it was "highly likely that the vast majority of people who have not yet appealed were, in fact, guilty as charged and were safely convicted".

The publication of the letters comes after allegations from the former chairman of the Post Office, Henry Staunton, who claimed there was "no real movement" on payouts to sub-postmasters until after the airing of ITV drama Mr Bates Vs The Post Office earlier this year.

The claim was denied by the government and sparked a high-profile row between Mr Staunton and Business Secretary Kemi Badenoch.

While making the allegations, Mr Staunton revealed the existence of Mr Read's letter.

The Post Office published the letter and the note on Thursday with a comment which said they were sent to "explain the work that the Post Office had requested its legal counsel, Peters & Peters, undertake to proactively identify, on the papers available, any convictions that could be unsafe".

"This was primarily to offer the government any support that might assist them as they consider relevant issues in advance of passing legislation, without any value judgement on what the correct course of action might be," it said in a statement, alongside publishing the letters.

The Post Office also said the note provided by Peters & Peters was "not solicited" by them and was sent to "express the personal views of its author".

"(The) Post Office was in no way seeking to persuade the government against mass exoneration," it said.

"We are fully supportive of any steps taken by government to speed up the exoneration of those with wrongful convictions and to provide redress to victims, with the information having been provided to inform that consideration."

On Thursday, the government announced it aimed to get the exonerations done "as soon as possible before the summer recess" on 23 July.

Writing to the House of Commons, Post Office minister Kevin Hollinrake said: "As noted in my statement on 10 January, the legislation is likely to exonerate a number of people who were, in fact, guilty of a crime.

"The government accepts that this is a price worth paying in order to ensure that many innocent people are exonerated."

In an attempt to ensure people are truthful in signing up for compensation linked to convictions being overturned, they will have to sign a disclaimer confirming their innocence.

"Any person found to have signed such a statement falsely in order to gain compensation may be guilty of fraud," Mr Hollinrake added.

An independent public statutory inquiry is ongoing to establish a clear account of the implementation and failings of the Horizon IT system at the Post Office over its lifetime.

International students make important contributions to Canada’s campuses, communities and economy; however, we have seen unsustainable growth in the International Student Program in recent years. These recently announced reforms will support sustainable population growth in Canada and improve system integrity, while helping to ensure that international students have a positive experience in Canada.

1. Cap and provincial attestation letter

As of 8:30 a.m. ET on January 22, 2024, most new post-secondary international students at the college or undergraduate level must provide a provincial attestation letter (PAL) from a province or territory with their study permit application. Immigration, Refugees and Citizenship Canada (IRCC) will return any application received that does not include a PAL, unless otherwise exempt.

This attestation will serve as proof that the student has been accounted for under a provincial or territorial allocation within the national cap. Provinces and territories have been asked to have a plan in place for issuing PALs by March 31, 2024. The Government of Canada is working with the Government of Quebec to determine how the certificat d’acceptation du Québec pour études could serve as a PAL.

International students whose applications were received by IRCC before 8:30 a.m. on January 22, 2024, as well as those who have already been approved for a study permit and intend to travel to Canada for an upcoming program, do not need to take further action as a result of the cap.

2. Post-graduation work permit (PGWP) update for graduates of master’s degree programs

In recognition that graduates of master’s degree granting programs are excellent candidates to succeed in Canada’s labour market and potentially transition to permanent residence, we have made a change to the length of the PGWP, so that they have the opportunity to meet the required Canadian work experience in order to apply for their permanent residence.

Starting on February 15, 2024, a longer, 3-year post-graduation work permit will be available to those who are graduating from a master’s degree program that is less than 2 years and who meet all other PGWP eligibility criteria.

The length of PGWPs for programs other than master’s degrees will continue to align with the length of the study program, to a maximum of 3 years.

Who is eligible for a longer post-graduation work permit (PGWP)?

  • Graduates of programs that are at least two years in length at PGWP-eligible designated learning institutions are eligible for a 3-year PGWP, as are graduates of master’s degree programs less than 2 years in length.

3. PGWP eligibility for public-private partnership college programs

Some provinces allow public colleges to license their curriculum to be delivered by an affiliated private college. In these cases, students physically attend a private college, but graduate with a diploma from a public institution. Concerns have been raised with regard to the quality of education provided by these institutions, as well as the lack of sufficient student supports. The Auditor General of Ontario has also raised concerns about a lack of oversight into program quality and student services at these institutions.

As such, IRCC has made a change to restrict PGWPs for these institutions, anticipating that without the ability to apply for a PGWP, there will be a reduction in the number of international students enrolling in them.

Who is eligible for a PGWP after graduating from a public-private partnership college program?

  • International students currently enrolled will remain eligible for a PGWP if they meet other program eligibility criteria.

Who is not eligible for a PGWP after graduating from a public-private partnership college program?

  • New students enrolling in this type of program will not be eligible for a post-graduation work permit.

4. Changes to open work permit eligibility for spouses

In the coming weeks, eligibility for open work permits for the spouses and common-law partners of international students will be updated.

Who can get an open work permit?

  • Eligibility is limited to the spouses and common-law partners of students in graduate (master’s and doctorate) and professional degree–granting programs only.
  • Once these changes are in effect, spouses and common-law partners of international students seeking to extend their existing work permit will continue to be eligible under this stream.

Who will not be eligible for an open work permit?

  • The spouses and common-law partners of international students in other levels of study, including undergraduate and college programs, will no longer be eligible for an open work permit unless they already hold an open work permit under this stream.

