Mls delays new rules over referee lockout, share this article.

MLS will postpone the implementation of several new rules as a result of ongoing labor strife between the league and its referees union.

In an announcement sent out mere hours before the 2024 season’s opening match between Inter Miami and Real Salt Lake, MLS said that in-stadium VAR announcements from referees are among the new initiatives that will not be in place as a result of the league locking out the Professional Soccer Referees Association (PSRA).

Two more rules MLS planned to test will be delayed until the labor impasse is resolved. One would require players to exit the pitch within 10 seconds of being substituted, with violators having to play down a man until the head referee waved the incoming substitute onto the field (a delay that would last for at least one full minute).

MLS was also set to begin its season with a new rule addressing stoppages for injury, where any player who stayed down for more than 15 seconds would be required to leave the pitch for at least two full minutes.

All three new concepts will be brought in sometime after the Professional Referee Organization (PRO) — the body that hires and assigns referees for MLS — and PSRA can agree to a collective bargaining agreement.

Some new initiatives in place for MLS opener

Despite the delay on certain new rules, MLS will have some changes in place from day one. The league said that its “Return to Play Equity protocol” — essentially, a regulation that requires two players who are treated for a clash of heads and cleared to return to the field to re-enter play at the same time — will be in place as Lionel Messi and Miami host RSL in what is the earliest league match in MLS history.

Additionally, in-stadium clocks will keep running through stoppage time, another measure MLS had announced weeks ago.

During the duration of the lockout, MLS says it will announce referee assignments the morning of the game in question, with a 9 a.m. ET deadline for games that begin before 7:30 p.m., and 12 p.m. for matches starting at 7:30 p.m. or later.

The Washington Post has reported that MLS has changed its old procedure, which involved assignments being announced two days before matches, as a “security precaution” during the labor dispute.

MLS also clarified that the pool reporter process (a channel for a pre-selected reporter to submit questions in writing to referees) will remain in place, but expressly forbid “questions regarding the ongoing labor negotiations.”

For some strange reason Mike Carey has not worked a game in Pennslvania since 2000. He worked Dallas at Philadelphia and Washington at Pittsburgh that year.

There are 13 games scheduled this week so 4 guys will be off. Green, Hochuli, Corrente, Boger and Coleman had not had a week off yet. Green and Boger we know are working, so logic would dictate the other 3 will be off plus one. Walt Anderson was off week 1, so would he be the logical 4th guy off this week?

Yes I agree stretchlives…… I think Hochuli is off this week. But will Hochuli do what he did the past 2 yrs? He only had 1 week off.

Hochuli filled in for other White Hat last yr, but his crew filled in for an entire officiating crew in 2007.

I believe this is Leavy’s first regular season game ever in Washington. Also, speaking of refs getting their “bye” weeks, I wonder if they get to choose their week off. Maybe it is based on seniority and I realize that we are talking about the ref and his crew.

Doc, all the assignments put on this website are 100% official so I am unclaer as to how you think it is a guessing game. The assignments are found from team websites or other blogs or just from people “in the know” so there is no guessing going on here.

hey there, thanks for the information! I didn’t want to step onto anyones toes here, I’m just used from european football (or soccer!? 🙂 ) that the name of the referee is found in any official listing of the game. I was confused that this is not the case with the NFL (www.nfl.com) and that was what I meant with “official”.

I know exactly what you mean. The lack of an “official” list is what led me to start this site. I still find it odd that they don’t publish it anywhere, but at least that gives us a good reason for this site to exist. 🙂

I recently started following this site, and want to thank all the contributors.

My question for those contributors is: where are you getting the info? I’m asking b/c it would be great if we could have a complete list sooner. Last week all assignments were in by Saturday night, but this week we have less than 50% two hours before game time.

Locked-out referees stage protests on MLS season’s opening day

A few hours before replacement refs watched Lionel Messi play, the sidelined officials union made its case to fans with chants and an inflated pig at MLS headquarters.

The referees union's protest outside MLS headquarters included an inflatable pig that was brought by members of a New York-area Teamsters local.

NEW YORK — American soccer’s locked-out referees union protested outside Major League Soccer’s headquarters on Wednesday, demanding better pay and benefits for work that feels full-time but isn’t treated like it.

The frigid Manhattan air was a far cry from the warmth of South Florida, where MLS’s 29th season kicked off Wednesday. Lionel Messi’s Inter Miami hosted Real Salt Lake in the opener, and the most famous player in league history was watched by replacement officials.

“The league is growing, it’s getting more attention, it’s getting more money — sponsorship deals, everything,” veteran referee Guido Gonzales Jr. told The Inquirer. “We just want to be compensated fairly based on what’s being asked of us as a product on the field.”

Another longtime official, José Carlos Rivero, attended the protest with his family. His father and grandfather were soccer refs in their native Peru and fought their own labor battles over the years.

On Wednesday, Rivero’s wife and children wore referee jerseys, blew whistles, honked their car horn, and waved red and yellow cards.

