What You Should Know About Military Federal Resumes

As a former or current member of the armed forces, you have already demonstrated personal dedication, perseverance and strong commitment to your country. Today, the U.S. government is better prepared than ever to offer you new, economically competitive civilian employment opportunities. Whether you're an officer, bookkeeper, aircraft repairman, supply clerk or administrative officer, the federal government may have the right job for you.

Create a Military Federal Resume

You first will need a " military federal resume ," described in detail in my new book, "Military to Federal Career Guide." This resume style includes details of military experiences and duties, ranks, military operations and campaigns, specific training and certifications, security clearance levels, awards and honors, projects and accomplishments.

But many military veterans find the resume-writing process difficult. In a recent class, soldiers at the Walter Reed Army Medical Center told me the hardest parts of writing a good resume are:

  • Telling a good story.
  • Bragging about yourself.
  • Unlearning what you already know about resume writing.
  • Describing your work in detail.
  • Explaining the challenges of work experiences.

Take the Cause-and-Effect Approach

The cause-and-effect format of a military federal resume allows job seekers to address these difficulties and to describe in detail who they are, what they've done and what they've learned along the way. Here's an example:

DAMAGE CONTROL TRAINING TEAM: Developed, presented and critiqued firefighting training and informational sessions. Drafted policy and procedural documents, including classes of fire extinguishing agents and equipment. Trained and qualified 55 personnel in firefighting procedures. Planned, managed and critiqued 95 ship-wide firefighting drills. Served as Damage Control Training Team member; responded to alarms and major emergencies. Performed full range of firefighting tasks, including combating fires involving structures, equipment and facilities, as well as fuel and chemical fires, controlling and extinguishing fires while performing rescues. Operated fire-extinguishing agents, including 45-pound CO2, PKP and AFFF.
KEY ACCOMPLISHMENTS: Developed first-supply management inspection checklist for all 17 functional areas of supply. Included 570 spot checks, ensuring all areas of supply procedures, policy and methods were audited monthly. Checklist was issued as a handbook, to assure that standard operating procedures (SOPs) were daily practice, and served as model for all six Pacific Fleet aircraft carriers. Planned and coordinated 22 underway replenishments in support of Operation Iraqi Freedom. Determined distribution and positioning of 7,447 pallets. Loaded, unloaded and delivered supplies among 41 using actives.

  • Perform initial rehabilitation evaluations, entitlement assessments, rehabilitation planning, problem-solving, adjustment counseling, and case management.
  • Coordinate rehabilitation services, case documentation, employment services, and, as necessary, the administration and interpretation of vocation testing.
  • Provide services for employer consultation, employment development and placement, career counseling, and vocational planning and assessment.
  • Combine data from diagnostic tests and medical records to give a comprehensive picture of strengths, weaknesses, capabilities, and interests to help patients find a suitable employment or independent living objective.
  • Partner with Vet Centers, career centers, local Disabled Veterans' Outreach Program, Specialists, Local Veterans' Employment Representatives, VA employment programs, and others to provide job search and placement services.
  • Provide information and assistance with the Veteran Readiness and Education programs through individual and group therapy sessions
  • Conduct counseling using a variety of approaches, including Tele- counseling, depending on the needs of the Veteran.

Qualifications

  • Education. Successful completion of a master's degree (or higher) in rehabilitation counseling, rehabilitation services, clinical rehabilitation counseling, counseling psychology, mental health counseling, career counseling or social work from an accredited college or university. (MUST SUBMIT TRANSCRIPTS)
  • Supervised Internship: The education in paragraph 1a must have included a supervised internship in rehabilitation counselling or case management specialization. The internship must have been supervised by a professional in vocational rehabilitation or a closely related professional field that typically has oversight for vocational rehabilitation programs.
  • Experience: One-year post-master's degree experience in direct delivery of professional vocational rehabilitation services to individuals with disabilities.
  • VRCs who are grandfathered into the GS-0101 occupational series may be reassigned, promoted up to and including the full performance level of a career ladder or changed to a lower grade within the occupation or placed in a supervisory or managerial position.
  • VRCs who are appointed on a temporary basis prior to the effective date of this qualification standard may not be extended or reappointed on a temporary or permanent basis until they fully meet the basic requirements of this standard.
  • If VRCs who are grandfathered under this provision leave the occupation, they lose protected status and must meet the full qualification standard requirements in effect at the time of re-entry to the occupation.
  • Creditable Experience . Creditable experience must have required the use of KSAs associated with current professional vocational rehabilitation counseling practice. Creditable experience can be obtained through employment as a VRC. This may be demonstrated by providing direct rehabilitation counseling services to individuals with disabilities in the context of a professional counseling relationship, which may include vocational rehabilitation and personal adjustment counseling, case management, assessment, or rehabilitation, training, and employment services coordination.
  • Quality of Experience. Creditable experience must have been obtained post-graduate and be directly related to the duties to be performed to qualify to work as a professional VRC. Qualifying experience must also be equivalent to professional vocational rehabilitation counseling experience at the next lower level. NOTE: If work experience is credited for the basic requirement, that experience cannot also be used for qualifying at the GS-11 or GS-12 levels.
  • SPECIALIZED EXPERIENCE. In addition to meeting the basic requirements, applicants must meet the specialized experience listed below.

