Year 3 money learning.

Knowing how to handle and calculate with money is a very important life-skill.

During Year 3, children build on their knowledge and skills they have achieved during Year 2.

By the time children reach the end of Year 3, they should be able to:-

  • use decimal notation for amounts of money, e.g. £3.27
  • change amounts in £ to amounts in pence and back;
  • count money up to £10;
  • calculate change for amounts of money up to £1 mentally;
  • solve simple problems involving money;
  • use informal methods to add and subtract money amounts in £ and pence.

The following worksheets involve learning to count and compare money amounts up to £5 using all the coins from the £2 coin to the 1p coin.

The worksheets are at national curriculum level 3 and suitable for children in Year 3, and more able children in Year 2.

This year marks the 11th installment of the NASA Pi Day Challenge. Celebrated on March 14, Pi Day is the annual holiday that pays tribute to the mathematical constant pi – the number that results from dividing any circle's circumference by its diameter.

Every year on March 14, Pi Day gives us a reason to enjoy our favorite sweet and savory pies and celebrate the mathematical wonder that helps NASA explore the universe. Students can join in the fun once again by using pi to explore Earth and space themselves with the NASA Pi Day Challenge .

Dividing any circle’s circumference by its diameter gives you an answer of pi, which is usually rounded to 3.14. Because pi is an irrational number, its decimal representation goes on forever and never repeats. In 2022, mathematician Simon Plouffe discovered the formula to calculate any single digit of pi. In the same year, teams around the world used cloud computing technology to calculate pi to 100 trillion digits. But you might be surprised to learn that for space exploration, NASA uses far fewer digits of pi .

Here at NASA, we use pi to map the Moon, measure Earth’s changing surface, receive laser-coded messages from deep space, and calculate asteroid orbits. But pi isn’t just used for exploring the cosmos. Since pi can be used to find the area or circumference of round objects and the volume or surface area of shapes like cylinders, cones, and spheres, it is useful in all sorts of ways. Transportation teams use pi when determining the size of new subway tunnels. Electricians can use pi when calculating the current or voltage passing through circuits. And you might even use pi to figure out how much fencing is needed around a circular school garden bed.

In the United States, March 14 can be written as 3.14, which is why that date was chosen for celebrating all things pi. In 2009, the U.S. House of Representatives passed a resolution officially designating March 14 as Pi Day and encouraging teachers and students to celebrate the day with activities that teach students about pi. And that's precisely what the NASA Pi Day Challenge is all about!

This 11th installment of the NASA Pi Day Challenge includes four illustrated math problems designed to get students thinking like scientists and engineers to calculate how to get a laser message to Earth, the change in an asteroid’s orbit, the amount of data that can be collected by an Earth satellite, and how a team of mini rovers will map portions of the Moon’s surface.

Receiver Riddle

In December 2023, NASA tested a new way to communicate with distant spacecraft using technology called Deep Space Optical Communications, or DSOC. From 19,000,000 miles (30,199,000 km) away, the Psyche spacecraft beamed a high-definition video encoded in a near-infrared laser to Earth. The video, showing a cat named Taters chasing a laser, traveled at the speed of light, where it was received at Caltech’s Palomar Observatory. Because of the great distance the laser had to travel, the team needed to aim the transmission at where Earth would be when the signal arrived. In Receiver Riddle, use pi to determine where along Earth's orbit the team needed to aim the laser so that it could be received at the Observatory at the correct moment.

Daring Deflection

In 2022, NASA crashed a spacecraft into the asteroid Dimorphos in an attempt to alter its orbit. The mission, known as the Double Asteroid Redirection Test, or DART, took place at an asteroid that posed no threat to our planet. Rather, it was an ideal target for NASA to test an important element of its planetary defense plan. DART was designed as a kinetic impactor, meaning it transferred its momentum and kinetic energy to Dimorphos upon impact, altering the asteroid's orbit. In Daring Deflection, use pi to determine the shape of Dimorphos’ orbit after DART crashed into it.

