Why education matters: Quotes from the wise

At the start of this school year, we affirm what American writer Ropo Oguntimehin says: “Education is a companion which no future can depress, no crime can destroy, no enemy can alienate, and no nepotism can enslave.”

No less than US President Barack Obama announced: “Cutting the deficit by gutting our investments in innovation and education is like lightening an overloaded airplane by removing its engine. It may make you feel like you’re flying high at first, but it won’t take long before you feel the impact.”

The Philippine government’s investment in education, especially in the ongoing K to 12 program, is considerable.  Of course, deficits still plague the entire system, from teachers barely paid a living wage to classrooms too crowded and insufficient to meet the needs of a growing student population.

But for many Filipinos, a solid education is often the only way out of poverty and despair.  Parents who force their children to drop out of school to help out in the fields or the store should heed this warning from the wise:  “Education costs much, but lack of education costs much more.”

US Congressman Horace Mann, education reformer and brother-in-law of “The Scarlet Letter” author Nathaniel Hawthorne, once said: “A human being does not attain his full heights until he is educated.”

Why are creative and innovative teachers essential for long-term learning?  If students feel that the subjects they are studying are not relevant to their lives, there can be no genuine learning.

The Greek philosopher Plato said: “Knowledge which is acquired under compulsion has no hold on the mind.”

Love of learning is independent of whether a subject is easy or difficult, serious or entertaining.  If students find school to be attuned to their needs and desires, they will exert the effort to learn.

Asked if schooling helped him in movie making, “Star Wars” creator George Lucas said: “Traditional education can be extremely isolating.  The curriculum is often abstract and not relevant to real life, teachers and students don’t connect with resources and experts outside of the classroom, and schools operate as if they were separate from their communities … . Students connecting with passionate experts, and broader forms of assessment can dramatically improve student learning … . And well-prepared educators are critical.  I didn’t really discover any interest in film until I was a junior in college.”

Good teachers do all they can to master the subject.  They update their own learning constantly.  They have high expectations of their students, and provide ways to meet them.  They know their students and help them achieve their potentials.

Good teachers know they are the best role models for students.  What they say, what they do, what they are influence students.

Nobel Peace Prize winner Albert Schweitzer put it succinctly:  “Example is not the main thing in influencing others, it is the only thing.”

A wise person once said, “Good teachers teach.  Great teachers inspire.”

Unless we can come up with a better system of assessing performance, grades will remain mandatory.  However, prodded by overanxious and extremely competitive parents, many students study just to get good grades or pass tests, doing whatever it takes to succeed, no matter the financial or even ethical costs.

Students become so dependent on tutors and never develop proper study habits on their own.  The obsession with high grades tempts them to cheat— getting questions before a test, letting others do the class work, plagiarizing papers, making tutors do projects, bringing kodigos, etc.

Hooked on instant gratification, many students find solving complex problems and reading unabridged books too tedious and demanding.  They rarely make the effort to reflect on themselves and the world.

Sadly, they are missing out on the true point of education.  As French novelist and Nobel Literature Prize winner Anatole France explained: “An education isn’t how much you have committed to memory, or even how much you know. It’s being able to differentiate between what you know and what you don’t.”

Preparing for real life

The American psychologist M. Scott Peck began his book “The Road Less Traveled” with this line:  “Life is difficult.”

Students have to face problems with determination and skill, confidence and courage.  These traits are learned at home but they can also be developed in school.

Scottish historian Thomas Carlyle said: “Permanence, perseverance and persistence in spite of all obstacles, discouragement and impossibilities:  It is this, that in all things, distinguishes the strong soul from the weak.”

British World War II hero Lord Alexander said: “We learn more by looking for the answer to a question and not finding it than we do from learning the answer itself.”

Lawmakers chastise Superintendent Arntzen over alleged delays, inefficiencies at Montana’s K-12 education agency

Montana lawmakers formally expressed their disappointment Wednesday with state Superintendent Elsie Arntzen’s unwillingness to appear before a legislative committee to resolve conflicts over the implementation of new education laws passed last session.

In a letter approved by the Education Interim Budget Committee, members called upon Arntzen to “turn your attention to faithfully fulfilling the duties of the office to which you were elected,” arguing that the people most harmed by ongoing friction between the Legislature and the Office of Public Instruction are “Montana’s school children.” The committee’s message came in response to allegations of institutional inefficiencies and delays at OPI — allegations that prompted the committee’s chair and primary author of the letter, Rep. David Bedey, R-Hamilton, to express his view that Arntzen had “failed to meet her constitutional obligation” as head of Montana’s K-12 public school system.