The primary degree required under this single-agency standard is Rehabilitation Counseling. For related degree programs other than Rehabilitation Counseling the focus of the master's degree program must have been on rehabilitation counseling as evidenced by the coursework required for the degree. Awarded/Conferred Master's Degree is required and must be reflected on transcripts submitted at the time of application. Transcripts (unofficial and/or official) must show evidence of a supervised internship and must also show that the degree has been awarded/conferred and the date awarded. An unofficial or official copy of your transcripts must be submitted with your application if you are basing all or part of your qualifications on education. Note: Only education or degrees recognized by the U.S. Department of Education from accredited colleges, universities, schools, or institutions may be used to qualify for Federal employment. The changing face of America’s veteran population

Today, there are more than 18 million living veterans in the United States, representing about 6% of the country’s adult population. Here are key facts about Americans who have served in the military and how this population is changing, based on data from the Department of Veterans Affairs, the U.S. Census Bureau and Pew Research Center surveys.

Pew Research Center conducted this analysis to understand the makeup of the U.S. veteran population and how it will change in coming decades.

Information for this analysis comes from the Department of Veterans Affairs, the U.S. Census Bureau and previously published Pew Research Center data, including a survey conducted March 13-19, 2023. More information on that survey’s methodology , can be found in the originally published analysis.

Racial and ethnic categories are taken from VA population projections. All racial groups include Hispanic adults unless specified. Hispanics are of any race.

Veterans who served in the last 30 years make up the largest number of living veterans,  according to population model estimates from the VA . Veterans from the Gulf War era, which spans from August 1990 through the present, surpassed Vietnam-era veterans in 2016. (Veterans who served in multiple eras are counted only in the earliest one.)

Population estimates for 2023 show:

  • 7.8 million living U.S. veterans, or 43%, served in the Gulf War era.
  • 5.6 million living veterans (30%) served during the Vietnam War era from 1950 to 1973.
  • Around 767,000 veterans who served during the Korean conflict in the 1940s and 1950s are alive today. They make up 4% of all living veterans.
  • Fewer than 120,000 World War II veterans are alive today, making up less than 1% of all living veterans.

As of 2023, roughly three-quarters (78%) of veterans served during wartime, and 22% served during peacetime. (Veterans with both types of service are only counted in wartime.)

The share of the U.S. population with military experience has declined, according to data from the U.S. Census Bureau . In 1980, about 18% of U.S. adults were veterans, but that share fell to 6% in 2022.

This happened alongside a decrease in active-duty personnel after the military draft ended in 1973. The number of active-duty service members dropped from 3.5 million in 1968, during the military draft era, to about 1.3 million in today’s all-volunteer force. Active-duty service members now comprise less than 1% of all U.S. adults.

The VA projects that the number of living veterans will continue to decline over the next 25 years.  The department estimates that the number of veterans will drop from today’s 18.3 million to 12.1 million in 2048 – a decrease of about 34%. By then, Gulf War-era veterans are projected to make up the majority of living veterans.

As the number of veterans declines over the next 25 years, their demographics will shift, VA population models show. Women, Hispanic and Black adults, and adults under 50 will all make up larger shares of the total veteran population.