Orbit Observation

The NISAR mission is an Earth orbiting satellite designed to study our planet's changing ecosystems. It will collect data about Earth's land- and ice-covered surfaces approximately every 6 days, allowing scientists to study changes at the centimeter scale – an unprecedented level of detail. To achieve this feat, NISAR will collect massive amounts of data. In Orbit Observation, students use pi to calculate how much data the NISAR spacecraft captures during each orbit of Earth.

Moon Mappers

The CADRE project aims to land a team of mini rovers on the Moon in 2025 as a test of new exploration technology. Three suitcase-size rovers, each working mostly autonomously, will communicate with each other and a base station on their lunar lander to simultaneously measure data from different locations. If successful, the project could open the door for future multi-robot exploration missions. In Moon Mappers, students explore the Moon with pi by determining how far a CADRE rover drives on the Moon’s surface.

Utah finally solves a basic math problem. The answer could get hundreds of people off the streets.

A huge homeless shelter is coming. where will it go.

It took a few years, but Utah finally solved the simple math problem that has dogged homeless services.

State lawmakers this session approved funding to build a 600- to 800-bed shelter in Salt Lake County, filling the gap in bed space that was left behind in 2019 when a centralized downtown shelter closed and pushed unsheltered Utahns into smaller resource centers dispersed across Salt Lake City and South Salt Lake.

When the new facility opens, it will be the largest shelter the state has seen in years, doubling , tripling or even quadrupling the size of the resource centers, which house 200 to 300 people, depending on the location.

The big question now about the bigger shelter is where it will be built.

“We’re looking at private and state-owned land,” said state homelessness coordinator Wayne Niederhauser , “but it’s not right for us to talk about that until … we have something for sure.”

When the facility opens, it could help pull Utah out of the annual race to ramp up services in the coldest months and ramp them down in the spring.

The beds created by this traditional shelter would be bolstered by a permanent “microshelter” site , which also received funding from the Legislature. That site, a response to calls for a legal homeless camp , is slated to open in Salt Lake City near 700 West under 500 South freeway ramps.

Niederhauser said the plan is for the microshelter site to feature 100 beds, double the size of a temporary site operating at 600 West and 300 South .

The idea is to create a low-barrier indoors option for those who have resisted seeking shelter at a traditional facility. The microshelters look like stripped-down tiny houses , featuring beds, tables, lockable doors, electricity and heating and cooling units.

Funding for the microshelter site and the traditional shelter will flow from a $25 million pot the Legislature appropriated in the final stretch of the session. Lawmakers kicked in another $21.8 million — $10 million of which is for ongoing funding — to help with operations across the system.

Lawmakers overhaul homeless services

The additional funding was part of a host of measures legislators embraced to change how Utah grapples with homelessness. Those included:

• HB298 : Overhauls the makeup of the Utah Homelessness Council by dramatically reducing its membership and renaming it the Utah Homeless Services Board; creates new data reporting requirements; and gives police the ability to enforce municipal prohibitions against illegal camping when temperatures plunge and “ Code Blue ” alerts are called.

• HB299 : Strengthens the ability to commit individuals to treatment against their will.

• HB421 : Creates a court pilot program to provide supervised treatment and services to people in Salt Lake County who are experiencing mental illness; effectively prioritizes space in Midvale’s family shelter for those who are documented; allows the state hospital to contract with other providers that can offer a similar level of care; raises the threshold for calling a Code Blue alert to 18 degrees ( it was previously 15 ); permits the homelessness board to divert shelter mitigation funding to the Utah Department of Public Safety from police agencies in cities that host shelters if those law enforcement agencies don’t enforce prohibitions on camping and panhandling.

• HB394 : Changes how homeless services are funded across the state.

• HB548 : Allows those who buy alcohol from the Department of Alcoholic Beverage Services to round up their purchases to donate to the Pamela Atkinson Homeless Account. This program could generate an estimated $4 million a year.

• SB139 : Allows courts to order the administration of antipsychotic medication to ensure defendants can maintain their competency to stand trial.