“I have high regard for the employees working at the OPI,” Bedey said during a committee hearing in Helena Wednesday. “Many of them are indispensable, and some of those indispensable folks have left the organization recently. But be that as it may, at the end of the day, leadership matters, and an organization depends upon its leadership.”

Arntzen fired back within minutes of the committee’s vote to send the letter, both in an emailed press release and in a statement read to committee members by her deputy and chief legal counsel Rob Stutz. In her statement , Arntzen vowed to stand firm on several positions she and Stutz have taken in relation to several pieces of legislation passed in 2023.

“This is a political persecution,” Arntzen wrote. “I am being attacked because I am a conservative. I stood up for limited bureaucracy, fought the radical transgender agenda, opposed woke-ism, promoted good government, and delivered results for our children, parents, and schools.”

The criticism of OPI’s performance under Arntzen’s leadership, leveled during a two-day span of interim legislative hearings in Helena, ranged from delays in the agency’s implementation of new education laws passed last year to insufficient communication with school districts and educators. One local school official, Bonner School District Superintendent Jim Howard, told lawmakers OPI did not adequately notify his staff last year of a change to the application deadline for a program incentivizing raises for starting teachers , costing the small district east of Missoula more than $18,000 in state funding.

“When we inquired about the value of appealing for an opportunity to late-file, we were told [by OPI] that another district had appealed up the food chain to the superintendent and had already been denied,” Howard said.

Howard’s testimony Tuesday echoed the flurry of criticism aired by lawmakers themselves. Citing feedback from local school officials and statewide education associations, members of two education-oriented legislative committees expressed grave concerns about OPI’s handling of new laws addressing early childhood literacy , public charter schools , out-of-district student enrollment and reporting requirements for instruction on Indigenous culture . 

Looming over the debate was Arntzen’s absence from the proceedings as Stutz fielded questions and provided information on her behalf. Lawmakers repeatedly cast her absence as a barrier to promptly resolving disagreements between the Legislature and OPI over an unprecedented wave of change to Montana’s public education system.

“I don’t fault your sitting in place of her,” Rep. Linda Reksten, R-Polson , told Stutz. “But I do fault the fact that this is a shift in some of the educational legislation that requires a steady hand and careful leadership as we move forward into the next legislative session. So, with all due respect, we need that kind of attendance.”

OPI spokesperson Brian O’Leary told Montana Free Press via email Tuesday that Arntzen had “personal obligations that were not able to be rescheduled.” Asked whether those obligations were related to Arntzen’s official OPI duties or her Republican primary campaign for Montana’s eastern congressional district , O’Leary wrote that “private obligations are not OPI obligations, as those would be publicly available. This is the only information I have.”

Much of the tension this week boiled down to conflicting legal interpretations of several high-profile bills passed by the 2023 Legislature with strong bipartisan support. Lance Melton, executive director of the Montana School Boards Association, told lawmakers that divergence has led to improper or contrary messaging to districts by OPI about new legal requirements — a situation he added appeared “fairly coordinated and calculated.”

“This level of interference in the implementation of legislation is something I haven’t seen in my 30-plus years lobbying the Legislature,” Melton said.

One such example centered on House Bill 352 , which provides state funding for local programs to strengthen reading and language comprehension for children through third grade. The bill’s sponsor, Rep. Brad Barker, R-Roberts , told lawmakers his intent was for summer programs to start at the end of the 2023-24 school year — a position upheld by other lawmakers and school officials. Reksten added that any delay in opening those programs will likely lead to lower participation rates as families look for alternative options at the beginning of the summer.

However, Stutz argued HB 352’s effective date prevents OPI from providing funding for any activity that occurs prior to July 1, 2024, and that doing otherwise would expose the agency to a potential audit. His stance drew strong criticism from School Administrators of Montana Executive Director Rob Watson, who accused the agency of stalling the law’s implementation, as well as from leaders of the Legislature’s education committees.

“This level of interference in the implementation of legislation is something I haven’t seen in my 30-plus years lobbying the Legislature.” Lance Melton, Montana School Boards Association

“It seems to me, given the clear legislative intent, the contrary legal opinion to that held by OPI, and the chief concern being some possible audit that might happen in the future, we’re doing children a disservice by not starting this program this summer,” Bedey said. Sen. Dan Salomon, R-Ronan and chair of the education interim committee, added the agency’s concern over an audit was “kind of a ridiculous argument.”