  • Gender: The share of women veterans will increase from 11% this year to 18% in 2048. The overall number of women veterans is also expected to increase, from around 2 million to about 2.2 million. The number of male veterans, on the other hand, is projected to drop from about 16.2 million in 2023 to just under 10 million in 2048.
  • Race and ethnicity: The share of non-Hispanic White veterans is projected to drop from 74% to 63%. The share of Hispanic veterans is expected to roughly double from 9% to 15%, while the share who are Black is expected to increase from 13% to 15%. This trend is in line with projections for the U.S. population overall .  
  • Age: Today, 28% of veterans are younger than 50, compared with a projected 34% in 2048, even as the share of older Americans overall is expected to grow .

Fewer members of Congress have military experience than in the past, according to a Center analysis of the 118th Congress conducted after the 2022 congressional elections. In the current Congress, 18% of representatives and 17% of senators are veterans, down drastically from just a few decades ago.

The share of senators who are veterans reached a post-Korean War peak of 81% in 1975, while the share among House members peaked in 1967 at 75%.

In recent elections, both Democrats and Republicans have made concerted efforts to recruit veterans for congressional races . In the current Congress, 18 freshman lawmakers are veterans.

Most Americans view the Department of Veterans Affairs favorably , according to a spring 2023 Center survey that asked Americans about 16 federal agencies. A slim majority of U.S. adults (56%) say they have a favorable opinion of the VA, 28% have an unfavorable view and 16% aren’t sure.

As with many of the agencies and departments asked about in the survey, there were partisan differences in opinions of the VA. While similar shares of partisans expressed approval of the VA, a larger share of Republicans and Republican-leaning independents expressed dissatisfaction than Democrats and Democratic leaners (31% vs. 25%).

Agreement helps military spouses keep federal jobs in overseas moves

A new agreement between the Pentagon and State Department will ease some restrictions for federally employed military spouses who want to take their careers with them when moving overseas.

The memo, signed during a White House ceremony Wednesday by Deputy Secretary of Defense Kathleen Hicks and Deputy Secretary of State Richard Verma, strengthens the Domestic Employees Teleworking Overseas (DETO) program for military spouses.

“We are enabling federally employed military spouses to work remotely from where their service member is stationed overseas and continue their professions with as little disruption as possible,” Hicks said at the ceremony alongside First Lady Jill Biden.

“That matters for military spouses who want to continue down their chosen career path. It matters for the economic well-being of our military families. It matters for our ability to retain valuable talent and expertise in the federal work force, and it matters for our national security,” Hicks said.

All federal employees are prohibited from teleworking overseas without approval from their agency and the State Department. But a number of military spouses who have moved overseas on permanent change-of-station orders have been denied the ability to continue to work for a federal agency overseas under the DETO program, or have seen those agreements rescinded — costing tens of thousands of dollars in lost wages.

Some spouses previously told Military Times that military families were told to foot the bill for security requirements for federal telework overseas, sometimes costing upwards of $10,000.

Under the new agreement, DOD and State Department officials will work together to facilitate approval of telework arrangements for federal employees who are married to military and civilian DOD employees, and who plan to work remotely from their military-managed residences while overseas.

According to the White House and DOD, the State Department will now accept DOD’s safety and security standards, eliminating State Department inspections of military housing and shortening the time it takes to get a telework agreement approved. DOD already requires its overseas housing offices to inspect prospective residences outside of an installation to determine whether they are suitable for living.

DOD will also ensure that all required security or safety upgrades are covered by existing housing allowances, easing the burden on military families.

In addition, DOD will provide a range of security services normally carried out by regional security officers at U.S. embassies and consulates, such as emergency planning, evacuation assistance and initial incident response for serious incidents. This will also help streamline the residential safety and security screening requirements.

Julie Humphreys, an Army veteran and spouse, praised Jill Biden and the Joining Forces staff as “key advocates for workplace flexibility in support of policies that enable spouses to continue to work with the federal government through telework.”

“This ensures military spouses like me don’t have to sacrifice their careers to keep families together,” Humphreys said.

Humphreys works as an attorney adviser for the State Department in Stuttgart, Germany under a telework agreement. She has been employed by State since 2013.

Biden said Humphreys has fought for many spouses on this issue, helping them navigate the DETO process as an expert and an advocate.

Since helping found Joining Forces a decade ago to support military families, Biden said, she has talked to many spouses about their struggles with employment amid the challenges of military life.

The pact’s enactment comes nearly a year after President Joe Biden in June 2023 signed an executive order aimed at allowing military spouses who work for the federal government to transfer their jobs overseas.

“With today’s agreement, we are making that a reality,” Jill Biden said. “It is common sense and long overdue.”