Dale Keller , executive board chair for Solutions Utah , a group focused on homelessness policy, said HB298, sponsored by Provo Republican Rep. Tyler Clancy , represents a pivotal change in how the Beehive State tackles the growing crisis .

The bill changes the Utah Homelessness Council, Keller said, “from what was a very unworkable [group], just because of the pure numbers, down to a board that is nimble and could focus on moving forward with some of the issues.”

Private money could help fuel new shelter

On top of the structural changes to the system and the infusion of public money, the private sector also vowed to chip in cash. The Utah Impact Partnership , a coalition of influential Utahns who have taken aim at the state’s homelessness crisis, committed $15 million in philanthropic money.

Michael Parker , the group’s executive director, said the money will be used for “strategic projects” and “gap financing” but added that he doesn’t have an answer for how specifically it will be spent. Options, he said, could include contributing to detox programs or new shelter space.

Parker said his group will be pushing for additional beds from the microshelter community and the new traditional shelter to open quickly. He wants to see them start to become available by April of next year.

“The community needs to have some high urgency,” he said, “about both of those efforts getting on line as fast as possible, period.”

Niederhauser said turning the parcel under the freeway overpasses at 700 West into a permanent microshelter camp is going to take time, but he is confident that project can be operational by late summer or early fall. The larger traditional shelter, he said, could be available for the winter of 2025-26.

The homelessness coordinator said he wants to keep about 400 temporary beds available until that new facility opens, so many individuals who are occupying the winter overflow beds that opened late last year are not released in April, when those beds are set to close.

Salt Lake City police have said the availability of beds is crucial to the department’s ability to enforce a camping ban .

Trump’s Money Problems Are Very Real and Very Bad

His political fortunes may be looking up, but his business problems are dire.

The danger posed to Donald Trump’s finances by two recent judgments against him has been, if anything, underappreciated. The size of the awards, the structure of the former president’s business empire, and the condition of the real-estate market combine to create a truly perilous moment for the former president’s company and, by extension, for Trump’s personal finances.

Trump must put up the $83.3 million awarded to the writer E. Jean Carroll for defamation by March 11. He also owes more than $450 million —the amount continues to grow because of interest—in a fraud case brought by New York Attorney General Letitia James, and must put up cash or post a bond by March 25 . He has appealed both decisions.

Trump doesn’t have that money on hand. In an April 2023 deposition for the fraud case, Trump said , “We have a lot of cash. I believe we have substantially in excess of $400 million in cash, which is a lot for a developer. Developers usually don’t have cash. They have assets, not cash. We have, I believe, $400-plus and going up very substantially every month.”

If this was true at the time, which is doubtful, it is not true now. On February 28, he asked an appellate court to reduce the bond amount in the fraud case to $100 million, and said he might have to sell properties otherwise. The court declined to lower the bond, but did temporarily stay the ruling by the trial judge, Arthur Engoron, that Trump couldn’t seek loans from banks.

David A. Graham: The cases against Trump–a guide

Even before the formal finding that many of the Trump Organization’s property valuations were fabricated, pinning down anything definitive about the firm’s finances has always been challenging. Because it is a privately held company, much information about it is secret. Trump’s name has always been synonymous with (to be charitable) puffery and hyperbole. Independent assessments place his net worth in the billions, but as he suggested in the deposition, that’s largely in real property or in hazy estimates of brand value.

Typically, a defendant who has substantial assets but needs piles of cash will obtain a bond, rather than posting the money themselves. Under such an arrangement, a bonding company effectively vouches for Trump with the court, guaranteeing that the money is available. If Trump wins his appeal, he pays the bonding company only a fee. If he loses, he has to pay in full. But Trump seems to be struggling to obtain such a bond. In requesting that the amount be reduced, his lawyers said coming up with the current total would be “impossible,” forcing him to sell properties.

Bonding companies might hesitate to work with Trump for various reasons. The size of the bond required is substantial. Trump also has a reputation for stiffing vendors, and recouping any amount might only get more challenging if Trump is reelected president and tries to use his office to put off collection, as he previously tried to use it to delay or avoid litigation.