A similar dispute crystallized around House Bill 203 , which rewrote how per-pupil funding flows between districts for out-of-district students, and around House Bill 338 , which applies new reporting mandates on districts for their use of state Indian Education for All funding. Regarding the latter, OPI has argued in recent months that it’s the responsibility of Montana’s Board of Public Education to ensure funds are withheld from districts failing to adequately report their activities. 

The board’s executive director, McCall Flynn, along with several lawmakers countered it’s OPI’s duty to enforce the new law. Legislative analyst Pad McCracken characterized the action under HB 338 not as a withholding of funds but rather a “mechanical, mathematical ineligibility” for one of the components of state funding distributed to districts by OPI. Rep. Jonathan Windy Boy, D-Box Elder , said he was troubled to hear that roughly 40% of schools in Montana had underreported their spending of state funds for Indigenous cultural instruction, and he reproached Stutz for OPI’s interpretation of the bill he sponsored.

“It confused me more than anything as far as what the OPI was shirking its duties, shifting it to the Board of Public Ed,” Windy Boy said. “For me, that was not my intent. That was not the intent of this.”

The debate also extended to OPI’s implementation of House Bill 549 , Montana’s new public charter school law. Last month, the Board of Public Education gave public school districts the green light to open 19 charter schools in nearly a dozen communities — well in excess of the five public charter schools lawmakers anticipated and budgeted for over the next two years. All but one of the approved charter schools plan to open by this fall.

That timeline could now be impacted by OPI’s interpretation of the bill, which, Stutz argued this week, would require each of the 19 charters to comply with existing state laws governing the opening of new public schools. That process calls for additional review and approval by the state superintendent, county superintendents and county commissions. Despite Stutz’s insistence that the laws address practical matters such as building inspections and assigning individual school codes for state reporting, Flynn and lawmakers maintained the Legislature clearly intended for the Board of Public Education’s approval process to serve in place of those laws.

“There is absolutely no question on [HB] 549 what the intent of the Legislature is, and you’re looking for a reason not to do it,” Salomon told Stutz during a follow-up discussion Wednesday. “You found one, and we’re really disappointed in that, especially since you said, ‘Yes, we’re going to adhere to what the legislative intent was.”

Even in the face of increasingly pointed criticism Wednesday, Stutz remained unwavering in OPI’s position on the bills. He pushed back on the characterizations made of the agency by committee members and association leaders, saying it was unfair to accuse OPI of a “pattern of being obstructionist” based on a string of recent disagreements.

“OPI is committed to education,” Stutz said, “and so for a few words in a few pieces of legislation to really shade the good work that OPI is doing is unfair to the hardworking state employees at OPI who are doing excellent work every day.”

However, the Legislature butted heads with OPI over more than laws this week. Lawmakers continued to grill Stutz Wednesday regarding another point of recent friction between the legislative and executive branches of public education: a multi-million dollar effort to modernize the collection and sharing of student data in Montana.

The 2021 Legislature earmarked roughly $13.4 million in federal COVID-19 relief funds for OPI to upgrade data systems tied to a host of statewide functions, including teacher licensing and tracking student academic performance. Concern about the pace of OPI’s progress on the project and its temporary loss of procurement authority last spring prompted lawmakers in the 2023 session to pass legislation increasing the level of outside oversight and involvement in the agency’s spending practices. Throughout the process, Arntzen has insisted that federal privacy protections prohibit OPI from sharing individual student information with other state agencies such as the Office of the Commissioner of Higher Education — a message Stutz reiterated on her behalf this week.

“When we’re talking about individual student-level data, the privacy concerns are paramount,” Stutz said. “I mentioned FERPA [the federal Family Educational Rights and Privacy Act] because that’s the one we’re all familiar with, but I also mention we’ve got privacy concerns under state law as well.”

While the dispute over what data could be collected and shared between agencies through OPI’s new modernized data systems reached an impasse in December , the agency and the Legislature appeared to have identified a potential resolution by Wednesday. That resolution will come through data-sharing decisions reached by the Education and Workforce Data Governing Board, an entity established last year under House Bill 949 that includes the state superintendent, commissioner of higher education and commissioner of labor and industry among its members.