“They can tell you how many times I left the house,” he said, noting that his wife keeps count with a spreadsheet. “So I think we deserve a little bit more than what we are getting. Not just money-wise, not just salary-wise, but better flights, accommodations, more security on the job, and all these situations.”

More stressful than McDonald’s

The pay issue is especially important for assistant referees and video review officials.

Most assistants make at most $35,000 a year from their MLS regular-season work, a source who knows recently told The Inquirer. Lead video review officials make around the same, and video assistants make at most $17,000 a year. All work around 30 games each season.

Tom Supple, one of those video review officials, said his time commitment is 30-35 hours per week.

“I probably could go work at McDonald’s and have a much less stressful life and make more money,” said the Boston-area resident, whose regular job is owning a kitchen and bathroom design firm.

“It allows me some flexibility for my schedule,” he said, “but I pretty much consider I’m working two full-time jobs right now.”

The union also seeks better benefits, especially when it comes to travel. Soccer referees have to be in great physical and mental shape because they run up and down the field with the players they oversee. So they want more business-class flights during the year and more time to rest and recover between games.

Refs are athletes, too

Assistant referee Brian Dunn said he works up to 50 hours a week for the job when counting fitness training.

“I work out for almost two hours every day just to stay fit,” the 49-year-old said. “We are getting older; the players are getting younger and faster. So if you’re not eating properly, staying fit, you won’t be successful in refereeing.”

The Professional Referee Organization, the management side of the dispute, offered an increase in business-class travel in bargaining. The union, officially the Professional Soccer Referees Association, said that would only cover a handful of more flights per year.

“Let’s treat us like professionals,” Gonzales said. “Treat us like the quality athletes that we are, just like everybody else.”

Ricardo Barreto, an amateur referee from New Jersey, came to the city to lend his support. He also wore his official apparel, bearing the U.S. Soccer Federation’s amateur referee crest.

It was a reminder that referee development at all levels of American soccer has long been underfunded. Fortunately, that has started to change, thanks in part to federation CEO JT Batson’s history as an official.

“Without the referees, there is no official game,” Barreto said. “If we all want to grow in every department that’s a part of U.S. Soccer, there’s no question that the referees need to be a part of that.”

‘We’re all soccer people’

Unless the impasse is fixed by the weekend, the league’s other 27 teams will start their seasons with replacement refs. That includes the Union, who host the Chicago Fire on Saturday (7:30 p.m., Apple TV, paywalled).

“The use of replacement referees will not only negatively impact the quality of our matches, it may also jeopardize the health and safety of players,” the MLS Players Association said in a statement Tuesday .

Gonzales thanked the players for supporting the same officials they scream at during games.

“It goes to show that when you look at this from the outside in, we’re all part of the show,” he said. “We’re all soccer people — every single coach, player, referee, anyone you talk to is really passionate about the game. And we’re just here to make the game better and do the best we can on the field.”

Fans’ reactions have been mixed. While many longtime fans have backed the refs, some newer ones haven’t.

Of course, fans everywhere complain about officials, from the soccer world to other American sports. But remember the 2012 NFL lockout?

If Messi’s game Wednesday has the equivalent of that year’s famed blown game-ending touchdown call — or, heaven forbid, a major injury — a new generation of fans might learn an old lesson.

“I think we as a referee group also can do better to make sure that the public understands everything that it takes to be a professional referee,” Gonzales said. “The more people understand who we are and what we are as people off the field, they’ll appreciate a little bit more what we do on the field.”

During the last MLS referee work stoppage in 2014, the league brought in replacements from South and Central America. This time, Rivero said, those officials said no out of solidarity.

“They understand what we’re working for,” he said. “It’s not for me at the end of the day. If my son wants to become a referee down the road, it’s for him. It’s for the new generation of referees that are coming along.”

A few hours into the protest, the crowd was joined by members of a Long Island-based Teamsters Union local. They brought an inflatable pig that they attached to the roof of a Jeep, and one of the referees decorated it with a jersey.

That got just the reaction they wanted, from soccer fans on social media to passersby on 5th Avenue.

There was also a protest at the same hour in Dallas, where PRO has been training the replacement refs.

PRO is funded by the leagues that use the officials: MLS, the NWSL, and the USL’s lower-level leagues. MLS pays by far the biggest share, and PRO’s offices are at MLS’s headquarters.

On Wednesday, MLS acknowledged the replacement refs could be of lesser quality by postponing the implementation of some new rules: time limits on injury stoppages and substitutions and the announcement of video review decisions in stadiums. One source said the replacements hadn’t been trained on the new rules, which were announced in December .

The league also said it won’t announce referee assignments for games until a few hours before kickoff, claiming it’s a matter of safety.

Fortunately, the league’s postgame pool reporting process will continue. Similar to other American sports, one journalist per game is allowed to ask questions of the lead official about controversial calls.