A willing bonding company would likely demand that Trump post collateral, and that’s where he’d run into more trouble. Trump does possess lots of assets, but the question is whether he owns them outright. He has resisted detailed disclosures that would answer that, but given his past practices—Trump once dubbed himself the “King of Debt”—experts told me they expect he has few big properties that don’t carry significant debt.

Such existing loans likely include covenants that prevent owners from subordinating them to other liens—which would effectively reduce how much Trump can use the properties as collateral, says Jim Wheaton , a law professor at William & Mary who has studied Trump’s finances. In simple terms, if a building is worth $50 million, and $30 million of that is subject to another loan, the covenant means the other $20 million isn’t free and clear to use as collateral.

The ruling allows Trump to seek other loans elsewhere, but Trump has exhausted nearly every traditional avenue for loans, as the fraud case established. Deutsche Bank, which has become notorious for its sloppy practices, was his “lender of last resort,” as The New York Times put it in 2021 , but the attorney general’s lawsuit revealed that the bank had ended its relationship with Trump. That makes it unclear who else might be willing to make a loan to Trump—but one distressing possibility is that a wealthy individual, whether foreign or domestic, might see making a large loan to a potential future president as a useful way to exert influence over him. In trying to wrangle enough cash for a bond, Trump also risks default on existing loans. For example, evidence from the trial revealed that one loan from Deutsche Bank required him to “maintain $50 million in unencumbered liquidity and a minimum net worth of $2.5 billion.”

Trump could try to find other assets to pledge, but he faces the complication of a monitor, the former federal judge Barbara Jones, appointed to oversee the Trump Organization’s finances at James’s behest. Though Trump had a say in her selection process, he has more recently complained about her work . As Wheaton explained to me, “Judge Jones may well say she has a fiduciary duty to make sure the Trump Organization has sufficient liquidity for day-to-day needs, so she won’t let him [act] until she sees an acceptable financial statement, which we know he had not as of the day of judgment.”

Some coverage has suggested that a deal involving Trump’s social-media company, Truth Social, could provide him an infusion of cash , but the practical size of that windfall may be overstated. Major shareholders are subject to a provision that prevents large sales of stocks for six months, though Trump could seek a waiver allowing him to sell more sooner.

Trump could still get relief from appeals courts on the bond. Judges might conclude that if posting the bond would force him into dismantling his business even before he had exhausted his appeals, the amount is unfair, and reduce it until the appeals are completed. But such relief would be temporary, and Trump faces a difficult legal path in his appeals.

He has insisted that he didn’t commit any crime when he manipulated property valuations, because his lenders were repaid in full and didn’t object. But the statute under which James sued Trump doesn’t require any loss. Trump has complained that the law in question is “rarely used” and “VERY UNFAIR,” but lawyers familiar with the attorney general’s office said the law is actually deployed routinely, and has never suffered any constitutional challenge. In fact, Trump himself was successfully sued for the Trump University fraud under the same law.

The former president could dispute findings of fact by Engoron, but appeals courts tend to give trial courts deference on matters of fact, and look more for errors of law or errors in penalty. Engoron’s ruling offered detailed explanations for his assessments of the evidence and the credibility of witnesses. “Credibility determinations are really difficult to reverse,” Mechele Dickerson , a law professor at the University of Texas at Austin, told me. Trump could also argue that the penalty is unduly harsh, but the number is based on a calculation of Trump’s ill-gotten gains, rather than subjective determinations. Engoron drew on testimony about what interest rate Trump should have received and what he received. “After that, it’s arithmetic,” Wheaton said.

Such a long-shot appeal means that even if Trump is able to stave off his cash crunch right now, there’s a good chance he’ll face it eventually. One option for Trump would be to sell assets. But this is a terrible time to be selling commercial real estate. Office rents in New York have tanked and everyone would know that Trump is a motivated seller, so no matter what values Trump claimed his properties were worth, he’d likely have to accept bargain prices.