The growing detente on database modernization didn’t prevent Bedey and other lawmakers from pressing Stutz for stronger assurances that OPI will meet the expectations of other state leaders in helping develop more robust methods for tracking student success through all levels of education and workforce engagement. And it didn’t erase broader concerns that OPI’s actions in the wake of the 2023 session suggest deeper institutional issues at the agency tasked with overseeing Montana’s more than 800 public schools.

On Tuesday, Reksten sought to address what she called the “elephant in the room,” asking Stutz directly whether Arntzen’s absence from the proceedings and the number of staff reductions and turnover at the agency during her tenure were contributing factors to the issues raised by district officials. Bedey took her assertion one step further, claiming Arntzen has publicly celebrated her efforts to reduce staffing levels at the agency.

“This problem in the OPI, the staff reductions, is a fact,” Bedey said. “What’s underappreciated is the amount of turnover that goes on at OPI, which I think compounds the problem. And unfortunately, I think this is what brings us to a lot of the problems that we’re seeing in implementations of bills.”

In his email to MTFP on Arntzen’s behalf, O’Leary at OPI rebuffed Bedey’s assessment.

“Chair Bedey’s remarks that the superintendent ‘celebrates a reduction of staff’ are misleading, ill-informed and inflammatory,” O’Leary wrote, adding that the agency currently has five open positions and that 70% of its regular employees now work remotely. “The superintendent has celebrated a reduction of in-office staff due to an increase in agency teleworkers.”

Prior to the culmination Wednesday in the committee’s letter of disappointment, members positioned themselves publicly on the dispute. Sen. John Esp, R-Big Timber , and Sen. John Fuller, R-Kalispell , acknowledged their general agreement that the week’s developments were troubling but said any issues with OPI’s implementation of the laws would be more properly adjudicated in court. Both voted against sending the letter.

Of the remaining six members who supported sending the letter, Rep. Connie Keogh, D-Missoula, said that despite the shared disappointment in the agency’s recent actions, she recognized there are “many people at OPI that are working really hard and doing some really great work.” Rep. Llew Jones, R-Conrad, said he’d “lost confidence” that a slate of promising policies will have the positive effect on education lawmakers envisioned, adding that the “losers here are parents, kids, schools.” Bedey, the chair, spoke most strongly, telling his colleagues it was their job to protect the Legislature’s prerogatives and “not simply be a doormat,” and sharing his opinion that “the superintendent has failed to do her duty.”

“Frankly, we are powerless to force anything to happen,” Bedey said. “However, we are not powerless to communicate our discontent.”

University of Memphis could become its own K-12 school district under new legislation

The University of Memphis, which operates three high-performing schools for K-12 students on its campus, could become its own school district under new legislation from two Republican lawmakers from Memphis.

Rep. Mark White and Sen. Brent Taylor want the elementary, middle, and high schools on the college campus to come under the supervision of a university-led district and shift out of the purview of Memphis-Shelby County Schools, the state’s largest school system.

Under their proposal, the university also could create more schools, including using charter operators, without having to go through MSCS, with which the university has a contractual arrangement. Those new schools could be located throughout Greater Memphis.

White, who plans to introduce the proposal Tuesday in the House K-12 education subcommittee, said he wants to give the university authority to replicate school models that are generating  some of the best academic results in Tennessee . While none of the schools have an academic requirement for entry, all three recently received A grades and reward-school designations from the state for student growth.

But a statement Monday from Memphis-Shelby County Schools suggested the district wants to keep its current arrangement.

“We value our longstanding partnership with the University of Memphis and believe Campus School, University Middle School, and University High School are important parts of the district’s educational options,” the statement said. “We look forward to continuing our partnership.”

Proposal envisions a new university-led governance system

The  legislation,  called the Innovative School District Act, seeks to introduce a new school governance model using public universities to scale up proven innovations in K-12 teaching and learning. The new pathway would remove oversight by traditionally elected school board members who  represent the community’s voice in public education.  The measure could have statewide implications if other universities pursue the same track.

Under the legislation, Tennessee’s education commissioner could approve a university-based K-12 school system. School governance would be handled by the university’s board of trustees, which also could appoint several of its members as a committee to perform the functions of a school board.

Not just any higher education institution could seek to become a school district, though. The university would be required to have a comprehensive doctoral program and operate a collection of training schools that offer clinical teaching experiences and mentoring for future educators beginning with pre-kindergarten. Such institutions also typically conduct and publish research on effective teaching techniques.