About The Training Series

As the National Research Center on Poverty and Economic Mobility, the Institute for Research on Poverty (IRP) at the University of Wisconsin–Madison invites applications from continuing Ph.D. and master’s degree students who are from groups that are underrepresented in academia for its 2024–2025 Professional Development Training Series on Poverty and Economic Mobility Research. IRP also encourages applications from students attending universities that are not designated as a R1 “very high research activity” by the Carnegie Commission on Higher Education . This training series is provided with the financial support of the U.S. Department of Health and Human Services, Office of the Assistant Secretary for Planning and Evaluation, Office of Human Services Policy (U.S. DHHS/ASPE/HSP).

IRP is offering this virtual quarterly training series from fall 2024 through spring 2025 to 10 students. Awardees will receive a stipend of $500 for their participation.

The series was established to support the career development of in-residence fellows working at the U.S. Department of Health and Human Services through programs administered by IRP, including the National Poverty Fellows (NPF) program for postdoctoral researchers and the Economic Mobility Fellows (EMF) program for policy analysts who have recently completed their master’s degree, as well as IRP’s National Dissertation and IRP Dissertation awardees. It is designed to increase researchers’

  • interdisciplinary knowledge and understanding of policy-relevant research contexts, including the policymaking processes in federal agencies that administer human services programs;
  • ability to communicate with policy and public audiences effectively;
  • ability to work with affected communities in research development and dissemination; and
  • knowledge about research career paths outside of academia.

The two-hour workshops will cover a variety of topics identified by HHS and the trainees as important to their development, including topics such as the role of HHS in federal policy, effective strategies for engaging affected communities in the research process, data visualization and infographics, communicating for policy audiences, ensuring an equity lens in communications, and research careers in policy settings.

The Institute for Research on Poverty (IRP) is a center for interdisciplinary research into the causes and consequences of poverty and inequality in the United States and the impacts of related policies and programs.

As the National Research Center on Poverty & Economic Mobility, sponsored by the U.S. Department of Health and Human Services, IRP coordinates the U.S. Collaborative of Poverty Centers (CPC) . IRP and its partner centers support and train poverty and economic mobility scholars with a special focus on expanding opportunities for scholars from historically underrepresented groups. In addition, IRP and its partner centers provide relevant, cutting-edge research on a wide range of topics with the goal of improving the effectiveness of public policies to reduce poverty and its consequences.

About the Office of the Assistant Secretary for Planning and Evaluation (ASPE), Office of Human Services Policy (HSP)

The Office of the Assistant Secretary for Planning and Evaluation is the principal advisor to the Secretary of the U.S. Department of Health and Human Services on policy development. ASPE is responsible for major activities in policy coordination, legislation development, strategic planning, policy research, evaluation, and economic analysis. Within ASPE, the Office of Human Services Policy (HSP ) conducts policy research, analysis, evaluation, and coordination on various issues across the Department, including but not limited to, poverty and measurement, marginalized communities, early childhood education and child welfare, family strengthening, economic support for families, and youth development. HSP serves as a liaison with other agencies on broad economic matters and is the Department’s lead on poverty research and analysis.

HSP is focused on human services programs and their ability to promote the economic and social well-being of many of America’s most marginalized people. Through a variety of programs, services, and benefits administered at the federal, state, local, and community levels, the field of human services provides a range of resources to best support the complex needs of a variety of America’s lower income families and individuals.

Eligibility

Proposals are invited from individuals who will be enrolled in a Ph.D. or master’s degree program in the 2024 – 2025 academic year at a U.S. university. Note that students must have completed their first year of their program before the start of the 2024 – 2025 academic year.

To be eligible, applicants must either belong to a group that is underrepresented in academia or attend a university that is not designated as an R1 “very high research activity” by the Carnegie Commission on Higher Education . IRP is using the definition of underrepresented as outlined by the National Institutes of Health (NIH). Underrepresentation can exist in various forms, from one’s race or ethnicity, to ability status, gender identity or sexual orientation, or current or past economic disadvantage. Applicants will be asked to describe how they meet the NIH definition of underrepresented in their field of study unless they are attending a non-R1 university.

Students must show a demonstrated interest in pursuing a research career focused on issues related to poverty, economic mobility, equity, inclusion, diversity, and access in human services.

University of Wisconsin–Madison graduate students are ineligible for this training series.

Contract Period

The training series will run from fall 2024 through spring 2025. We expect to hold the four two-hour virtual trainings on Friday afternoons. Tentative dates include:

  • Friday, October 18, 2024, from 1:30 – 3:30 CT
  • Friday, December 13, 2024, from 1:30 – 3:30 CT
  • Friday, February 21, 2025, from 1:30 – 3:30 CT
  • Friday, April 25, 2025, from 1:30 – 3:30 CT

Selected students will receive a $500 stipend to participate in the virtual trainings.

Receipt of this stipend from IRP will require a commitment to attend and actively engage in four two-hour virtual trainings provided from fall 2024 to spring 2025.

Selection Process

Applications will be reviewed as follows:

  • online application completed;
  • application materials uploaded;
  • applicant is a member of a group unrepresented in academia and/or is attending a non-R1 institution; and
  • applicant is expected to be a continuing Ph.D. or master’s degree student at a U.S. university in the 2024 – 2025 academic year.
  • demonstrated interest in pursuing a research career focused on issues related to poverty, economic mobility, equity, inclusion, diversity, and access in human services;
  • compelling description of how this training series will advance the applicant’s career goals; and
  • the applicant’s record of scholarly engagement and potential for scholarly achievement, taking into account the relative advantages and constraints on resources over the course of the applicant’s graduate education.

IRP anticipates selecting up to 10 students for the 2024–2025 academic year. Select will be finalized in mid-June 2024.