Trump could also try to use bankruptcy to resolve his debts, but that might be an unpalatable choice for several reasons. His companies have infamously declared bankruptcy four times, but he erupted at Chris Wallace, the moderator of a 2015 Republican debate, when pressed on the matter. Trump has always emphasized that he was not personally bankrupt, characterizing the past filings as smart business. Engoron’s judgment, however, attaches to Trump personally. “Personal bankruptcy is not on brand for him,” Christopher D. Hampson , a law professor at the University of Florida, told me. “He will do whatever he can to avoid it before the election.”

Going into bankruptcy would also force Trump into the kinds of disclosures that he has strenuously avoided in the past. Any creditors who wanted to seek money from the bankruptcy would have to come forward, including any whose identities might be politically damaging to Trump.

“The old phrase is that bankruptcy is like being in a fishbowl,” Hampson said. “For someone like Trump, that’s uncomfortable in a couple of ways. You have to say what your assets are. He’s been resistant to that in other contexts. You also open up other liability if you’re not truthful.”

Beyond that, it’s not clear that bankruptcy would help Trump escape the judgments against him. Debts can’t be discharged, or removed, when they involve fraud, and defamation judgments like the ones in the Carroll case are sometimes not dischargeable.

If Trump loses his appeals and simply can’t pay up, James could seize his properties. “We are prepared to make sure that the judgment is paid to New Yorkers, and yes, I look at 40 Wall Street each and every day,” she said recently , referring to the Lower Manhattan building that is one of Trump’s marquee holdings. In the case of a seizure, sheriffs would take over a building and then auction if off; the proceeds, minus the cost of any liens on the property, would go toward Trump’s debt.

Whether or not Trump has to sell some crown jewels—or see them taken—Engoron’s ruling endangers the future of the Trump Organization. The judge barred Trump, former CFO Allen Weisselberg, and former controller Jeffrey McConney from serving as officers or directors of any corporation or other legal entity in New York for three years, and banned Trump’s sons Eric and Donald Jr. for two years.

That condition has also been temporarily stayed. If upheld on appeal, however, it’s not clear how the Trump Organization might operate, because these are the people who have effectively run the company. Who manages the company going forward? Who appoints new officers and directors? What is Jones’s role? Could she approve or reject sales of properties or other major decisions? Anyone seeking to do business with the Trump Organization during the temporary exile of the Trump family might also hesitate. Given that Trump has been known to go back on deals he made himself, what are the odds that he’d stick to deals made by some other manager while he was banned?

“Unless somehow he prevails in getting the stay or prevails on the legal issues on appeal, it’s really hard to run the company,” Wheaton said. “They micromanage issues like paying bills. Why would I think they would have empowered their employees to do more?”

This bleak forecast for Trump’s finances all assumes that the rules apply to Trump as they would to other defendants. Historically, that hasn’t been true. Throughout the fraud trial, Trump seemed outraged that someone was finally punishing him for violating the rules. For most of his business career, as well as much of his political career, he found that the rules as written just didn’t apply to him. In this case, too, he may discover that he can ignore the law and get away with it. The fate of his business, though evidently near to his heart, also doesn’t appear to have any direct impact on his political fortunes. Nonetheless, although Trump has gone through serious periods of business struggle, his empire currently faces perhaps its greatest threat so far.

WASHINGTON — The Internal Revenue Service today reminded those who may be entitled to the COVID-era Recovery Rebate Credit in 2020 that time is running out to file a tax return and claim their money.

Most taxpayers eligible for Economic Impact Payments linked to the coronavirus tax relief have already received or claimed their payments via the Recovery Rebate Credit. But for those who haven’t yet filed a tax return for 2020, the legal deadline is May 17, 2024.

The Recovery Rebate Credit is a refundable credit for individuals who did not receive one or more Economic Impact Payments, also known as stimulus payments, distributed in 2020 and 2021. Eligible taxpayers must file a tax return first to claim a Recovery Rebate Credit, even if their income from a job, business or other source was minimal or non-existent.