Currently, the University of Memphis, which serves students from pre-K through high school, is the state’s only public university that meets that standard. In addition to its three campus schools, the university  partners with Porter-Leath,  one of the city’s largest providers of preschool services, to operate an  early childhood academy  in the city’s Orange Mound neighborhood. Several other Tennessee universities operate training or laboratory schools, but do not serve the full continuum of students from pre-K through graduation.

White, who chairs the House Education Administration Committee, has talked for years with leaders at the University of Memphis about ways to expand its K-12 work. After opening a high school in the fall of 2022, the university warmed to the idea.

“We did not pursue this legislation,” said Sally Parish, the university’s associate vice president for educational initiatives. “Chairman White approached us about scaling our academic model and our academic success to serve more children. We now have a full compendium of pre-K through 12th grade, and the timing feels right.”

Why the shift would matter for MSCS

If the legislation becomes law, the shift to a university-based school system would not be immediately noticeable. While Memphis-Shelby County Schools is their district of record, campus schools already contractually operate under the oversight of the university’s board of trustees. The university has its own policies and procedures, employs all of the schools’ teachers and staff, and provides classroom facilities.

But Memphis-Shelby County Schools, one of Tennessee’s lower-performing districts, would not be able to report the high-achieving campus schools’ scores as part of its own academic data.

Eventually, the university wants to expand beyond its ZIP code.

“One of our challenges is that we have more children on our waitlist than we have in our schools,” said Parish, who oversees the university’s campus schools. “We know there’s a local demand; we just haven’t been allowed to meet it. Our contract with the district caps enrollment at 1,050 students.”

The enrollment cap was part of the contract  approved by Memphis’ school board in 2021  to allow the university to open a high school recently on campus to prepare students for college and career. The university’s elementary school opened in 1912 and serves over 400 students. University Middle was founded in 2019 as a project-based STEAM school and serves about 270 students.

School leader sees a chance to diversify enrollment

Campus school programs have faced criticism for not reflecting the diversity of Memphis, where  64%  of residents are Black, and nearly a fourth are deemed impoverished. The student population of Memphis-Shelby County Schools is 93% Black and 57% economically disadvantaged.

According to the latest state data, Campus Elementary School’s student population is 24% Black and 7% economically disadvantaged, while students at University Middle School are 48% Black and 10% economically disadvantaged. The state’s demographic data is not yet available for University High School.

Parish believes that with more autonomy and the ability to recruit charter operators to open schools in other parts of the city, the university can diversify its K-12 population and create academic tracks that are more responsive to local workforce needs.

Currently, she said, about 20% of the schools’ students are the children of university faculty and staff; 30% are from families who live within a 2-mile radius of the university; and the rest from the larger Memphis community.

“We’re not shying away from serving a diverse community,” Parish said. “We serve children in every single local ZIP code, but we don’t provide transportation to get to the university, and that’s a barrier that we want to eliminate. Currently, we’re limited in how we can serve students based on what the district allows.”

Having the ability to authorize charter schools would help the university expand to other parts of Greater Memphis, she added.

Tennessee now has  141 traditional school systems  operated as city, county, or special school districts. Any of them can authorize a charter school under a  2019 law  that created the Tennessee Public Charter School Commission.

The Tennessee Charter School Center, which advocates for charters, is not the driving force behind the new legislation but is consulting with its sponsors.

“What’s most important to TCSC is ensuring that any authorizer in Tennessee is high quality, follows national best practices, and is evaluated by the Tennessee State Board of Education,” said Elizabeth Fiveash, the group’s chief policy officer. “We are working with the sponsors to make sure that is reflected in their proposed language.”

Michigan Senate passes bill that would require schools to screen students for dyslexia

The Michigan Senate on Tuesday passed a package of bills, 37-1, that would require educators to screen all students for signs of dyslexia and require preparation programs to educate prospective teachers on the disability's characteristics.

The bills still must be considered by the Michigan House of Representatives and signed by Gov. Gretchen Whitmer before becoming law.

This package of bills has been years in the making, with lawmakers introducing similar legislation in two previous sessions. The bills are part of a larger effort to improve reading outcomes in the state, which have raised concerns among lawmakers and education advocates. The state is also investing in strengthened reading instruction training, rooted in the science of reading, the body of research that shows how children effectively learn to read. Phonics is just a part of the science of reading.