NFL Referee Assignments Week 18: Refs Assigned for Sunday Games

B rad Allen and his crew were in the spotlight again after a controversial finish to last week’s Dallas Cowboys win over the Detroit Lions. This is not the first time the crew has received attention for their officiating this 2023 NFL season.

The crew worked the game between the Kansas City Chiefs and Green Bay Packers when there appeared to be pass interference by the Packers twice late in the game. They also officiated a game in Week 7 when all ten penalties of the game were called on the Miami Dolphins in a loss to the Philadelphia Eagles.

There are 16 of the 17 crews working this week, and Allen’s group was assigned to the Pittsburgh Steelers and Baltimore Ravens on Saturday.

The Jets, with 123 penalties, have moved ahead of the Cowboys for most in the league after picking up 26 flags in the last two games. Dallas is only averaging five penalties in the last three games after 7.5 per game in the first 13 games.

The Bengals and Raiders are tied for the lowest number of penalties with 75 through 16 games. The Falcons, Jaguars, and Chargers are also under 80 penalties for the season heading into Week 18.

Ireland sweep Wales aside to keep Six Nations grand slam bid on track

No sign of any let-up. Ireland did not have to be at their best to beat Wales comfortably. The bonus point was not secured until the last play of the game, but you almost had to remind yourself that it had not been. This dismantling of a brave Wales team was total. Now for England at Twickenham.

Let us not reach for too many cliches, but that one about men and boys does spring to mind. Wales are hard and flexible, but do not possess anywhere near the firepower they were up against here. It was something of an achievement to turn around just 17-0 down. And then they tore into the second half. They needed a penalty try for their only points, scored just after the break, but Ireland did not like what the visitors were doing at that stage.

No one really imagined a second-half comeback like Wales’s against Scotland in round one was on the cards. Sure enough, Ireland, having also suffered a yellow card, played their way out of the hole to secure the maximum points. That we are describing a 10-point lead as “a hole” says something about the dominance of this team.

For more than half an hour the flow was almost entirely one way. Not until the last minutes of the first half did Wales manage to reach the Irish 22. They were duly hounded into mistakes. There seemed nowhere for Wales to turn. If they were not repelling wave after wave of green shirts, which they did remarkably well in the early exchanges, they were enduring a fearful pounding at the set piece.

Ireland would not play at less than a hundred miles an hour, the ball rarely anywhere other than on Irish fingertips, Tadhg Furlong doing that fly-half thing he loves so well, as happy flipping passes off either hand as he is demolishing opposition looseheads.

Wales were quite unlucky to concede the first points, a penalty converted by Jack Crowley after Nick Tompkins ended up around James Lowe’s neck as the latter charged forwards with a posse of mates behind him. But there was not much arguing with the tries that followed.

Having put Wales through a non-stop defensive set for 20 minutes or so, Ireland resorted to more old-fashioned methods for their first try. Another fearsome pummelling at scrum-time was rewarded with a penalty, sent to the corner. Dan Sheehan, another front-row forward who might as well be a back, finished the subsequent lineout and drive.

Try number two came from another penalty to the corner – Wales conceded a flood of them during the onslaught. After some meaty drives brought Ireland to the brink, Calvin Nash was given a go on the right. He was stopped somehow but wasted no time looping round to the left, where his deft hands put Lowe over in the corner after more fingertip passing from everyone else. Crowley converted from the touchline – obviously – to give Ireland a 17-0 lead but the bombardment felt more relentless than that.

Wales were finally offered a couple of penalties in those five minutes before the break, both of which they sent to the corner too. No joy. They seemed to be running into brick walls. The mistakes followed inevitably.

But 17-0 down is nothing to these boys. Ireland in Dublin is not Scotland at home, where Wales recovered from 27-0 down, but Wales came out of the traps in a mood all the same. They won a penalty, another sent to the corner, and Tadhg Beirne conceded a penalty try and a yellow card by swimming up the side of the advancing maul.

Ireland spent most of the next 10 minutes playing more fingertip rugby, this as much to run down the clock as to make inroads into the Welsh defence. But now it was they who struggled to shake off the referee’s attention. Wales went for the corner three times, but Beirne returned for the third attacking lineout, which Ireland turned over.

The threat was more or less defused. Ireland were far from precise, but they bossed the next 20 minutes, until their match-securing try. Bundee Aki reckoned he had it, going over between the posts after yet more sweeping attacks, but Robbie Henshaw had knocked on in the build-up. No matter, Ireland had their third 15 minutes from time. Welsh hands in the ruck during another onslaught set Ireland up in the corner. Aki drove, so too did Jack Conan, before Crowley sent Ciaran Frawley, enjoying his first start, through a huge gap to the line.

In the last 10 minutes, Ireland suffered their second yellow card. They did the same as last time – got their hands on the ball and came at Wales, only this time they very definitely had try-scoring on their mind. Beirne it was who proved one last charging Irishman too many. Ireland had their bonus point. Another assignment ticked off.