For individuals wanting to claim the 2021 Recovery Rebate Credit, they have until April 15, 2025, to file the required tax return.

Taxpayers owed a refund have three years after the filing due date to file and claim any money entitled to them. For 2020 tax returns, this year’s May 17 due date is three years after the original May 17, 2021, tax deadline.

The IRS also reminds other people who haven’t filed a tax return for 2020 to check their records; it’s possible they may be overlooking a potential tax refund that will no longer be available after May 17. The IRS plans to provide more detailed state-by-state information later this month for taxpayers who may have overlooked filing and getting a refund for 2020. These taxpayers will also face a May 17 deadline to file.

Who’s eligible?

Eligibility for the 2020 and 2021 Recovery Rebate Credit generally requires being a U.S. citizen or U.S. resident alien in the respective year, not being a dependent of another taxpayer and having a Social Security number issued before the tax return's due date.

Additionally, the 2020 Recovery Rebate Credit can be claimed for someone who passed away in 2020 or later.

Free help is available

Qualified taxpayers can also access free tax preparation assistance through the Volunteer Income Tax Assistance and the Tax Counseling for the Elderly programs . This is an ongoing effort by the IRS to encourage individuals who are not typically required to file tax returns to explore the potential benefits under the tax law. Use the VITA Locator Tool or call 800-906-9887 to locate the nearest VITA site.

The IRS also reassures taxpayers there is no penalty for claiming a refund on a late-filed tax return. Direct deposit is recommended as the quickest and simplest way to receive a tax refund.

Individuals with an IRS Online Account can check to see if they received any Economic Impact Payments, along with the total amounts.

Any Recovery Rebate Credit received does not count as income when determining eligibility for federal benefits such as Supplemental Security Income (SSI), Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF) and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). Claiming the credit does not affect an individual's immigration status or their ability to secure a green card or immigration benefits.

High-income non-filers: IRS compliance letters coming

The IRS also announced Feb. 29 a new effort focused on high-income taxpayers who have failed to file federal income tax returns in more than 125,000 instances since 2017.

The new initiative, made possible by Inflation Reduction Act funding, began with IRS compliance letters going out last week on more than 125,000 cases where tax returns haven’t been filed since 2017. The mailings include more than 25,000 to those with more than $1 million in income, and over 100,000 to people with incomes between $400,000 and $1 million between tax years 2017 and 2021.

Bank Runs Spooked Regulators. Now a Clampdown Is Coming.

Federal Reserve officials and other bank regulators could roll out a new proposal this spring to ward off a repeat of 2023’s banking turmoil.

One year after a series of bank runs threatened the financial system, government officials are preparing to unveil a regulatory response aimed at preventing future meltdowns.

After months of floating fixes at conferences and in quiet conversations with bank executives, the Federal Reserve and other regulators could unveil new rules this spring. At least some policymakers hope to release their proposal before a regulation-focused conference in June, according to a person familiar with the plans.

The interagency clampdown would come on top of another set of proposed and potentially costly regulations that have caused tension between big banks and their regulators. Taken together, the proposed rules could further rankle the industry.

The goal of the new policies would be to prevent the kind of crushing problems and bank runs that toppled Silicon Valley Bank and a series of other regional lenders last spring. The expected tweaks focus on liquidity, or a bank’s ability to act quickly in tumult, in a direct response to issues that became obvious during the 2023 crisis.

The banking industry has been unusually outspoken in criticizing the already-proposed rules known as “Basel III Endgame,” the American version of an international accord that would ultimately force large banks to hold more cash-like assets called capital. Bank lobbies have funded a major ad campaign arguing that it would hurt families, home buyers and small businesses by hitting lending.

Last week, Jamie Dimon, the chief executive of JPMorgan Chase, the country’s largest bank, vented to clients at a private gathering in Miami Beach that, according to a recording heard by The New York Times, “nothing” regulators had done since last year had addressed the problems that led to the 2023 midsize bank failures. Mr. Dimon has complained that the Basel capital proposal was taking aim at larger institutions that were not central to last spring’s meltdown.