But the work doesn’t end with this agreement, the First Lady said. While military spouses may not wear a uniform, she said, “You serve our country also. And it is our responsibility to serve you.”

“It isn’t just a moral obligation, but a national security imperative,” she said.

WASHINGTON (AP) — Jill Biden said Wednesday that allowing federal employees who are military spouses to work from overseas is a “national security imperative” that is long overdue.

The first lady spoke at a White House ceremony she hosted with Deputy Defense Secretary Kathleen Hicks and Deputy Secretary of State Richard Verma, who signed a permanent memorandum of agreement between their departments to ease approvals of remote work under the Domestic Employees Teleworking Overseas program for these employees.

The agreement was among steps to help military families that President Joe Biden outlined in an executive order he signed in June at Fort Liberty in North Carolina. It also is an outgrowth of the first lady’s work with Joining Forces , her White House initiative to support military and veteran families.

Jill Biden said she shared stories the spouses told her with her husband and he took action.

“A critical part of the executive order is allowing military spouses who work for the federal government to take jobs with them” when their spouse is deployed overseas, Jill Biden said. “With today’s agreement, we’re making that a reality. It’s common sense, it’s simple and it’s long overdue.”

Hicks and Verma signed the agreement in front of an overwhelmingly female audience seated in the East Room. Hicks handed her pen to the first lady.

Jill Biden said military spouses also serve the United States even though they don’t wear a uniform and that the government has a responsibility to serve them, too.

“This isn’t just a moral obligation,” she said. “It’s a national security imperative.”

The first lady said the principle of an all-volunteer military, which is the case in the U.S., is put “at risk when we force our service members to choose between their love of country and the families who serve alongside them. We must give them the support they need to choose both.”

Military spouses face a 21% unemployment rate that has not significantly changed over the past decade, according to information from the White House. More than 16,000 military, veteran and surviving spouses work across federal departments and agencies.

Jill Biden cracked a joke at the beginning of her formal remarks, saying she was really excited because “like so many of you, I am a working spouse of a government employee.”

Biden teaches English and writing two days a week at Northern Virginia Community College.

Vets advocates push Supreme Court to dump laws punishing homelessness

Veterans advocates are warning that arguments presented to the Supreme Court on Monday regarding laws criminalizing homelessness could have a troubling impact on efforts to help former troops struggling to find stable housing .

The case — Johnson v. City of Grants Pass — centers on an Oregon town where officials approved regulations fining people $295 for sleeping outside in public areas, part of an effort to manage homeless encampments in the city’s parks. Offenders can face jail time for multiple violations.

Courts have generally ruled against the city laws, arguing that individuals cannot be punished simply for being homeless, particularly if adequate support services are not available. Supreme Court justices heard arguments from plaintiffs and defendants on Monday morning and are expected to deliver a final ruling later this summer.

The legal showdown comes just a few months after the Department of Housing and Urban Development announced a nationwide increase in homelessness among veterans from 2022 to 2023, the most recent data available.

Homelessness among veterans jumps more than 7%

The rise comes after years of progress in reducing the number of veterans facing stable housing issues..

The 7% jump in homelessness among veterans was less than the 12% rise in homelessness among the general population, yet it was still concerning for advocates given the focus and financial resources devoted to the problem in recent years.

Earlier this year, 44 veterans advocacy groups filed an amicus brief with the Supreme Court on the Grants Pass case, arguing against the financial and criminal penalties.

“Their ruling could have dire consequences for unsheltered veterans,” Kathryn Monet, CEO of the National Coalition for Homeless Veterans, said in a statement.

“It is absurd to think that the use of civil penalties against veterans and others experiencing homelessness will do anything other than harm people for being impoverished and make it harder for them to get back on their feet.”

Retired Army Lt. Col. Elizabeth Kubala, executive director of Syracuse University’s Veterans Legal Clinic (which also signed on to the amicus brief), said for many veterans, accessing support services is a challenge even under ideal circumstances.

“We’ve seen firsthand the inequities rendered in the lives of homeless veterans when complex legal battles and unjust rulings prevent them from receiving critical benefits,” she said, adding that the case speaks to “the importance of ensuring that criminal enforcement actions do not further complicate access to housing, medical care and benefits.”

The Associated Press reported that dozens of demonstrators protested outside the court on Monday, some holding signs which read “housing not handcuffs” and “housing solves homelessness.”