On the state's M-STEP test in reading in spring 2023, nearly 35% of third grade students scored not-proficient in reading and 25% scored partially proficient, an increase from pre-pandemic levels. Third grade is often thought of as a crucial juncture for learners, when students should transition from learning to read to reading to learn.

The two bills are:

  • Senate Bill 567 : Introduced by Sen. Jeff Irwin, D-Ann Arbor, this bill, among other things, would require schools to ensure students are screened for characteristics of dyslexia or other difficulties in learning to read by the 2027-28 school year.
  • Senate Bill 568 : Introduced by Sen. Dayna Polehanki, D-Livonia, it would require teacher preparation programs to include instruction on dyslexia and identifying the characteristics of it.

The bills, and other work done by state leaders in recent years, are about more than just dyslexia, advocates have said , but about an invigorated effort to help all students learn to read using research-backed methods, a part of a body of work called the science of reading. While screening laws haven't yet made it to the governor's desk, more budget money has been directed to training educators, including $10 million in  this fiscal year's budget for LETRS training . LETRS emphasizes skills in phonics and how students process and identify sounds in words.

Education | Maryland’s education ‘Blueprint’ struggles to expand pre-K

The boys used their tiny hands to create the tower piece by piece, building the foundation to their castle — and also for their future education.

With research showing children who attend pre-K perform better in later years, the  Blueprint for Maryland’s Future — the state’s landmark education plan — aims to make pre-K much more widely available to every 3- and 4-year-old in the state.

Scherf, who has worked in early childhood education for 30 years, said it’s a great idea.

“[Pre-K] is not just all about learning the letters of the alphabet or learning how to count to 10, it’s also learning how to get along with your peers,” she said.

The state’s plan to make pre-K free to low- and moderate-income families and available to all faces some serious struggles, however. The Blueprint relies on a mix of private providers and public schools to expand the availability of pre-K — but many districts are struggling to enlist enough private providers. On top of that, some public schools that would otherwise host the pre-K population don’t have the room to do so.

Educators in the state call the Blueprint pre-K plan a “mixed delivery system” that aims to expand pre-K without making it a public school monopoly.

“So in theory, it’s a great model,” said Rachel Hise, executive director of the Accountability and Implementation Board, the state agency created to oversee the Blueprint. “In practice, it has a lot of challenges.”

A vast expansion

The state says 30,718 children were enrolled in pre-K in Maryland during the 2022-23 school year, and that number is expected to expand as the 10-year Blueprint is implemented.

The Commission on Innovation and Excellence in Education, which drew up the early childhood education effort incorporated into the Blueprint, estimated the changes it proposed would mean 80% of eligible children would be in pre-K when the plan is fully implemented. That’s a lofty goal considering state figures showed the pre-K participation rate for 4-year-olds was below 50% in half of Maryland’s school districts in 2022-23.

Costs will increase along with the pre-K population. According to the state’s Department of Legislative Services, Blueprint-related early childhood programs cost the state $445 million in fiscal year 2023 alone. While future cost increases depend largely on enrollment, that department projects a 15.7% increase in funding for pre-K programs between fiscal years 2024 and 2025.

Research shows that could be a good investment. William T. Gormley, co-director of Georgetown University’s Center for Research on Children in the United States, and his colleagues tracked the results of youngsters in Tulsa, Oklahoma, for more than 20 years after they left pre-K. The researchers found that while 44% of children who attended pre-K went on to college, only a third of those who missed out on pre-K went on to higher education.

“In this respect, early childhood education is indeed the gift that keeps on giving,” Gormley and his colleagues wrote in a 2023 paper.

That being the case, Pillar 1 of the Blueprint — early childhood education — calls for government-funded pre-K to be available to all low-income 4-year-olds by the 2025-26 fiscal year. Preschool will be free to all 3- and 4-year-olds from families that earn up to 300% of the federal poverty level. Families with incomes between 300% and 600% of the federal poverty level will pay for pre-K on a sliding scale, and higher-income families will pay for it in full.

Instead of placing all pre-K students in conventional public school classrooms, the plan relies on participation from both public and private child care providers. Preschool classrooms can either be in public schools or other child care facilities.

This will create a diverse set of pre-K options that aims to make child care accessible for limited-income families, according to Molly McGriff, senior director of United for Childcare, an initiative of the United Way of Central Maryland that aims to make child care accessible for limited-income families.

“That diversity benefits families as they’re able to choose from all different settings that maybe look a little bit different, might be closer to home, might be able to meet their needs better,” she said.