The tumult last year came as regional bank depositors, spooked by losses on bank balance sheets, began to worry that the institutions might collapse and rapidly pulled out their deposits. The runs tied back to problems with bank liquidity — a firm’s ability to get access to money quickly in a panic — and were concentrated among large, but not enormous, banks.

Because the new proposal is likely to address those issues head-on, it could be tougher for the banks to loudly oppose.

It is likely to be “a response to what happened last year,” said Ian Katz, managing director at Capital Alpha Partners. “That makes it a little bit tougher for the banks to push back as vociferously.”

While the details are not final, the fresh proposal is likely to include at least three provisions, according to people who have talked to regulators about what is in the works. The rules are expected to be proposed by the Fed, the Federal Deposit Insurance Corporation and the Office of the Comptroller of the Currency.

First, the new proposal would prod or perhaps even force banks to put themselves in a position to borrow from the Fed’s short-term funding option, called the discount window. The tool is meant to help give banks access to funding during tough times, but firms have long been hesitant to use it, worried that tapping it will signal to investors and depositors that they are in a dire position.

Second, the proposal is likely to treat some customer deposits differently in a key regulation that is meant to ensure that banks have enough money available to get through a rough patch. Regulators could acknowledge that some depositors, like those with accounts that are too large for government insurance or those in business lines like crypto, are more likely to take their money and run in times of trouble.

And finally, the new rules could address how bank regulations account for so-called held-to-maturity securities, which are intended to be hung on to and can be hard to monetize in times of stress without incurring big losses.

All of those measures would tie back to the saga of Silicon Valley Bank’s collapse last March .

Several interwoven problems led to the bank’s demise — and to the broader chaos that followed.

The California bank had run into a financial slowdown and needed to liquidate holdings that it had initially classified as held to maturity. Silicon Valley Bank was forced to admit that higher interest rates had sharply eroded the value of those securities. As the losses were made public, the bank’s depositors became spooked: Many of them had accounts that exceeded the $250,000 covered by government insurance. Many uninsured depositors asked to withdraw their money all at once.

The bank wasn’t prepared to quickly borrow from the Fed’s discount window, and it struggled to gain access to enough fast funding.

As it became clear that Silicon Valley Bank would fold, depositors around the country began to pull their money from their own banks. Government officials had to intervene on March 12 to make sure that banks broadly would have reliable sources of funding — and to reassure jittery depositors. Even with all of that intervention, other collapses ensued.

Michael Hsu, the acting comptroller of the currency, gave a speech in January arguing that “targeted regulatory enhancements” were needed in light of the meltdown last year.

And Michael Barr, the vice chair for supervision at the Fed, has said regulators have been forced to reckon with the fact that some depositors may be more likely than others to pull their money in times of trouble.

“Some forms of deposits, such as those from venture capital firms, high-net-worth individuals, crypto firms and others, may be more prone to faster runs than previously assumed,” he said in a recent speech .

Banks are likely to oppose at least some — potentially costly — provisions.

For instance, banks are required to hold high-quality assets that they can monetize to get through tough times. But the rules might force them to recognize for regulatory purposes that their held-to-maturity government bonds would not sell for full value in a pinch.

That would force them to stock up on more safe debt, which is typically less profitable for banks to hold.

Bank executives regularly argue that the costs of complying with heavier oversight ultimately trickles down to consumers in the form of higher fees and rates for loans, and confers advantages on less heavily regulated competitors like private-equity firms.

But the very fact that banks have been so outspoken about the capital regulations may leave them with less room to gripe about the new liquidity rules, said Jeremy Kress, a former Fed banking regulator who is now co-faculty director of the University of Michigan’s Center on Finance, Law & Policy.

“There is a risk of the boy who cried wolf,” Mr. Kress said. “If they’re fighting every reform tooth and nail, their criticisms are going to start to lose credibility.”