The system’s struggles

So far, though, the mixed delivery plan is not meeting expectations.

School districts were expected to have 30% of their pre-K slots filled by private providers in the 2022-23 school year, but most school systems did not meet that requirement, according to Brianna January, an associate policy director for the Maryland Association of Counties.

And all but one local school district — Montgomery County Public Schools — requested a waiver after being unable to meet the requirement of having 35% of pre-K seats in the private sector for the 2023-24 school year, said Hise, of the Accountability and Implementation Board.

With districts expected to fill half their pre-K slots through private providers by the 2026-27 school year, districts find themselves under increasing pressure to strike deals with companies that provide that service.

“It’s proving to be a bit more challenging than I think a lot of folks really expected,” January said.

The creators of the Blueprint expected private child care providers would be interested in joining the pre-K industry, January explained, but providers are not as eager as had been anticipated.

For one thing, there’s a money issue.

“We recognize that the reimbursement rate for [private] providers is not high enough to incentivize them to provide slots for these 3-year-olds,” said Del. Courtney Watson, D-Howard. “That is a major problem across the state.”

In addition, child care providers must overcome a number of barriers before they can actually qualify to offer pre-K.

For example, starting in the 2025-26 school year, pre-K teaching assistants will be required to obtain either an associate’s degree or a Child Development Associate certificate. Pre-K teachers will be required to have a bachelor’s degree and hold teaching certification in early childhood education or be enrolled in a certification program.

The trouble is some child care providers will not be able to go to school and keep their businesses running at the same time, said Christina Peusch, executive director of the Maryland State Childcare Association.

“That is set up to fail,” Peusch said. “It’s not equitable.”

Another potential barrier is private providers must adhere to Maryland EXCELS — the state’s quality rating and improvement system for child care facilities. Bonuses ranging from $150 to $13,500 will be awarded to participating child care programs on a rating scale of 1 to 5 based on program type, quality rating and capacity.

St. Mary’s County has no private providers that are rated “EXCELS 5,” the highest possible ranking, said Kristen Paul, director of early childhood programs at The Parents’ Place of Maryland, which connects parents of children with disabilities and health care needs to resources.

“We don’t have enough pre-K slots right now,” Paul said. “We’ve got a gap.”

A space shortage?

On top of the struggles in finding private providers, some education experts are concerned there is not enough physical space in some school buildings to accommodate pre-K classrooms.

“I would love to have pre-K in our school,” said Jamie Miller, principal of Broadneck Elementary School in Anne Arundel County. “But our school building is very, very old, and there’s not a place for them. … Every single classroom is full and at max capacity, so I don’t have a space right now.”

Shamoyia Gardiner, executive director of Strong Schools Maryland, an organization created to advocate for the passage of the Blueprint, said she’s worried about such space shortages.

For Maryland public schools to offer pre-K, the physical space in buildings must meet standards set by the state’s Interagency Commission on School Construction. But Gardiner noted the commission’s requirements were not aligned with the Blueprint during its creation.

That commission — which decides exactly which school construction projects the state will fund — uses a “blunt tool” of measuring the amount of square feet per student, said Lynne Harris, a member of the Montgomery County Board of Education. But that blunt instrument doesn’t take into account that pre-K classrooms have different requirements, such as a bathroom, Harris said.

“Are they going to finally acknowledge that to build facilities to house the pre-K programming that is mandated by the Blueprint, it’s going to require the [school construction commission] to relax?” she said.

Some private providers need more space, too, and the state has a grant program that aims to allow them to expand.

“The grant is highly competitive,” said Ruby Daniels, president of the Maryland State Family Child Care Association. “When you apply, you’re actually competing with the [local education agencies], which is the public school. You’re completely competing with Head Start, you’re completely competing with child care centers.”

In a letter sent to state leaders in November, the Maryland Association of Counties urged lawmakers to increase state aid to construct pre-K facilities and ease requirements to encourage more private providers to take part in the program.

This legislative session, the General Assembly is hoping to iron out some of the Blueprint’s wrinkles to ensure Maryland is living up to its promises of expanding and improving early childhood education, said Watson, the Democratic state delegate from Howard County.

January emphasized the county leaders she works with are dedicated to implementing the Blueprint and collaborating with state leaders to help expand pre-K successfully.

“We have to work together. We have to get it right,” January said. “County governments are really trying to be good partners and they want to make the Blueprint work. They want to see it successful.”
